1 Slh ihst. the bill to abolish imprisonment
V debt was tuken up in committee of thfc
whole, arid after some ddbate, the Further
consideration of it was postponed to Mon
day the 16th; The bill to authorise the
laying out of a military rad, From Fort St.
Philip, on the river Mississippi, to the
English Turn, for the defence of New Or
leans, was then taken up, and passed to be
engrossed fur a third reading. The bill
extending the term of pensions, granted to
persons disabled, and to the widows and
orphans of those who hove been slain, or
who have died ih consequence 6f wounds
received, while on board the private armed
ships of the United States, during the late
war 4 was also taken up and passed to a
third reading.
The House of Representatives was occu
pied the. principal part of the day, oh the
Tariff Bill; the question pending, from the
day previous, was, on the motion to amend
it, by striking out the words following, viz:
—*‘On all foreign distilled spirits, fifteen
per centum upon the dutits now imposed
by law, and in addition thereto.’*
The disappointed oflicc-sbekers, in Penn*
aylvania, tmvc been hanging and burning
the new Governor of that State in effigy.—
They have, in* this, furnished indubitable
proof of ihe discernment.«>l the Governor
in rejecting their pretensions. An Execu
tive. Officer need desire no better proof of
the wisdom of his appointments, than such
ridiculous antics as these on the part of
the disappointed. th.

day of the immortal chief, who was first in
the hearts or the most Tree and happy people
on earth. If there ever was d man defcr to

veys also to the mind the most poignant,

tory, not even his enemies have found a de

Town Clock — Jehiul Clark, an ingenious
mechanic of Cazenovia, Madison county,
exhibited in this place, the week past, a
model of hla improved Town Clock. The
expense of these clocks varies from two to
five hundred dollars. They are simple in
their construction, and have been fully prov
ed to be accurate time keepers. Iu addi-
ti in to giving^ the hour of the day, they ring
the bell at nine o’clock in the morning, at
noon, and at nine in the evening. On the
Sabbath they ring twice for meeting, in the
morning, and also in the afternoon, at such
hours as shall be required ; and toil for the
Minister until he enters the pulpit and
touches a spring. These clocks can be so
put up, as in np ; way to interfere with the
ringing oi the bell for fire or any other ex
tra occasion. Mr-Clark has applied to the
Patent Office, for Letters Patent for his
improvement The Patentee is said to be
poor, but a very wortfiy man, and deserv
ing public patronage.

of yesterday morning by the arrival of the packet
sloop Express, Capt. Hammett. . The ship Ceres,
arrived there on Thursday from Havre bringing
accounts to the 5th of Jart. but we observe noth,
ing in the extracts worthy of notice, except the
state of the markets.
A sale of 200 bags Upland Cotton from N. York
had been made as low as 26| sous; the consump
tion of Cotton in France the last year had been less
than thtf preceding one—attributed to the Span
ish war, the cold season, Ac. The beginning ol
the new year, however, found the manufactories
in fiill operation—the demand for Cotton steady,
and the stock on hand, particularly of the lower
qualities, not large. Rice waa of slow sale, al
though a small lot (16 bbls) of superior quality,
brought 43 francs, in bond
Commercial letters of the 4th say "The sales of
cotton are going on very well, but prices are not
on the rise, and we might even say that they ate
but hardly supported- Georgia and Carolina, or.
dinary to good fair, fetches from 25 a 27s $ good
to fine, 28 a 29; New-Orleans, ordinary to fine,
28$ a 32. Cotton's of the new crop, of which we
have very little at market, particularly in New

of the United States, for the term of four

next: and by a resolution of the meeting,
it was made our duty to ascertain whether
you are willing to set ve in the office desig
stated, if elected We therefore request
the favor of an answer as soon as convenient.

The tale Indian Outrage.—A letter
from Col. Arbucklc, commanding at Fort
Smith, on the Arkansas, states that the Os
ages made an attack on a party of Ameri
cans and half breed Q .aw paws, who were
bunting on Blue W uer. a branch of the
Red river and that five whites and one no
gro weru killed ; this attack Was made on
the 27 th of November, and Col. Arbuckle’s
letter is .Idled 5th December.
About eight weeks since, Col. Norton,
the celebrated British India!. Partizan, who
is well known on the Niagara fromier
passed through this place for the Arkansas,
under the pretence oi visiting his Indian re
latinos n that quarter ; he was dressed in a
military cuslume and accompanied by two
Indians.
