To regulate slaves and free persons of color in the counties of Richmond and vHancock. ; 4 lic it enacted by the Senate and House of Representatives of the state of Gear *gia in Central Assembly met, and Ris hereby tnacted by the authority of the same , Thai fr;-ni and after the passage of this aci, it shall not be lawful sot any slave oc free person of colour, to keep a li ouse of entertainment or to vend goodSp waies, or merchandize, spiritous liquors or provisions for their own profit, oihei than what is allowed by the existing laws of ihis Statp, within the limits -of Rich mond and Hancock counties. 2. And be it further enacted, That no slave shall be allowed to hire his', or her time, fiom his or her owner or man age i, nor shall any slave be allowed t<> work Oi carry on any traffic on his or her own ac count, or for the (im pose of proem ing a livelihood or raising money to pay his oi her hire or wages to his or her .owner n< employer in said counties; except such as may be Barbers who shall he permitted In hire their lime, and rent shops for carry ing on their business , 3. And be it further tnacted, That it shall n<>t be lawful tor any peison having the management or ownership of am slave or slaves,to suffer such to hire hiS oi.j their own tune, or go'at large seeking em ployment; at tlie discetioti bf*such slav.i or slaves, within thr limits aforesaid, nor shall it be lawful for any person to hiie;! any slaves and permit such to work in carry on any traffic on tneir own account in any manner or way whatsoever in said couu ies. 4. And be it further enacted , That it shall not be lawful for. any person being the owner <>r having the management or' control or -wtbo may be renter or leaser of any house «•» tenement in said counties [t<>] rent the same to any slave or slaves nor permit the same to be occupied by any others than his nr her owp, or such others as shall at all times be directly un der his or her edn'rtfi for their own bene-: fit and use in all of their transactions of . business of any kind or nature whatsoever. 5. And be it further enacted , That any white persons offending against the. provisions of this act ti be indicted and prosecuted before the Superior Courts-for .anv such offence and «ti conviction there of, shall' forfeit and pay a On** of fif'y dol liirs and all cost of said'suit, for each and every such violation of this law, one half, to be paid, to the informer and-prosecutor, and the other half to be paid to tfie lu ferioi court for the use and benefit of said counties. 6 % And be it further enacted, That every slave nr. slayes. who shall offend a gainst any of the provisions of this act, shall be liable to and receive not less than twenty, nor more than fifty lashes, for ■every limb he orehe so offend, to be in dicted by the constable of tl>r district m anv other of the county, where such vip-- lation of the la>v is committed. - 7. And bi-it further enacted, That the justices of the peace of the diatricts of said counties are authorised and required, or either of them shall have jurisdiction and cognisance 1 of all and every infraction or violation of this act, that shall be com* milled by any slave or slaves in said coun* ties. 8. And be it further enacted , That it, shall he the duty of the constable of said districts, in case any slave violates the provisions of this act, to apprehend such slave and take him or her before one of the ’justices of the ppace; whose .duty it 1 shall be to hear and determine upon the guilt or innocence of such slave, and iri the event of conviction shall direct the constable whose doty it shall be to inflict i the punishment pointed out in the 6th section of this act, and the cost and all le* pal expences of said trial, shall be paid by the owner'm manager, or whrosb,,em ployment they may be in, of all such slave or slaves that shall so offend against the law of hv above mentioned counties. 9- Aud be it further enacted , That ii shall be the duty of said constables t«* seaich in'o and prosecute every violation of this act, and incase he shall wilfully and knowingly fail or neglect to do so, he shall for every such failure be indicted and prosecuted before the Superior court, and open conviction, shall pay a fine of fifty dollars or be imprisoned at the discre tion of’the Court, for not less than two not more than ten days, and pay all costs of said prosecution. 10. And be it further enac'ed, t Thai the regulation, control and government of all free persons of colour coming into and residing in the city of Augusta, shall be, and the same are hereby vested in the city council: Provided, such regulation* con trol and government, should not conflict with the laws now of force in this State, and which docs not conflict with the fore going provisions of this act. 11. And be it Jurther enacted , That all Ifiws and parts of laws or ordinances mili tating against this act, be and the same is wholly topealed. Assented to, Dec. 24, 1832. »■" NOTItE.
