The following gentlemen are elected: William B. Bulloch, T. U. P. Charlton, E.twakd Harden, A. G. Semmes, A. B. Fan nin. J. Cutler, directors fur the Slate Iiauk. Charles Harris and John Pray, directors for the Planters’ Bank. Major Fannin has been appointed by the le gislature, pay-master-general for the State, vice colonel Strong, resigned. A bill has passed the Senate, regulating the fees of Health Officer for eSavanpah. He is to receive from every pas- l ?nger who may arrive within the portot Savan nah, by vessel, the sum of one dollar, as a com pensation for his services. He receives no other emoluments whatever. The* barque Harlequin, despatched from Li verpooJi, arrived at Hew oi k ou the 11th inst. after a passage of but twenty-eight days. She brought no papers, and the merchants, to whom her let iters were addressed, endeavored to main tain tine strictest secrecy—but in vain. Tilt ears of fame caught the sound, and her hundred tonguei proclaimed, thaj, in consequence of short crisps, occasioned by a succession of bail weather, the prince regent either had issued, or Intended to i3Sne, an order of council for ad- niiftingjthe importation of foreign grain. This disclosure having destroyed the prospect of speculation in the north, the pilot, boat Clinton was sent southwardly to take advantage of the prevailing ignorance; but, as causes are usually discovered by their effects, speculators have uot met that success which their hopes anticipated. Since the arrival of the (Tlinton at this port, rice has risen from four twenty-live to four seventy- five and .five dollars per cwt. and every other article of provisions in 'proportion—in "New- York and Baltimore, it is said, flour has risen four dollars per barrel. Moore, (of Si Mary’s) accompanied by a letter from the Coinptrolcr ,G neral oftheEtlte; setting forth, the peculiar hardship of having been subjected to double tax, and Whereas from tiie evidence produced, it does not appear to the Jury that the said g. W. .Voone in entionally incurred the penalty of.double tat by an informal return. The object of a free government should lie a^far as possible to distri- bu e this dearest of privileges equaiiy tliroughout the S ie, and the result of our fate congressional election, e i fully shews from its leaving the whole of the eastern see ion of the state unrepresented, that the law of our e ctions operates with unequal advantage. It is a fact, that the British barque Harlequin, formerly an American privateer, arrived at this port yesterday— it is a fact that she was rigged, and ballasted'with s..ital Liverpool, during tiie 48 hours previous to her suiting— itis is fact that on the morning of theI4th ofias,. month, she was towed out of the harbor by a steam bout—it is a fuel, that after her arrival here yesterday, there w-as a great commotion and many conjectures among the mer chants—and, it is highly probable, that, lit the course of this day, we shall hear of an advance in the price of grain and flour.
