(oral bad nothing lo do in fixing the force of the

was done lie waa in France. On his return he
was made Secretary at War. It is certain tha
while in that office, he did nothing to ihew'thal
he wished its .reduction. On ths election of Mr
Monroe, he waa appointed to the office he now
fills. I know of no act ot his from which it can
be inferred, that contrary tn the wiihe* of Mr.
Monroe, be wa favorable to its reduction. Even
•when the deficiency occurred in the Treasury in
1820 end 1831,1 cannot learn that be contended
for it. It may be poaatbfo that he did; and l con
fess I aball think none the less of him for such a
policy. But it is certainlyincumbent upon those
who charge it upon bim aa evidence of opposi-
tion to Mr. Monroe, to prove that he did. Why
should ho wish to impair the peupleV confidence
in Hr. Monroe I What good could it do him ?
If he waa even wicked enough to wish to super
cede hiiafa his office, he'had good sense enough
to know that he count not.
Another mcaiure of policy connected with tbe
Anouier racuure or policy connected with tbe
militny peace esUMuhmeiil, with e view to the
defence of the nation, was the erection of fortifi
cations at its most exposed point* No one who
hat read the public newspaper* but will have
■eeethat the opponents or Mr. Crawford, have
unhremlty diffused the idea that he ia utterly op
posed to this policy. It would aecm that to him
alette, iato be attributed the refosat of eongfess
to appropriate all tha money asked et (heir hands
for tins purpose.
