The garrison of ihc fort ol St. Juan tic
TJlIoa, made an attack on the city of Vera
Cruz, on the niqltt or Oct. 28th, but were
repulsed with the loss of upwards of 200
m killed, wounded and prisoners. Cicn
Davila, the former commandant of St. Ju
an de Ulloa, had resigned previously to
this battle; and the castle, which was not
expected to hold out long, was at the last
dales under the (command of an officer of
the name of Lemur. A Te Drum was
-sung at Alvarado on the 29lh ult. on ac
count ol the success of his Imperial Majes

From the National Gazette,
The Uucnos Ayres Argos, of the 3d Au
gust, contains a singular Note of the A
gent of the United Statet, Mr, John, M.
Forbes, to the Minister of Foreign Affairs
of Buenos Ayres. After a preamble about
bis twenty years of public service and tbe
approbation which his conduct had invaria
bly received from his government and coun
try, he relates that nissecretary, Mr, Duf-
fy, proceeding towards the public walk,
entered a public storehouse, where he
found a group of persons, and a Mr. Robert
W. Beasley, ol the number.
“On the entrance of Mr. Duffy,*’ says
the Agent, “the conversation was suspen
ded for a moment, but soon resumed ; ami
the said Bcazlcy allowed himself to speak
of me and my conduct, in terms full ol op-
probrium, qualifying me as a rogue (pica-
/o) and declaring that my conduct ought
to he and would be, soon, exposed to the
world as that of a rogue. Mr Duffy asked
Mr. lk-uzley if he knew that he (Mr. D )
was in my employ; to which Mr B. repli
*d in the most vulgar torms of contempt,
und continued his strain of insolent abuse,
until it betaine insupportable Mr. Duffy

Mr. Forbes then .idJs that all these cT-
cumstalices constitute a most outrageous
pi rwnal insult against himself, which h
communicates to the Minister, not doubt
ing. “from his known experience in public
aff rs,” that tie would apply the means
ad.i.itud to the case in all its aspects.
The Minister answered Mr F irbes a
few lays after, stating that tho Chief of tin

Mortality at JVetv Orleans.—A letter
from New Orleans, of the 2d ult- states that
the number of deaths in that city from Sep.
tember up to that date amounted to three
thousand. The, mortality still continued,

Beale about the middle of Oct. through
the negligence of the officer on the Watch.
There was considerable money on board to
pay the troops at St Domingo.

Major Laval has been elected Secretary of
State by th<* South Carolina Legislature.
The delegates of Stockholders of the Bank of
the United States have nominated Nicholas Biddle,
to fill the office of President, Vice Mr. Cheves re-
signed.
The mournful intelligence which we have re
ceived from several of our vessels within the last
six months, is almost enough to frighten ouroffi
cers from the service. Never since our navy has
been established, baa there been any thing like
the mortality which has lately pervaded them.
I'he sad news seems to reach us in regular suc-
cesaion—almost every letter from the West India
station contains an account of the death of some
of our valuable officers and seamen The malig
nity of the West India climate seems to Increase
every year-—bye and bye we fear it will become
so fatal that a v oyage to any of the ports unless at
certain seasons, will be considered the height of
temerity. Our government should turn their
attention to this important subject.

Charleston. Uapt. Head has politely furnished us
with the Charleston Courier and Mercury of yes
terday morning, which contain New York dates to
the 30th ult.

brings papers to the Vitli of October from Liver
pool, and from London to the 22<1. There ap
pears to be nothing of moment in them.
The Greek contest appears to decline The
Sulioteo have capitulated, and the British guar
antee them an asylum at Asso, near Ccphalnuia.
Advices from Constantinople, to Sept 10, still
leave it doubtful whether the Turks have tri
umphed in the Mores. The Persian war goes on.
Intelligence ftom Madrid is to October 10 —
Hie Cor.es proposed to call on the Ministers for
the causes which had placed Spain in her present
ituation.
The French papers mention a great victory ob
tained in Spain on the oil and 4th of October, by
the Ultra Royalists, under Baron d’Rrolles, over
the Cuus'itutioiialists, commanJe.l by Mina and
.Morillon.

We regret to learn by a letter from an officer
of the Cyane, dated 3d inst. that Lieut. Kokin, and
acting burgeon’s Male Pells, had died. Three sea
men had also died.
It was rumoured in Boston on the 27th ult. that
Governor Paris ol Maine, died at Portland on the
25th.
Accounts from Curacoa have been received at
New Y irk to the 9'.h ult. The U. S. ship Cyane
was then at Curacoa.
Gen. D-- Coudray Holstein, Messrs. Irvine and
Vogue, were yet in prison at tliat place.
Capt. Spence, ol the Cyane, had made an ap.
plication for the reliefof Mr. Irvine, as an Amer
ican citizen. The governor replied, that it was
his greatest wish tu cultivate the friendship ol
the U. States, but that Mr. Irvine could not be
considered a citizen of the United States, lie be
ing declared in every paper relative to the affair
as secretary of state of the island of Bouqu", his
signature being attached to every one as such. It
was nut known what further measures captain
Spence would pursue, but it was believed lie
would not persist in his demands.
A ffuirsof Ike Main,—Advices from Maracaibo
state that Morales had a fleet ol fourteen armed
vessels on the Lagoon, with which he was medi
tating an attack on some part of the exterior coas .
He had sent an order for the frigate Ligera, and
Spanish brig of war Hercules to join him without
the least de ay. A garrison of eight hundred men
would be left at Mar .caiho.
