We have been made acquainted with
some interesting facts, which tlnow ligh
upon the late proceedings at Cadiz and the
Trocadero. The dale of these fact, is
by several days earlier lhan the capture ul
Cadiz t but they serve to abate our astonish
ment at that unfortunate event. It seems
that even the treachery of those generals
who had been intrusted with important
commands, has not been so ruinous to the
cause of liberty, as tbe want ol in.rgy and
talent in those tvlto were unquestionably
faithful. The inhabitants of Cadiz, the
-iiHitia, and the troops <.f the line, were all
well disposed to the constitution : ail brave,
and perfectly ready to defend it tu the death
but the want of sagacity, the negligence,
and even apathy of tltelr leaders, precluded
all chance of success. As an illustration at
once of-lhc courage and negilgcnce of the
Spaniards, we will relate what passed before
and at the taking of the Trocadero. Our
account comes from an cyc-wiliicss. Tiro
days before the surprise of the fort, it was
observed that the French wero rapidly cros
sing the canal in two columns, each nearly
two thousand strong. The Spaniards be
trayed, no kind of alarm, hut put themselves
in readiness to meet the -attack. Some
English odicers who were there advised

implicitly followed this advice : they waited
till the French ascended the crest of the
glacis : they then poured u, on them a lire
of grape and musketry, tvliica made them
give way: and then, assisted by their
English Trends, they dashed into the canal
alter them, and repulsed llic two columns
with tiie bayonet, wading up to their necks
in water. It migiit he supposed, that w,th

them, tty this principle they were be ter enabled

On the night, or ralhei morning, of its
capture, about hall past two a loud .shriek
ing was heard in the streets of Cad z, and
women with children in their arms were
running about, exclaiming, “that the; were
s-ild, beu-aved!" that “ihe French were at
the galea." This vxiraoi dinar; alarm a
rose from the circumstance of several boats
being seen to approach the Ida, close to
Funtalca, while by the light ol the fire from
the batteries and some guri brigs, soldiers
were seen disembarking in great numbcis.
A cry was at the same lime heard that the
Trocadero was taken. An immense mob
immediately collected, and beset. the gov
ernment house, where the prime minister
Calatrava, and ills colleague Maozanares,
were in deliberation. The ministers soon
appeared al the window, and a spokesman
was appointed by the mob, who all remain
ed perfectly silent while he elated the ob
ject of ihcir assembling. He said, they did
not come to disturb or frighten the minis
tera: they came solely for justice; they
h»d hesrd that the Trocadero wa* taken:
they wanted to know whether its capture
was owing to treachery, cowardice, or .neg
lect. If it was owing to any of these caus
es, they demanded the puniahment of the
offenders The minuter Calatrava answer-
ed,that all be knew at prcaeotwaithe fact,
which they all knew front report, that tbe
Trocadero was taken; but the cause of that
deplorable catastrophe be did not know.
He would, however, immediately institute
no inquiry among the aoldien who were
possession of ihe fortress.
When (ho mob met the next day before
Cahirava's house, he told them this story,
adding that the lieutenant, through whose
negligence this fatal event had happened,
had been killed by the first shot: the mob
then quietly dispersed- Besides the good
disposition of the inhabitants of Cadiz, ot
the militia or .Madrid, which were staunch
to a man, and of the regular troops who
had given no ground for suspicion, there
were olhercircumslances which to outward
appearance gave hope that Cadiz would
hold out, at least for a month or two. The
town was amply supplied with provisions;
before the taking of Santi Petii, the pas
s ge from Gibraltar to Cadiz was perform
id with such ease, and with so little risk,
that the rate of insurance seldom exceeded
2J and never 3 per cent. 4 Even after the
taking ol Santi Petri, owing pattly to a
change in the winds, and Chiefly to i^p ex
tremely bad seamanship ol the Frent
sels could go in and ou^of the harboB "f
Cadiz with scarcely any risk. And yet
with all these advantages Cadiz has fallen
without a blow! To wliat is this to be as
cribed? To no want of courage, as we
have shown, in the people; tu no want of
courage or of honesty in their government;
for braver and honcsler men tiian Calatra
va, Valdez, and Alava, do not exist; but to
utter ignorance of all necessary details of
business, to sluggishness of charactci,lo
want of forecast, and, what will appear iu
credible, but was tbe consequence uf the
foregoing defects, Ihcir absolute waal of
information as to the events daily happen
ing In every part of Spain. Add to this,
they were lor the most part the dupes ol
Ferdinand’s affected protestations of liberal
ism, or, if they suspected him, were afraid
to act upon their suspic O is.
Ferdinand, who is by no means the dolt
thst hr lias been supposed in this country
to be, was all along playing a deep, cunning
game. After his arrival in Cadiz, he pre
tended to have changed Ids opinions on the
subject of the constitution: he professed
the greatest disliko to the conduct of the
French, and aflcctcd to fear that the duke
d’AngouIemo wanted to be king of Spain.
The ministers were weak enough to be the
dupes of this artifice, though lic'was every
day doing what ought to have excited their
suspicions. He never went out, but walk
ed for several hours every day on the ter
race at the lop of the palace, where he had
erected a tower from which he was con
staidly looking out with a telescope. A-
mong his amusements, he daily let fly a
number uf paper kites of various colours.
Those who were best acquainted with his
character suggested tlmt this was not done
for amusement, but by way of signal to the
enemy. One day a circumstance happen
ed that seemed to cany conviction on this
point. Five batteries had, on the previ
ous evening, been elected: two to the left,
and three to the right of the palace. Fer
dinand was seen the next morning to let fly
live kites: iwo to the left and three to the
i iglit. The circumstance was mentioned
[o the ministers: they said they could no:
inierlerc wiili the king’s amusement: and
it was not till Bflcr a long remonstrance
they consented, by way of disconcerting
the supposed plan of the king, to let fly
from the adjoining house kite after kite,
whenever his majesty was amusing himself
with, that extraordinary pastime. The day
after this was done, lie desisted from that
■nude of amusement, or of communication.
