Much remark has of late been excited by die movement!! of British troops north of die St. John, within die limits of the disputed territory. She lias a post on the Te- misconta Lake, only 37 miles from die St. Law- rancc, and a good road thence to that river. The fiict is that the British claim to the disput ed territory is most unfounded. Even Sir Chas. Buller iu his late article on diis subject in the Westminster Review, conceeds that die claim set up by Great Britain is preposterous. At die same time, he regards die American claim rsiiii- snpported;but,ui‘order touphold his assertion,he is obliged to adopt tho singu Inr supposition dint die meaning of the word sea is not only coextensive with Unit of the words Atlantic Ocean, as used in the treaty, but that it is actually the most com prehensive term of the two. The language of tho Treaty of 1783 is perfectly explicit nnd moved from all ambiguity. The Highlands along which die boundary line runs is defined to be— the Highlands that divide those rivers that emp ty tliciinudves into the St. Luwreuco, from those dint fill into tlie Atlantic Ocean. Iu the lirat place it is clear diat such n chain of Highlands does exist. The nature aud properties of water demand that where there are two great basins, one inclined towards the north, the odier towards tlie south nnd east, die one rolling its wnters towards die St. Lawrence, die oilier towards the Atlantic and its adjacent sens, there should he n cliuin of heights between then). Ami in the second place it is oh-' vioustbut the Highlands contemplated by the treaty must fulfil two conditions—to pour their waters from oue luce towards the St. Lawrence and from the otlior into the Atlantic Butin the very face ofUiisstipulatiou which ought to silence ull cavil and doubt, Messrs. FeatherstonaugH nnd Mudoe, British Commissioners,* state that they "have found a line of Highlands agreeing teitfi the language of the 2d article of the treaty of ’83." A copy of their map is beforo us, and our ren der* will bo aurprised to leant llint their chain of highlands throw o/f no au-earn* into the St. Law ranee whatever. The streams issuing from the nordiera flank oftlio ridge, flow into tho St Johns? from die southern, into the Kennebec and Penal) sent, all of which rivers discharge themselves into the Atlantic ocean.
