In the Civil List, (so called.) but little could be
effected. The etpences of thia list are comp'is-

from theae, a alight living might he m de, yet
wfyen compared wiih the lrecency rf./cif, It wonld
bebut as “a drop in the bucket.” When millions
were wanting, a airing of one or two hundred
thousand dollars could do but little good There
were but two other departments in which the re-
durians could be made to any desirable extent,
and theie were the army and nayy departments i
for by these (with the exceptions of the amount
necesaarv for the payment of the interest, and a
few hundred thousand dollars of the principle, of
the public debt) were the annual receipts into
the treasury observed.
The efforts to reduce the exrenceaof the navy-

lustre the people or their representatives would
not suffer to be clouded. Vet evenin thia dep .r:

a considerable annual saving crukt be made ir its

At the close of the war, an act of Congress was
pissed for the gradual increase of the navy, by an
annual appropriation of x million of dollars to be
exclusively applied to that obiect. Neither Ihr
state of our foreign sffs ra, or the good of the ser

ing the public money cannot be conceived. It
was at once a violation of the rule for "tpr.cific tip.

the examination of the subject it was found that
these appropriations had been made, net in confor
