His proposition to add to the. sinking- fund is a very pro|*-r one; but instead of applying the excess of revenue for tlie next four years to internal im provement and national defence, as he proposes, we should like to see a portion of the internal taxes taken off, leaving a smaller excess applicable to those objects. --Baltimore Patriot, December 37.
