Congress was driven to the adoption of one of
two alternatives.
1st. They must retain the then existing estaKUh-

these establishments to a point at which their ex
pences would approach neater the calculated

If they chose the first, the consequences were
evident An immediate loan of g 5,000,000, for
present exigences was unavoidable This would
lave been followed by another and another loan,
or by the adopt ion of a system of internattaxatun
fot the expences of 182J and 4. Nor was it pro
bable that there measures of loans and taxes, or
Both, would stop here. In.1825, as before stated
the war debt commences filfing due.- Now I

daction, loans or taxes, the revenue would have
been sufficient in that year, for the payment both

the debt paid, so long re Government would pay
them interest. This may be true. But I under
stand it to be an axiom among Republicans to pay
the public debt as fast re you can, without ennan
gering the safety of tbe nation; and therefore
not to have made provision for its payment would,
under tbe circumstances, have been a departure
from Republican principles It is submitted to
reflecting men t-> determine, then, whether the
adoption of thisiltematire would not hare been
followed either by the imporition and probable
perpetuation of internal taxea, or the immediate
inert ape and probable perpetuation of the public
debt. Both of there consequences were abhor
rent to Republicans in 1801, and I cannot con
ceive there it any such difference in the situs-
tinnof the-country then, and now, as to make
'hem more palatable at present.
if Congress adopted the second alternative
mentioned, to wit, the reduction of the expensive
establishment to a point approaching the estimat
ed receipts into the Treasuiy for several years to
come, from th« then authorised sources of reve
nue, the anticipated consequences were equally
evident It wre plain that the amount of the sum
to be borrowed Would not be so great for pteaent
exigencies. In 1833 and 4 it was probable that
the receipt! into |he Treasury would be sufficient,
and perhlps somewhat mom than sufficient for
the manual curreqt expences of those years. This
probability was greater in consequence of the
fact, that during those years, but a small.portion
of the funded debt wre payable, and hence the
amount required for the linking fund would be
little more than what would be sufficient to dis-
charge the Interest of the public debt, especially
as the stock commanded in market a much higher
price than that at which the commissioner! of the
sinking fund were authorised by law to purchase
it It Was further anticipated that in 1833, the
rceeipta would probably be amply sufficient to
the payment of the current annual expences, (up.
on tbe plan of their reduction) and to preserve
the whole amount of the sinking fund, to be ap.
pqed re well to tbe payment of the interest, aaof
a considerable amount of-the principal of the debt
to fall doe in. that year. If these anticipations
should be Verified, another consequence of * na
ture extremely gratifying to men professing the
Republicanism of 1801, would certain!) follow
