Thereasou which indupes the English govern ment to tolerate t ! jem, and even wink at their depredations on its own commerce, is the des truction of Spanish shipping in the western world, which stiems more than probable will be shortly accomplished. In such an event, and as the present impoverished condition of France and Holland must prevent, for some time to come", their commercial enterprize from regain ing its wonted vigor. Britain, .io the Spanish West-Indies, will have no competitors save our countrymen; over whojn she has a decided ad vantage. Th»high duties imposed on Ameri can produce cannot fail, unless the colonies be come independent, to exclude us from their ports and leave her in the undisturbed possession •of a rich and extensive branch of trade. It is through this sinister motive, that she se cretly encourages the marauders to scour every -part of the Caribbean seas; and although she may slightly chastise them for doing injustice to her subjects, yet she will take special care nei ther to cripple their power nor frown on then- career. They will be left, like the Algerines ’.in the Mediterranean, to promote and secure her mercantile ascendancy; while her servile •journalists will endeavor tp attach the odium on our people. Though sve cannot but deprecate her perfidy to Spain., a«d view her selfishness with disgust, still the annihilation of the means she uses to accomplish Ahem is far from our desire: Benefi cial ends are often brought about by unworthy means; and, as privateering may secure the in dependence of Spanish America as it did chiefly that of Holland on a similar occasion, we can not but wish the corsairs the greatest success in their operations against Spain. This hope is not only promt,'ted by the interest we take in tiie struggles which an oppressed people are making to sewer the gyves of despotism, but the wellfare of our own country. South Ameri can independence will do anything but secure to England a monopoly. The ports will be thrown open for fair competition to the whole iworld, and restore things to their natural order.
