having“charge of Lots, to keep them clean and
dry. They shall permit no cellar or sink to
contain water. They shall fill up all low pla
ces within their enclosure, in such manner a s to
pass into the streets. It shall also be their duty, :
and they are hereby required on every day, ex- :
cept the sabbath, to remove from their lots all;
decayed and decaying vegetable and animal
substances, and in general, everything tend- •
ing to corrupt the air, and to place the same in
the streets opposite their lots, and twenty feet ■
from the boundary, between day light and nine
o’clock in the miming; and no person shall
throw trash or filth into the streets from their

than any heretofore made at the South. Our
friends at the North, are, in some inspects, dii'f
ferently situated than wc are in the Sotith ofthe
f Potomac, and this very difference calls upon ns
’ to unite our councils and deliberations in devi
sing some plan of operations suited to our cir-
i eumstances and wants. Any plan of action j
; which will suit any Southern State, will suit all, !
with very slight modification; while, for the j
most part, plans which are successful at the !
North, utterly fail when so applied to the j
South. But not to enter into a detail of what
must be obvious to all. the Executive Committee j
of the Virginia Temperance Society, after ma-1
Hire deliberation, and afcr consul.ing with
friends from the States South of them, have i
come to the conclusion, that the cause of tempe
rance at the South, will be greatly promoted by •
a general Southern Temperance Convenliwn,
during the ensuing autum.
They do therefore, m >st respectfully appoint!

ettevi.le, N. C. on Wednesday the Fourth day ■
of November next, at eleven o’clock in the i
Morning.

in Virginia, North Carolina, South Carolina,

said Convention. And they also suggest that
the State Societies in each of the above named
States, be represented by at least ten Delegates ,
each. Maryland, Mississispi, Louisiana, Ala
bama and Florida, tire invited to, send Represen-
tatives.

The Constitutionalist is now'so ’.veil known, 1
that it is unnecessary, to give a description of
the character it Ims assumed. .The editors,
however, can assure their patrons that for; .di i
cal and commercial information, it will not be I
surpassed by any paper in the South, having
made additional at t an gem cuts far obtaining the
earliest news from abroad, political as well as
commercial. All political and commercial in
telligence, will appear in the three papers pub
lished at this office.
The editors flatter themselves, by industry,
and strict attention to business, to render t’leir
paper acceptable to theii kind and ii iihnous
patrons, and to deserve an increase of patron- j
age, which they respectfully solicit from theiri
fellow citizens of Georgia.

AN ORDINANCE,
To reg:ilaic pi oceedings in certain cases against
persons violating the city ordinances, and io
punish witnesses for non attc-udar.ee.
Sect. I. Be it ordained by the City Council
of Augusta, audit is hereby ordained by the
authority of the same, That from ami after the
passing of this ordinance, when any individual
li.t.; been summoned to attend before Council to
answer to a charge-of-violating the city oidi
nances, or either of them, or any section there- j
of, in pm sttance of the twenty-iifdi section oij
the General Oidimtnce now of force; and shall [
fail to appear or show sullicient cause for his!
mm ailendam e, the Council mav pass an ordei i
requiring the Alal'shall and the City Constables,
or any of them, to arrest sX-h person am! bring
him or her bes >re the Mayor or some Member
of Council, and upon his or her being arrested
amt brought before the Mayor oi any Member
of’ Council, it shall be the duly of the Mayor oi I
Member of Council to require of such person a
bond with security for Ids or her appearance a: |
the next, regular session 'of the City Council
after the arrest, and for his or her abiding the |
ordm and judgment of the same—-a.nl upon|
such bond ami security being given in a sum at |
the discretion of the Mayor or Member of j
Council, the individual shall be discharged from
arrest.
Sec tn 2. And be it further ordained by the
authority aForcsaid, That in all cases where
the bond an.l security required ia the fust sec
tion cf this crdiiiaiic.e shall be given, and the
person giving the same shall fail io appear be-!
fore the Council, (at its next regular session, or
at any subsequent session, if the case shall he
continued, or the Council be adjourned,) the
Council shall proceed to try such person, and
il he or she be con victed and fined, execution
shall be issued against the property of the of
fender amt his or her security for the amount
of fine and costs.
Sect. 3. And be it. further ord.lined by the
authority aforesaid, That in all cases where
the person arrested shall be unable to give the
security required by the first section of this or
dinance, the Mayor or Member of Council, be
fore whom he or she may be brought, shall
commit liimor her to jail 1 ill the next session oli
Council, or until security be given, or he may
discharge such pers >n upon bis or her own re
cognizance without security.
Sect. 1. And be it further ordained by the

i charged with violating the city ordinances, or

the Georgia Rail Road Company shall take
place annually on Tuesday after” the second
Monday in May, at the oliice of the company
in the town oi Athens, of which, at. least, ten
days notice shall be given to the stockholders
by advertisement, in some newspaper of this
State; and a plurality ot' votes given in shall
lot m an election; provided, however, that if it
siioukl so happen, That the day aforesaid, so
fixed lor the annual election of President and
Ditcctois, should pass without an election be
ing effected, it shall be the duty of the Board
oi Directors, for the. time being, to appoint some
other day, within a leasonable period, for hold
ing said election, giving ten days notice thereof,
in manner aforesaid: and in a'l cases the Pres
