mst. contains the proclamation ofGoveriior
Vives to the inhabitants of Cuba, on receiv
ing the official intelligence of the restora
tion of Ferdinand to hi. absolute authority,
and of the destruction ofthe Constitutional
system of government in Spam. This in
teliiger.ee was brought to Havana by the
French friga’e Etirydice, in 42 day! from
Cadiz via Martinique. G vernor Vives
has embodied in his proclamation the two
decrees of Ferdinand : <we dated at Jarrz
de la Frontera, on the S-l uf Oct. shewing
generally his sentiments on his restoration,
and the principles which are In regulate-
hi; conduct in foreign and domestic policy;
' he other of the 20th Oct dated at the Roy
«l Palace of Seville, addressed particularly
to the Captain General of the Tsland of Cu
ha, and directing bi n, with all the forces
under his command, to comply with ' bit
royal determination, expressed in the dc
t ree of Jerrz uf. la Fronteha. After
the insertipn uf these official, documents,
the. Governor continnts at considerable
length, to comment on their contents, amt
to inspire the inhabitants of Cuba under
bmeumwiiaotb with the same loyal senti
ments which are entertained by him, and
also to cresto in them the same dislike to
the Constitutional system of government,
now no more. He calls the principles of
the rcvolotion extravagant and impractica
ble, and condemns all the leaders as absurd
and visionary men, having adopted the dog
mas ofthe new political sect, only to grati
fy their own ambition. The Governor al
so issues, an order to the soldiers in the
garrison, and addresses the battalions ol the
city on the same subject. A day was also
appointed (or the celebration of n solemn
Tc Deura in the Cathedtal, which the Ga-
cetaatya was celebrated with great pomp
and ceremony by all the authorities in Ha
vaoa. A salute from the artillery waa fired
at the commencement of Mass, another at
the elevation of the Host, tnd a third at
the conclusion of 'these religious ceremo
nies, At sup rise, mid day and night, sa,
lutes were also fired, hy the forces in the
garrison, the Ruyal Marine, and Hu Chris
tian Majesty's frigate ot war F.urydice.
The houses were decorated and brilliantly
illuminated, on the occasion.
The following communication, from I
Spaniard .who docs not appear well pleased
with the new order ni things at .Havana,
was received by tbeabove arrival. Private
letters which wc have seen by the same
vessel, give different accounts of the (nan
nerin which the Proclamation ofthe King
was received by the inhabitants of that city.
The news from Malaga, given in a Post-
setipt, cannot, probably, bo relied upon.
