From Vera Crux papers received by the
Fsme, we perceive that among those ar
rested at Mexico, about the middle of June,
for a conspiracy to overthrow the actual
government, were eleven offiern.
The province of Guctamsla, had dieted
Deputies for their own Congress, and sen-
ral other provinces wanted to follow their
example, and to establish jn this manner a
federal government: this was also the plan
of General Santana, who had opposed the
existing government. On the 26.h ol
June, he had a fight with General Armijo,
one league from San Luis Potosi but the
result was not yet known.

It would teem by the late accounts from
Cadiz, that France bis a naval force off that

the Cortes, in ease they flifl too hardly
pushed by the French force off the land,
from carrying off the king by water, sod* in
tho event of a seige, to shut out all supplies
of provisions, and other necessaries for a

Whether there his been ■ formal procla
mation of blockade we hare not heard. Bit
if there his been, we should doubt whether
the British would pay much attention to
such a measure, it is understood that
Great Britain, by some recent commercial
arrangement with Spain, bat the privilege,
and we believe the exclusive privilege, oi
supplying the latter with provisions, tec.'
Great Britain professes strict neutrality bet
twren France and Spain In their present-
'Controversy. But it it hardly to be expect
BH .that she will peaceably relinquish so
important a privilege as her arrangements
with Spahuccorc to her, particularly at thia
moment, when it is probable they must be
very profitable. Having the mean* uf for-
cinq a passage into-Cadiz at any time when
she may think ’primer, it would not be
strange ifsbeshouldaMiMieraeir of those
means—in the first place dcftjt the right of
blockade under ibo circumstance*,and then
push her stay into the harbor.' Ittjfeed, it
”■ very questionable whether this cap be
considered as a bhickade in sny proper
seme of the word. The government ol .
’France are avonediy not at war with Spain,
or the King or Spain. They have only
marched a body of Hoops into the couutry
in the character of friends and neighbours,
to tree the king from thraldom, anil the
kingdom from insurrection. Tjtcy ptofess
to lw brothers of the Spaniard* protector*
of their freedom, and guardians of their
safety. So for from being in a state o.t war
with the nation, they hpte established a tern-
porary government over it, which they are
supporting in the exercise of Us power, ami
with which they are maintaining tha .rela
tions of peace and amity. indeed, at ilcci
sive evidence that the nationt are not at
war, France it ia understood has a repre
sentative at (he court of the Regency, and
the Regency a representative et theLXouri
of France. Now huw can France d«cUrc
ar.y portion of the letritory of her friend
and ally in estate of blockade ? Especially
against a friendly power, which also main
taint with Spain and France the relations of
peace and friendship! Wc conceive it to
to impossible; and therefore we' take it for
granted that if Great Britain b desirous to
send hermerchaut vessels to Cadiz,to trade
with her friend and utighbour, she will do
it in defiance of any naval force that France
may keep off the port of Cadiz. If then the
