THE LEGISLATURE. The general assembly of Connecticut convened in this city last Thursday. On the Wednesday proceeding, his excellency the governor was met about two. miles from town by toe 2d troops horse guards, commanded by major Prescutt; the sheriff siT the county of New-Haven and his suite, end a large and respectable cavalcade of citizens, by whom he was escorted to his lodgings in town. On Thursday the horse guards,'together with the 2d company of governor’s foot guards, commanded by ma jor R. Hotchkiss, captain Blake’s .corps ol > light artillery, and lap lain Kimberly’s flank company (it. infantry! were on duty. At 11 o’Wock thtiy formed the line, and es corted thi- governor and council to tlu- Xtate hobsc. The weather was favorable for the-parade, and the appearance of the different enpps, and the accuracy with which their evolutions were performed, did great credit to the respective officers On duty, and to the meh under their com mand. The house of representative, was organ ized by the choice of tiidcim Thompson, esq. (republican) speaker, anil Samuel A. Foot and Henry W. Ed wards, esquires, (both republicans) clerks. On balloting for the officers of the house, the strength of parties appeared to be 117 republican members to 64 federal. Republican ma jority 53. At about 12o’clock both bouses met in the council chamber, where bis excellen cy the governor delivered the following SPEECH: Gentlemen of the council, Mr. Speaker, and Gentlemen of the home of Bepre,cnta'ire,— I offer you my congratulations, on the circumstances under which ymi are now convened. Our country continues to en joy the blessings of peace and tranquilitv: a fertile season lias been accomplished with general health; abundant supplies have rewarded the exertions of the hus bandman; agriculture, manufactures, arts ami science, are in a state of progressive improvement; our internal commerce is flourishing, ami that with foreign countri es, is gradually surmounting the embarrjis- ments under which it lias labored. This combination ot prosperous events; de mands united expressions of devour gra titude, to the bem-ficent parent of nattfre. from whom all these blessings have been tierivetl. In pursuance ol a resolution of the last gcueral assembly, a convention of delega tes from the towns in this state, assembl ed at Hartford, who, after a sedulous at tention ' he trust reposed in them, formed constitution of civil government for the people uflhis state, which was sub mitted to their consideration, on the first Monday of the present month. If it shall appear, from th<* returns to be made to this assembly, that the plan of the convention has been approved by the people, a revi sion of some of our laws, for the purpose of rendering them conformable to the provisions of that instrument, may be deemed expedient. 'die measures which 1 have, on Inrmer occasions, recommended to the notice of the general assembly, have in my judg ment, lost none of, their- importance.■ If you entertain a similar opinion, and the other business of the session is suelj, as to afford leisure for the■ purpose,“they will doubtless receive your consideration. I am happy in being able to inform you; that I know of no other subjects of general con cern, which appear to require yuur atten tion. In this favored country, the only legiti mate objects of legislation, are the securi ty of equal rights and privileges, to every portion of our fellow citizen-; and these sibjivts can only be attained, by laws en forcing the observance of strict and im partial justice. In proportion to the im portance of those subjects, which may come under consideration, the obligations of sincerity, candour and mutual forbear ance will be increased. That our mutual consultations miy result in promoting the best interest* of our constituents, is the fervent wish uf my heart, Oliver Wolcott. General .heeiahly, October Scion, 1818. The report on taxation, submitted (o the legislature last spring by the committee on that subject, has been ordered to be printed for the use of the member^. We ’understand this subject will be taken up early next week. THE CONSTITUTION. The votes given in the several towns on the question of ratifying this instrument, were- canvassed las’t Thursday and on Fiiday morning, the committee reported to the assembly the following result, viz. that thete were ’ In favour of ratifying 13,918 ' ’ Against it 12,3b t • Majority 1,554 Ofcourae the constitution as reported by the convention of delegates has now been adopted by. the people, and from hence forth will be the supreme law -ot the state. -The returns from Burlington were not received in season to be counted.—That town gave a handsome majority in favor of the'Cbnstitutrun* which, il taken into the account, would swell the actual majority ■in the state, i.u favor of ratification, to noi far from sixteen hundred vote*. After the committee bail made tiieir report to the house, the result was welcomed bv a nation al salute pf 22 guns frniivfwo pieces of arti*iery on the public square, the Reven ue Cutter in the harbour, and 'a fi-jd piece’ stationed in Broadway. We can now,congratulate our fellow citi zens. throughout the state, on the happy result of the struggle which Connecticut has undergone in obtaining a constitution of civil government. At. the same time, we disdain to exult over the piisfortuncs or fidlies of a fallen enemy- We wisu the friends ot king Charles’ Charter nothing worse, than that they may become good subject* and quiet citizens under the new Constitution. They ought to remember, that the royal q'lartrr was not the prize lor which our fathers fought and bled ill the revolutionary contest,—nor is the charter, what was promised po.i^rity dar ing the trying times of that eventful pe riod. Those mud politicians who have in times past, kept op a petty, not.expensive warfare on the p.:,t of the state,, against the constituted authorities of the United .States, we trust will in future see the bil ly of again attempting to separate Connec ticut from the great republican family — Let us then hail the day, uti which our constitutinu was ratified,by the people, as the day on which Connecticut became in fact, what she has lie mi hi name heretofore, a member of the A Mi.RICAN UNION.
