If the mere liberation of our uea oe the only atonement that lias been iin- “ *eil oll the Spaniards for capturing and se en -'steriiig our merchant vessels, and plundering, iinprisaniii’j, starving and butchering the crews, instead of being a hindrance it will operate as a powerful a id certain incentive to future ag gression. They will only have to seize ami confiscate our traders, pocket the proceeds, and, without even incurring the usual expense of maintaining the prisoners for any considerable period,make their peace with us,‘by giving our seamen up to the first American agent who may demand them, or by turning them adrift to pe- risii or shift lor themselves. It may by some be remarked, toat, as the Spanish marine is but trifling in the new world, the extent of the spo liations could never become considerable. This is unfounded. Tne allurement held out by such a system of outrage to needy profligates and abandoned adventurers of all nations would, in a short tune, cover the whole of the YVest-indian seas with swarms of picaroons, under the Spa nish flag. Orleans on the 18th June. The captain and passengers state, that the water had ebbed from the city, and the place was then healthy.— Charleston Times, loth iust. THE UNITED STATES’ BANK. The bocks of subscription to the bank of the United States were opened according to law, on the first instant, at various places directed in the act for incorpo rating the bank. From what we have heard, then can be no doubt but the required amount of capital will be Sub scribed, and that the bank will go into operation Within the time which the act prescribes. We feel much grati fied at the ascertainment of tins fact to our satisfaction, as we should suppose every class of-the community must feel at any prospect, howev er remote, of a remedv of the evils of the present diseased state of the paper cur rency. The present subjection of the mass of the mer chants and tradesmen to the impositions of money-bro kers and speculators, is as dt ktcrious to the integrity, : s it is oppressive to the industry of the community. SPECIE PAYMENTS. tVe are truly’ concerned to have the information, which we had previously received upon this subject, confirmed by the Enquirer of Saturday. The legislature will not be convened. The banks, we think, cannot, under ix- Is msr circumstances, resume specie payments on the loti; of November. To guard themselves against mischief, they must call in all their notes, that is, by compelling the payment of all their debts before that day’. Can this be done w’ithout infinite distress, anti perhaps ruin to in dividuals. Suppose the debtors of the bunks should re fuse payment, (and perhaps some: may from necessity) the situation of the banks will be critical indeed, as they cannot have the same summary process, as may he had against them. We would most earnestly invite the pub lic attention'to the state of tilings which will arise, if the legislatures are not convened; the inconvenience to which the members may be put, can be no object compared with the public misc fief. Already business moves heavily on, but this restriction will give it a final stroke. Let it not be supposed that w:e are advocates fc-r per mitting the banks to withhold specie payments, ad libitum —it is the juncture that excites alarm, and a few months delay, would, in all probability, avert the evil apprehended.—-.X'nrj'olk Ledger, 9th inst. Captain Putnam of the brig Alice, (arrived at Salem) informs, that they Were ofi'Cadiz tiiree patriot privateers from Buenos Ayres—they had captured Several Spanish essels; and hail boarded a number of Americans, who were treated with politeness. At Algiers they were perfectly tranquil. The princess of Wale s, senior, has purchased a beau tiful villa at Como, Italy, where she intends to reside, as soon as it is fitted to her taste. In April five hun dred men were employed on the palace and gardens, but those five hundred could be hired for what one hundred would clu.rge in England. The most celebrated pain ters were employed. On Saturday morning, at 2 o’clock, a fire broke out near front street, Brooklyn, in a two story building, oc cupied as a bakery, which burnt with great fury, threat ening destruction to many adjacent buildings. The ex- . rtions of the firemen of the place arrested its progress; „nd it was finally got under, having destroyed a small together with the bakery, and slightly injuring tue adjoining tenements. Vaccination is now all the rage in the empire of Haiti, ind thousands’ of lives will probably be saved by it in that hot climate. The ready (protection you have always afiorded us, the talent and ,eaT with which you have defended the rights of your fellow-citizens, do great credit to yourself and honor to the government you represent, and it ought to be a satisfaction to you to know thj^. you have no enemies among the friends of our country. These, sir, are the sentiments we entertain towards you, and your highly respectable family. Permit us to add that the author of this weak and infamous libel needs onlv to be known to receive his just reward, the execration of all good men. , We are, with great respect and esteem, your friends and fellow-citizens. The crew of the Romp, who were confined in this city, were yesterday escorted to the gaol at Fredericksburg.— Richmond Enquirer, 10th inst. The d 3v on which is celebrated our only national fes tival, was observed, as far as we can hear from other towns and villages, with rational enthusiasm in every part of the country. No nation has so few of these holidays as the United States. Reasoning from analogy, we might, therefore, calculate on an unregulated excess on that d:.v, were it not for the fortunate-circuit) stance, that in no nation are the people so sedate, so little given to riot and tumult, as in-this. So bounteously is 'labor rewarded among this people, that every American, how humble so ever be his walk in life, can and will make a holiday when he feels in the humof; &r<d is, therefore, less disposed to excess on the d.;v of general recreation. If, forthe mere rea son, the laboring class of our people (the most nume rous in every community) be less industrious than those of cider nation’s, they are less liable to excess on the only day which is, by general consent set apart for festivity and joy. Captain Coffin, arrived at Boston from Lisbon, spoke- June 20, lat. 39, Ion. 49, the Washington, 74 commodore Chauncey, 12 days from Annapolis for Naples, an wtd. The following is an extract of a letter from ’captain Henry Bowers, master of tin- brig Gleaner, of Middle!- town, (Con.) to the post muster in this city, dated Bermuda, June 22-J, 1816. ec .8m—On the 15th inst. on my passage from New Lon- .do n to this Island, in lut 22, 15, x. Ion 66, 20, w. 1 fell in with, the United States’ ship of the line WASHING TON, commodore Chauncey, from the Chesapeake, all well.” The United States’ schooner Fire Brand, lieutenant Cunningham, arrived at Cape Henry, (Hayti) on the 23d June, from New Orleans, with despatches from governor Cl-iborne, to effect the liberation of Mr. Duplcsses from prison.— Port of London, J\fuy 20 IMPORTANT TO MARINERS. The following communication reached us from Ostend respectinga new arrangement of the lights at that port:— “ A light has been for some time preparing in the Downs, to the east of that port, in a southeastern direction from that which already exists on the point of the Jettee, and is to be in use from the 1st of June. These lights, by bring- ing both into One, are meant to point out the best chan nel for entering the harbour, a circumstance of some im portance to seamen who navigate to this port. The lights, in question, will, of course, only burn during the period of the tide that the harbor is pr clicubie. J. F. De Lorme & Co.
