To rogula’e slaves and free persons of color in llie counties of Richmond anti Hancock. lie it enacted by the Senate and House of Representatives of the stale of Gror gin in Ceneral Assembly met , and it is hereby enacted by the authority of the same, That fr"m and after tl.e passage of this act, it shall not be lawful for an\ slave or Tree person of colour, to keep st h ouse of entertainment or to vend goods, wares, or met cliand-ize, spit Rons liquors or provisions for their own profit, othei • han what is allotted by ihe existing laW' of this Slaftf, within the limits of Rich mond and H ancock counties. •2. And be it further enacted. And he it further 'enacted , That it shall not be lawful for at,v peison being the owner or having the management ot control or who may be renter or leaser of any house oi tenement in said counlies ['•-] rent the same to any slave or slaves' nor permit the same to he occupied bv any others than his or her own, or such others as shall at all times be directly un d»‘r his or her eon'rol for ilieir own bene-- fit and use in all of their transactions of business of any kind or nalut e whatsoever. 5. And be it further enacted , That, any white persons t (Tending against the provisions of this act, be indicted and prosecuted before the Superior Courts for any such off-nee and on conviction there* of, shall forfeit and pay a fine of fifty dol lars and all cost of said suit, for each and evety such violation of this law, ono hall to be paid to the informer and prosecutor, and the other half to be paid to the In leripi court fm the use and benefit of said counties. 6. And be it further enacted , That slave f or slaves who shall offend a gainst any of the provisions of this act, shall be liable to and rpecive not less than twenty,‘flor more than fifty lashes, for every time he or site so offend, to bo in flicted by the constable of the district ot any other of the county, where such vio lation of jhe law is cnihmitted. 7. And be it further enacted , That the justices of the peace of the districts of said counties are auilinrised and required, or either 1 of them shall have jurisdiction and cogn izunce of all and every infraction or violation of this act, that shall be com mitted by any slave or slaves in said coun* ties. 'B. And be it further enacted , That it shall be the duty of the constable of said, districts, in case any slave Violates fhV provisions of this act, to apprehend such slave and take him Or Iter before one if the justices of the peace; whose duty it shall be to hear and detetmine upon the Guilt or innocence of such slavo, and in the event of conviction shall direct the constable whose doty it shall ho to inflict the punishment pointed out in the 6lt section of this act, and ike cost and all le gal expences «>f said trial, shall be paid by the owner or manager, or whose em ployment they may he in, of ail such slave or slaves that shall so offend against the law of he.jib.ove mentioned counties. 9- And be it further enacted , That it shall be tho duty of said constables to search into and prosecute every violation of this act* and in case he shall wilfully and knowingly fail or neglect to do so, he shall for every such failure be indicted and prosecuted before the Superior court, and upon conviction, shall pay a fine of fifty and -UaFs or be imprisoned at the discre tion of the court, for not less than two hot more than ten days, and pay all costs ol said prosecution. 10. And be it further enae'ed, That the regulation, control and government of all free peisons of colour coining into and residing in the city of Augusta, *hall he, and the same are hereby vested in the city council: Provided' such regulation, con trol and government, should not conflict with the laws now offeree in this State, and which does not conflict with the fore going provisions of this acL 11. And be it Jurlher enacted , That all laws and parts of laws oc ordinances mili tating against this act, be and the same is wholly repealed. Assented to, Dec. 24, 1832.
