which wo cro threatened, that X feel
tha lent unaisiness. lam only seriously
concerned for fear that this yielding, this
concession (if it be only conjectured to be
a concession) to a domestic faction of any
description, will end in the destruction of
your Constitution and the ruin of your
Government, It will be evident and in
comestible—and it must grieve every
man to think of it, wh-» ’.-aloes the liber
ties of his countiy—that your Constitu
tion is not strong enough tos'and the tude
shock of faction. Gentlemen will no'
give themselves time to think seriously.”
‘lf you are threatened with war at Imine
and abroad, the best mode of avoiding
both is a vigorous repression of epposition
nt home, and a direct resist mice of hos
tility from abroad. If gentlemen consid
er this government io the nature <»f it to be
a weak government, they are mistaken.
It,is the strongest government on earth,
both for peace or for war. The great
fundamental principle, on which allpolit
cal institutions are built is that of obedi
enceto the law. It is the fundamental
principle of your govern me nr, that the will
of the majority shall govern; and, that
this will, when expressed, shall be execu
ted, even at the expense of all the minor
ity who stand up in opposition to the law,
is as fundamental a principle as any. And
if the Executive fail in the execution of
the law, he fails in his duty to hiscouhtry.
He never will fiil, I am sure; and the ex
ecu’ion of the aw, I w ill leave to him. If
he wants the ways and means, give it to
him; but be it your province to make the
law, and his to execute it—And if rebel
lion actually existed, it would not be lot
you lb l'»ok to it. It ought tb have rib ef
fect on your deliberations any further than
your are concerned in granting and
means for the energetic execution of the
laws. I speak with deference on this
subject, Sir, when I reccommend any spe
cific course to be adopted in preference to
any other, but it appears to rite belter to
adhere to tho course herotdfor© marked
out by yourselves—to go on in the course
of right and justice and policy; iVithoui
turning to right or left, to inquire who ap
proves or disapproves, ft is not possible
that you can consent to changeyour course
for the purpose of avoiding thb calmer of
q party. It would be the height of extra
fagince and folly inns to proeecd in such
a manner as to forfeit the esteem <>f a
large portion of the people to oblige a
minority. If nine tomhs of the people
are ready to enforce a measure, you will
pot abandon it because one tentit Threaten
to rebel against it.”
THE DAVID BROWN.
The following letter fiotn a passengei on board
has been received in Charleston :
On board David Brown,.!
Off Chesapeake. 23d Aug 4 o’clock, P. M. J
DteAH Sir, — We ate here hi this time
Safe,with a pilot on board.and steering for
Norfolk, and I write with the hope of get
ting this off by to-night’s mail. We have
had a series of disappointments since we
left, which I will endeavour to recapitu
late. We experienced constant h »ad
and very strong from N. E. until Tuesday
Afternoon, when we weathered Hatteras—
nil of Wednesday the weather was so
cloudy, could get no observation, and
blowing very hard still N. E. On Wed
< nesday night it blew a tremendous gale,
wfl were then <>n the edge of the gulf
str® an>, shipped some heavy seas that I
thought would stave us to pieces. The
Cap l , put her about to run into smooth !
wa'er, thinking he hid drifted back south !
of Hatteras, but instead of that, were going '
right onto the Cape. We got into the'
breakers 5 fathoms water, 12 o’clock nt |
flight, blowing and rainffig tremendously. |
We immediately pot the engine back, and |
with it kept her off, in doing which, we ;
lost our rudder entirely—the boat being
completely unmanageable, kept, however,
clear of the breakers, the engine going
ell the time. S >ch another night 1 never
expect to witness.
Great credit is awarded to Capt. Cof
fey sot his exertions on that occasion. We
fitted up a temporary rudder which has
answered extremely well—all of yester
dav (Thursday) we were fi ting the rudder
and endeavouring to make this port, but
had a head wind and the fuel gave out
owing to the excessive consumption of it
in contending so long with the gale ; we
have cut op every thing on deck (even
chairs) to burn ; and at 8 this morning
made the Light House, Cape Henry ;
came to anchor, got a pilot, and a supply
of wood, and we are now under way up
the Biy
I mu’t ndd that tlie boat behaved un- i
'omrnot ly we , no tine on board expect- ,
ed tier to stand I* severe seas that sircck ■
her. A Mr. Whitman, (passenger,) be
longing to Hartford, Conn, and lately
frt n Alabama, died of constipation of the
bowels this day, and was committed to
the deep. AH well on Board at this time.
The Capt. thinks the hull of the boat
is not injured but will examine her in
Norfolk and refit before he goes on. We
ore satisfied he acted well, and So did the
boat.
