Until those who affect to despite Radicatitm
,s much, because of. the dangerous tendency of
the principles covered under its name, shill
choose to eaBxhten us upon the subject, I ctull
propose "erdeavoring to prose that the poBey
pursued io 1830 and 1831, by a ct ruin portion of
Congress, and w hich has been branded with that
odious name,is in f*ct the identical policy recom
mended by Mr Jefferson, and pursued by the Re
publican! at the commencement or bis suministra
tion. How Rr Mr. Crawford may have been fa-
vonble to a similar policy, more than any other
member* of Mr. Monroe's cabinet, or than Mr.
Monroe himself, duet not appear except from the
unsupported declaration of hu.enemies.' The
only thing which has fallen -under my observation
that cad needled proof of Ms opinion-, I,, that
thoce who have contracted fi>r the re adoption o!
such a policy, ore raid to be Iriendlyto his elec
tion. I am impressed with the belief that this
is true in part only. Many could be pointed out
amung bis known supporter* who opposed the
re-establishment of that policy i and at mxnyo.
then who bring friendly to it, are hf« enemies—
It would be indecoroas, if not otherwise impro-
pa, to paint them out personalty. Let us nther
turn to tbe subject itself and enqolre wherein the
npropricty of the poliey consuls.
The following statement will not be denied—
The sebr Industry, Uufrie, of Baltimore,
on her passage from $t. Jago, Cuba, fo-
Bordeaux, was boarded, off Cape-Nichols
Mole, during a calm, by a piratical achr
manned wilh blacks, which robbed her of
specie amounting to 2933, part of which
was freight money, and the capuin'sproper-
ty, all the clothing onboard, muskets, pis
tols, spy glass, fowl* from the hencoop, and
small boU.D'iringthe plunder they tied the
captain and male, and lashed them to the
schrouds, threatening to shoot them if they
did not discover wberothe money was; they
then took the long boat out, and menaced
them ot giving it to the people, and destroy
the vessel with them, the two chiefs on
board. Thev said that a few days before
they killed 3 men, and discovering the
money, they fired a ball at the Steward's
head, which luckily, missed him—all this
time they had on board the sloop two of the
schr's men as hostages—after they had
found the money, they hung tbe male by the
neck 3 times .ff the deck, and left him
almost dead.—A. V Mer. Jhlv.
Among other particular circumstances which
greatly contribute-l to render Mr. Adimi’ admin
utratina unpopular,, was Rt great expence. Thu
increased expence resulted principally from the
increase of the .2r my and-Vary, first nnder the
orefcxtofan expected war wilh France, and se
condly, (when all grounds for the pretext was e-
vaporatedby the unequivocal friendly diapwiton
manifested by that Republic) under the allrgeil
necessity of "preparing for war in time of price”
and sustaining tbe national character by the ret.
pectabitity ot its Army andNavr, as a means bath
of attack and defence. The true aid republican
party from the tune of the adoption of the Feder
al constitution to the present day, have ever ob
jected to "an army in time of peace,” as being
'■dangerous to liberty,” and unneceaurily expen
sive in its maintenance. If I am not mistaken, a
majority of the states ingrafied this and many
otherfundamental principal in their aevent acta of
ratification oi that instrument 1 do nt.t now pro
pose fo argue whether they were right or wrong.
There must be a time in all Republics when these
great principles must be considered as settled
upon bases immoveable, but by the flood of cor
ruption.—On such a Inundation, I conceive the
Republicans then, tad yet, consider tbe principle
I have just stated, to be planted—l merely atate
facts with which aery man of forty years of age
must be as familiar a I am. The support of Mr.
Adams’ Army and Navy, led to two consequences
deprecated by the Republicans, fiom tbe time of
Mr. Hamilton’* famous funding system, to the pre
sent period—I mean the iitcmus of the national
debt, and the impentUnffintemal taxer fir Feder
al furpeea. In the first in to be found the root of
anstocratical principles in this country, and in the
second, the eppreeeitn efthe people for the supjwrt

publicans in 1799 and 1800, and it ia in vain now
to urge that their opinions were chimerical By
their efforts they averted the effects evidently
following from these measures by appealing to
tbe undemanding of the people, A failure in
these efforts might hare afforded more conclusive
proof of the correctness of their opinions, but thq
proof would have been a lamentable one—If they
were right then, the principles for which they
contended are equally salutary nowt for pi fnet-
pice are unchangeable. In short he who now dsa>

Nothing la more certain than that the majority
of the people of this countiy eonenrred with the
iblicans in 1601—Mr. Adams srasdriren from

hint. He found th« national debt gratly increas
