To the Editor of the City Gazette.
Sin—Within a few days an opportunity
has been afforded me of perusing the state
ment of Capt. Charles C. Hopncr,. com
nianding the Colombian armed sdhr. La
Centilla, as published in the Charleston
Courier of ihe 2d ult. In that statement
Capt. Hopncr; professes to feci indignant
certain reports circulated in some of the
Ui,S’, dailyjpapers, respecting his conduct
on this coast, and openly denounces thent
is raise. It would have been well for Capt
Hopncr, had be remained silent. The
misrepresentations coutainrd in Ins letter,
the unprovoked reflections he is disposed
to east upon honorable and correct officers,
demand, that • full disclosure should be
made of his adventures in this Vicinity, and
that he himself should be held up to that
public indignation, to which bis unworthy
actions so eminently entitle him. That the
neutrality of the U. States, in respect tu
the contest between the kingdom ofSpain
and the Republic of Colombia, has been
violated by Cant. Ilopner: that his prizes
-hare been canted into the waters of Ihe U
Slates, there, without condemnation, sold
to the wreckers, and by them designedly
wrecked; that part of ihe cargoes of these
vessels thus sold and thus wrecked, have
been introduced into the ports of St. Ma
ry’s, Charleston and Norfolk; and that one
or more of these prizes were captured un
der the American flag; admits of the clear
est and most direct evidence.- An exami
nation of the letter of this Commander, will
lead us to a knowledge of the truth; w|reh
his hardihood in denying stubborn facts will
be made evident, and add additional renown
to his present enviable greatneee. He

consequence of several Spanish vessels,
which bad been captured by ihe Colombi

purposely wrecked on Key Vacas, and their
eat goes shipped to Charlpstotrfird Norfolk,
Capt Porter had, in order to prevent such
proceedings in future, taken possession of

of these vessels had been seised and landed

Sir—In compliance with your orders of
the 18th ins;. I proceeded with this vessel
uiutouny command, for Key Vacas, to in
vestigate tiny illegal proceedings that might
-have occurred at that place; and have the
'honour to report,thauon my arrival'!' as
certained tiiat twoSpenithi vessels, prizes
to the'-ColombUn schr. Centella, Captain
Hopncr, had visited that harbour. One ol
these, the poiacre brig Bella D"lorV«r, (the
late commander of which vessel wav with
me) had arrived at Key Vacas on the Olh
of jttbe, 1323, under the charge of. Lieut-
John Bartlett, of the Colombian vessel Cen
tcjla, and sailed early in the morning of jbe
nh, and was wrecked the same day on a
rfief near Lqgg Key. On the 9th, ljie
sloop Ocean, Captain Johnson, of Norfolk,
Va. and schr-Msry M'Koy^Capt. Richard
son, of Savannah, Geo. went to the auistancu
uf the wreck, at which titqe hci masts were
cut away. That part of tife cargo which
saved, the Columbian prize master sold
to the within named Cap;— Johnson and
Richardson, and it was carried by them in
to the harbour of-Key Vacaa, where they
remained about 48 hours. In payment ior
the par. oi theeargo-thus saved, the-Colbm
Irian prize-master demanded tire notes of
Captains Johnson and Richardson with se
curity, which was given by Joshua Apple
by, a citizen of the United States, resident
nt Key Vacas, and engaged io wrecking,
who was to rcreife one'-third part of tbc'
proceeds of the sale of ll;e- above cargo,
which was shipped for a port in the (Jniled
State. On examination, f found that the
within named Colombian prize-matter
.had detained two seamen, late ot the Span
ish brig Bella i Dolores, as prisoners of war.
These I immediately released, and sent on
board my vessel. I also found in iris pos
session, several articles belonging to the
Lite commander of the said vessel, whirl, I
placed undercharge of a Marine Guard,
until htnher orders from you. I also ascer
lainrd that a Spanish-schr.' a.prize to the
same Colombian vessel, bad been wrecked
early in May last on the Bay of Honda Keys,
and wss purchased hy the within named
Appleby. Par;ol the cargo he shipped to,
the U. Stales for sale, and- part Of it is now
on board the schr. Comet, Capt. Paint, de-
tat-’Cd by your ordef at this place. The
boat of the Bella Dolores, and some othyr
articles or tlie same vessel, was given lo
the abovenamed Paint, by the Colombian
pv'ize-mnMsr, for his services to him.—
From all the circumstances connected with
the above transactions. I deemed it necesfa-
ry to leave a U. S. officer in charge of s
guard, to prevent any future abuses prac
lived against the laws oi tire United States,
or your orders.

acquainted with its character.
Key Vacas, June 25,' 1823.
The Spanisli polacre-brig Bella Dolores,
prize tc the Colombian scliooncr Centilla,
capt, Hopner, arrived at this place on the
6th day of June, 1823, or thereabouts, under
charge of Lt. John Bartlett, and sailed early
in the mttrnjngof the 7th of the same month,
Snd was wrecked in the evening of the same
day on a reef near Long Key. Oi> the 9th
of the said Jnne the sloop Ocean, capt. John
son, ot Norioik, Va, and schooner Mary
M'Koyt Captain Richardson, of Savannah,
Geo. came to the wreck, and offered their
assistance. At the time of their arrival-the
masts of the brig had been cut away ; they
having made several efforts to approach the
wreck prior to this, but were prevenled by
the boisterous state of the weather. That
part of tho cargo, which waa saved, was
sold to the Captains of the above named
vessels, by thq prize-master, Lt. John Bart
lett, and brought by them in thoir vessels to
this harbour,where they remained about 48
hours. In payment lor the part of the car
go thus sold, the prize-master, Lt. John
Barlfeu, demanded the notes 'of the Cap
tains, Johnson and Richardson,with proper
security, which security I became, on their
agreeing to give me ono third part of the
proceeds, .when by them sold. They have
now sailed for some port ill the U. States.
On leaving of the wreck of the brig, I des
patched the schr Comet, Capt Paint, to tlie
assistance of the officers and crew, whom
with tlreir baggage, he brought So this
place. TMs occurred eight days after the
wrecking of .the brig. The boat of the
prize brig, with some lew articles, were
presented by Lt. John Harriett to Captain
Paint, in consideration of bis services .and
