Whereas great injury may arise to the naviga
tion of this river, from the frequent practice of
removing quantities of sand from the top of the
Bluff, and in order to prevent the working down
of quantities of sand into the l iver, thereby injur
ing tbe wharves
Be it therefore ordained by the Mayor and Al
dermen in council assembled, and il.is hereby or
dained by the authority of die same, that i< shall
