Whereas, a libel hath this day been filed in the
admiralty court of the United States by Jack-
son, commander of tlie United State’ revenue
cutter Dallas, as well on behalf of the said United
States as ofhimself,the officers and crew of said re
venue cutter. against acertain armed ebr. or vessel
called (he Young Spartan, stating that a certain
ship or vessel called the I’astora, under the com-
rnand and charge of one Ralpn Gimtack, having
on board a valuable cargo, arrived from a foreign
port or place within the limits of the United
States, on or about the fourteen Lh day of June, in
the year of our lord one thousand eight hundred
and eighteen—That afterwards and before the
said ship or vessel had come to the proper place
for the discharge ot the cargo, or any part tliere-
of, and without any authority obtained from the
proper officer oroffiers of the customs, to unlade
the cargo of the said ship or vessel, or any part
thereof; to wit, on the seventeenth day of the
month of Jun* aforesaid, the said Ralph Clintack,
oc some other person, having the command and
charge of tbe said ship or vessel, did within the
limits of one of the collection districts of the
United States, unlade and deliver from her a large
part of her cargo—and the libellant avers tbat di
vers goods, wares and merchandise, put of the
cargo of the said ship Fastora, so unlawfully un
laden and delivered from the said ship as afore
said, were on, or about the eighteenth day of the
present month of June aforesaid, within the lim
its of the United States, put and receive into and
on board the said schooner or vessel called, “the
Young Spartan,’’ then under tbe charge of one
William Ramsay fur the purpose of landing the
same in some port or place within tbe United
States, without any nenr.it or authority from tbe
proper officer or officers of the customs therefor;
the said William Ramsay, then and there, well
knowing that the said goods, wares and merchan
dise were unladen and delivered from the said ship
Pastors, without authority and contrary to law,
and then and there, aiding and assisting therein—
All of which actings and doings are in violation
of the provisions of the act of u>e congress of the
United States, emitted “in act to regulate the col
lection of duties on imports and tonnage” passed
the second day of March, one thousand seven
hundred and ninety-nine; by force whereof, and
of the aforesaid premises, tbe said armed schobn*
er Young Spartan, her tackle, apparel and furni
ture, have become forfeited to the United Stales.

the time of the capture uf the said Spanish vessel
and the crew by which she was then manned, are
citizens of the said United States, and were en
listed and engaged to serve on board the said
armed vessel within the limits of the United States;

the laws of the United Stales, and of nations.
Now, therefore, you, the said marshal, and here

that afterwards, before the said ship or vessel bad
come to the proper place for the discharge of her
cargo, or any port thereof, and without amt au
thority obtained from the proper officer or officers
of the customs, to ualade the cargo of the said
ship, or any part thereof, to wit, on the seven
teenth day of the month of June aforesaid, the said
Ralph Clintack, or some other person, having the
command of the said ship or vessel, did unlade
and deliver from her a Urge part of her cargo—
and the said libellant further shew, that divers
goods, wares and merclonise, part of the cargo
of the aaid ship Pastora, so unlawfully unladen
and delivered from the said ship as aforesaid, were
