end of this enumeration it is said, “ con

clause without meaning if it does not for
bid the passage of a law or ordinance, call

Government, and yet containing three dis
tinct appropriations, two of money, to lie
collected for 1826, and one of money col
lected for 1827.
The E xecutive is satisfied that this de
cision which he has been obliged to make
will not produce anv serious inconven
ience. The tax act passed in 1804 and
all subsequent amendments to it of any im
portance being of force, ‘the taxes for
1828 will be collected nearly in the same
manner and to the same amount as if the
«ct under consideiation had received the
assent.

sions will either settle or unsettle the
whole fabric of Government. Tennessee
Lawyers should be furnished with manuals
by the legislate'e ; for no memory can
retain the general outlines, much less the
minute provisions of such a statutory
jumble.
COMMUNICATED.
DEDICATION.
The Unitarian Church in this city, was
dedicated on Thursday, 27th December.
The Rev’d Mr. Briggs, of Lexington,
(Mass.) read seclect passages from scrip
ture, and made the Dedicatory Prayer.—
Phe Rev’d Mr. Gilman, of Charleston,
(S. C ) preached the Sermon and made
the concluding Prayer. The Dedicatory
Praver was fervent, comprehensive, and
solemnly affecting. The leading object
of the discourse, was to show that Unita-
rianism, or scripture, as interpteted bv
Unitarian Christians, is the medium course
between the doctrinal extravagances,
practical excesses and dangerous extremes,
with which other systems of opinion are
chargeable. Much, very much might be
said in praise of this performance ; but as
a copy has been obtained for the press,
and will soon be before the public, it is
sufficient to remark, that it was well sus
tained throughout, and the subject happily
illustrated—that it made a deep impression
upon a highly respectable auditory, and
was one of the happiest efforts of its
much respected author.
Among the Hvmns sung on the occa
sion, was an orig'nal one, a copy of which
is subjoined. It was from the pen of a
lady of Charleston, (S. C.) whose devo
tional effusions are already known to the
public. The gratification it gave corres
ponded with its evident merit, and the
poetical taste and powers of its author.—
The music was appropriate, and rendered
particularly animated by the kind assist*
mce of individuals not belonging to the
Society. In the evening the Pews of the
Church were offered for sale, or to rent,
at a valuation put upon them by the Soci
ety, ami a large part of them were imme
diately taken.
At the same time, 250 copies of Mr.
Gilman’s Sermon were subscribed for.

The accounts which have just reached
heie from Mexico, through the channel of
Spanish letters, are gloomy in the ex
treme. The law of banishment had been
generally adopted in the Mexican states,
and the geuei.il Government had either
openly or tacitly concurred. In conse
quence, twelve hundred Spaniards were
preparing to leave the capital. In the
city of Guadalaxara, the Spaniards had
been very roughly handled by the mob.
Two hundred Spaniards in a few days
would embark from Vera Cruz, in Amer
ican vessels, for New-Yorkand New-Oi-
leans. Thev bring with them about halt
a million of dollars.

The convoy from Mexico, has arrived
here in safety, with seventeen hundred
thousand dollars. We learn nothing fur
ther in relation to the old Spaniards ; the
same cause of apprehension, still keep
them in as much uneasiness as ever; an !
ihe wealthy among them are abstrac'ing
their property as fast as practicable from
.he country. The Mexican brig of war

lias left this for Mexico, to obtain the
means to fulfil his engagem nts abroad,

in Si. Dennis-streer, between Me. Ja r ed
Cable, of this place, :ti< ! Dr, B. Delevan
of the Un ted States’ -limy, which resul
ted in the death of the latter. Mi. Cable,
afier receiving a few blows from liis an
tagonist with a heavy stick, by which his
left aim wasfiactured, and bis head con
siderably hurt, shot him through the body.
Dr. Delevan, after receiving the wound,
pursued his retreating antagonist a few
steps, then staggered and full—being con
veyed to Messrs. Harisnn and Hopkins’
store, he died in a few minutes after.

of improving the communication between
this city and Augusta and Hamburg, and
the Act granting a charter to a company
for the construction of a Rail Road, and
report to the committee at as early a pe
riod as posssible, what should be done in

In reference to Mr. Jefferson’s opinion
expressed to Mr. Gilmer, that 44 we might
as well make a sailor of a cock, or a sol
dier of a goose as a President of Andrew
Jackson,” the Richmond Enquirer admits t
that Mi.Jefferson “then preferred Mr.!
Adams to General Jackson.” But says '
the Enquirer, after Mr. Adams’s first mes- !
