Pizarro, will to-night offer its attrac

habitual intemperance.
The Legislature of South Carolina has

From the report of a gentleman, who
went to New-Orleans to he present at the
celebration of the 0th of January, and
who lately returned through this place,
Sc from?the accounts in ihe papers, it an*
pears, that the F^te which was expected
to he so worthy of the gratit"de and er>
thnsiasm of a great cifv in favor of her
great deliverer, was an en'ire failure. It
appears to have been managed with a nar
row-minded devotion to partv feeling,
which excluded from a free and honorable
participation in the ceremonies, all those
who. though otherwise disposed to honor
the Hero, were averse from bis preten
sions to the highest office of his country.
After an invitation from the Legislature
of ilie St -to, and the excitement which so
Stongly drew the public attention to the
intended celebration, we regret the result,
if it is truly stated, as a stain on the grate
ful feelings of Louisiana, which we had
not expected. If she was not friendly to
his present aspirations, she, of all the
'fates of the Union, should have remem
bered ihe man, who rose like a guardian
angel amidst the gloom of her prospects,
and in her salvation atchieved a victory,
the most signal and splendid in the annals
of our country. On such an occasion the
pahrv interests of party feeling should
have been merged in the overwhelming
Sensations of the Patriot’s bosom. We
fear from all we see and hear, that this has
not been the case—-that that selfishness,
which excluded all par’icipation in an en-
obling duty, has confined the honors of
the day to a few fiery zealots, whose vio
lent denunciations of all opposed to the
pretensions of their favorite, have raised
th em with the crowd, above the intel
ligence and chivalry of Louisiana, whoSe^
pride aud gratitude would have avoided !
the disgrace of a cold reception of man,
w hose actions constitute so splendid apor-
'iou of her history.

To improve the navigation o! the Sa
vannah River by causing its banks to ap
proach each other, is not a less certain
method than by sluices, provided the bars
are not (as we suppose) of rock, but cither
jand or clay, ft would be necessary to
drive piles deep into the sand in an angle
outward from each side of the river,leaving
an opening in the centre for the passage
of boats. It would also be necessary to
continue a bank or dam from the piles on
both sides, to prevent the river from
changing its course, both in this case and
i {■ that of sluices, as it may happen that a
part of the country adjacent may be low,
and the water rising in consequence of
this obstruction, would run over and cut
another channel; but this prevented, the
the water meeting this artificial impedi
ment to its usual course, would, by the
inclination of the piles, rush out with
great force at the centre, which would
loosen and carry away the bar, forming a
bank or -bar in the eddy caused by the
projection of tb® piles, where it would be
advisable to fell a few whole trees, which
Would retain the sand and form a perma
nent barrier, sufficient to resist the action
of the strongest freshet.
It would be requisite to perform this
work just above the bar, that the action oi
the water may be immediately on it; but
in the sluice it ought to be built below,
that there may be water enough to let the
boats enter before the gates are shut. A
sluice may require more than a pair of
gates to prevent the water from acting too
furiously* and preventing the same effect
as would be by the aboyp plan, thereby
undermining and eventually destroying
ihe work. The engineer, however, will
be the best judge on this point, as, if the
bed of the river be of rocks, no danger
will be apprehended, and he ought to
know how to provide against it, if the bed
is of sand.

most, and to the lake in 2, whence we see
the difference in favor of the steam-boat is
3 or 6 days, and that merchandise that
used, in pole-boats, to be 12 or 14 days
on the river, by the adoption of this im
provement, would arrive in 7 or 8 days.
I have thus given the outline of several
improvements, either of which, with the
aid of an efficient fund, would render the
intercourse between this city and Savan
nah uninterrupted at all seasons—the de
lays and disappointments incident to its
present state effectually removed—and
that independence (on its own resources)
that every state ought to preserve, would
be permanently secured to Georgia.

The following is an extract from the
Revised Law of the State of Ncw-York,
respecting flour.
Every such cask of wheat flour shal
be branded as follows: if of a very su
perior quality, “Extra superfine if of
a quality now branded “Superfine,” with
the word “ Superfineif of a third qualiy,
“Fine;” if of a fourth quality, “ Fine
Middlings;” if of a fifth quality, “ Mid
dlings .’’if of a sixth quality, “Ship
stuffs.'’

ly breathed the vapour cf destruction, a
sweet odour plays upon it surface ! Ye
bilious have once more shaken off their
distemper, and resumed—perchance, for
getful by whose mercy they are enabled—
the bloom, the vigour, and the joys of
health ! Bustle, and, noise, and business
fill our sti • s, and speak the resuscitation
of our Village. Our Yankee residents
j and visiters, quaff the breeze as it comes
from their native land, " the stormy
north,” with a delight which surpasses
language to describe; and yo Ohio H->g-
drivers, brave the keen air, without a
cloak, to show their acquaintance with
the cutting element! The knife of slaugh
ter is again brandished by the eateis of
“ the unclean animal,” and swinish
shreiks and groans, mingle thejr harmo
nies with the Hyperborean whistle, the
cracking of fires, and the howling of
Dogs!!! Our smokehouses are disgor
ged of i heir tainted possession, and fresh
hams, and sausages, load their joists, and
wreath their walls ! Plenty conrts us to
her bosom—may the hand of Heaven per

KENTUCKY.
Extract of a letter from a memberof the Kentucky
Legislature, to his friend in Washington, dated
Frankfort, Ky. January 9, 1828
“We gained a signal victory over the
Jackson party, last Saturday, m ihe low
er House, where the Herones claim to be
nearly equal to us in numbers. You
know it has been customary lor many
years past, for the Legislature to request
the Governor to cause a salute to be fired
on this day, (S.h January,) hi honor of the
Chieftain. A resolution to that effect was
offered, and, after some debate, laid on the
table, by a vote of 53 to 37, (10 members
absent,j there to repose at least for a
year. The man-worshippers were ex
cessively chagrined and mortified.”
“Beatty’s resolution (in favor of domes
tic manufactures and internal improve
ments) have not been finally acted on.—
Mr. Breckenridge has offered additional
ones, temperately, yet firmly denying the
infamous charges as to the late P residen
tial election; and expressive oi entire
confidence in the Administration.”

Mr. Cobb of Georgia.—Mr. Cobb, of
Georgia, in sustaining his disapprobation
of General Jackson’s conduct in the Se
minole war, is reported to have said and
permit me here to observe, that Lorn no
portion of the people have so mush cause
to fear the loss of their great prerogative
of peace and war, as fiom the military.
If it should ever be usurped, depend upon
it, it ivil be by a military man. It is nat
ural to the public mind to admire warlike
deeds. By the splendor ot military achiev-
ments our eyes are blinded, and our reason
is obscured; we become so infatuated
with the man, that we lose sight o\princi
ple, and we offer him our worship, before
we are aware that ice hare m-ude him a
God Sir, I much fear, that this spirit
of adulation has already pervaded the
minds of the people of this country, to a
most injqrious extent!”
