fectly tranquil The Governor Donnay, recently
appointed by the King, in the discharge ofhi»
functions, had proceeded with so .much cruelty
against certain Constitutionalists, that the French
commandant questioned him ss to his authority.
The Governor took it in high dudgeon, words eh
sued, and the result war, that just before the Gen.
Brown sailed, the Frencn commandant not only
arrested him, but by foree of arms sent hint across
die: Bay. -The King had left Seville, but bad not
proceeded towards Madrid. The Constitutional,
ists wen still io. arms in Catalonia, but no farther

Mr Benton gave notice that he should,
to-morrow, ask leave to introduce a'jplof
resolution, proposing an amendment ot rite
Constitution of the United States, ao as to
provide that the election of President and
Vice President shall be made.immedislely
by the People, without the intervention of
Electors. .
The resolutions offered yesterday,Iby Mr
Brown, of Ohio, providing for the appoint
ment ol a Committee on Roads find Canals,
and by Mr. Johnson, of Ky. for a commit
tee to inquire Into the expediency of abnl
tilling imprisonment for debt, were again
severally read, and passed.
On motion of Mr. Holmes, of Maine, the
Senate then proceeded to the election of
Chaplain, and the Rev. Dr. Stoughton was
declared to be elected-Cha plain of the Sen
ate, for tho present session. '
The Senate then adjourned to 12 o’clock
to-morrow.

Mr. M'Lane, of Del., presented to the
consideration of the House the following

House all such parts of the correspondence
with the government of Spain, touching the
Florida treaty, to the period of ita filial ra
