PROPOSALS
For publishing in the CUy of Washing
ton. btf
E. S. DAVIS,
Os South Carolina, a tri weekly Paper,
called
THE EXAMINER.
The Editor is fully sensible of the difficulty fc
responsibility, which at all times present tltem
selve, in an undertaking of this kind; and more
particularly since the introduction of a new po
litical hersey.
The Editor is, moreover, aware of the turmoil
and perplexity of the vocation he is about to as
sume; but he fells as every patriot should feel,
when he perceives the approaching danger of a
dissolution of the Union, an i the destruction of
the free institutions of this great Republic, that
it is his duty to vindicate and sustain the rights
of the people, and expose to public gaze the in
trigues and duplicity of selfish and designing
men.
The Editor will support the present ndminis
Oration. He is personally iS* politically the friend
o ( the Chief Magistrate. He believes no man,ex
ce, t Gen. Washington, ever possessed in so great
a degree the confidence of the American People;
and surely no man ever better deserved it.
The eminent difficulty, at this time,to ascertain
the political tenets of certain aspirants, jn rela
tion to many great national questions, renders
it necessary that the Editor should here remark*
that he holds the doctrines of the lata Proclam
ation of the President of the United States to be
strictly orthodox, and such as were entertained
and inculcated by the immortal Washington. On
these doctrines will depend the Future destiny of
this great Confederacy.
The Examiner will be open to a full, fearless,
but decorous discussion of all matters relating to
the affairs of the nation, the public conduct of
public men, and the exposition bf every mal
practice in office.
On the question of the Bank the Editor has re
flected much; and as he is not indebted to that
institution for loans, or any other fsvor, he will
be pardoned when he states that it is his opinion
the fiscal relations of the Government and Coun
try requires a Bank of some sort; but whether the
present be the best, or whether it should be mo
dified, will be the subject of future discussion.
As regards the question of domestic industry,
the Editor can with much sincerity declare, that
be believes nothing tends more to improve, adorn
and enrich, the country, than the laudable ex
ertions of our manufacturers.
The skill, the capital, and untiring enterprise
which are now employed in the elaboration of
the various productions of the soil, will, at no
very distant period, make us one of the most
flourishing and independent nations on earth.
Nature appears to have bestowed upon us
what she has refused to every other people; a
country embracing all the variety of climate anti
soil, and yielding all the various productions of
the earth, necessary to thecomfort of man.
To the People of the District of Columbia, and
particularly to those of this City, the Editor
would beg leave to remark, that he feels a lively
interest in every thing which relates to the fu
ture prosperity of the place, surveyed and loca
ted under the immediate and special aupices of
the great Washington.
The Examiner will be published three times
weekly, at five dollars per annum, and the first
number will be issued on the f urth day of July.
