Mr Johnson, of Virginia opposed the resolu

5. That no by-law of the corporation
shall exclude the directors appointed by
the government from a full knowledge of

director shall be necessary to allow any
discount, and to render vuiid every act ut
the board oi directors.
6. That the provision in th^second fun
damental article, prohibiting any director

7. No discount shall, ;n any case, be
made by the bank at Philadelphia, or by

stitution to promote; as to prevent an improvi
dent use of its funds, iu the payment of teachers
without an adequate number of scholars to em
ploy them.
