to either of the two states, or to their citi
zens or subject*, shall be stranded, ship
wrecked, or have suftered any other dam
age on the coasts under the dominion of
either of the parties, all aid and assist
ance shall be given to the persons ship
wrecked, or warn may be in danger there
of, and passports shall be granted them to
return to their own couutry. The ships
and merchandise wrecked' nr the pro
ceeds thereof, if the eft'ccts be sold, being
claimed in a year ami a day, by the own
ers, or their attorney, shall be restored on
paying tlie same costs of salvage, conform
ably tti the laws and usage* of tlie two
nations, which the citizens or subject* of
tin; country would pay in the same cir-
rumstanres. Tile respective governments
shall watch over the companies which are
