- It was, perjiaps, owing to Uiis array of strong
presumptive testimony against the nuthenticy of
the North Carolina D.-danillon, from a man, too
whose opinions on Uie subject were entitled to so
great consideration, Uint the public mind had
pretty genenUIy determined against its genuine*
ness. But the researches of Mr. Bancroft, in the
State Paper Office of the British government, have
thrown new light on Uiis interesting subject, and
wUl we think have the effect to establish the claim
of the old North 8tatc, of having been the first to
move in Uie causo of colonial independence.
The following is the letter of Mr. Bancroft, with
the accompanying remarks of Uie editor of the
Raleigh Standard;
The Mecklenburg Declaration.—\ few days since
in Uie Senate, Mr. 8hep!uird submitted a report
from Uie committee to whom was referred the
communication of the govenor, in relation to the
colonial and revolutionary history of North Caro
lina, accompanied by the following highly inter*
esUng letter from Mr. Bancroft, Uie American
ministcrat London, to Uie lion. David L. Swain
of this State. The loiter is as follows

ed upon to record Uie deaUi In this city, yesterday
morning, between the iiours of 9 and 10 o'clock
of Major Chaslbs Stephens.
Major S. was appointed an Knslgu in Uie 14Ui
Regiment of U. 8. Infantry in 1819 And was soon
promoted to Uie rank of Lieutenant. In 1814 he
served with the troops under Gen. Jackson at the
taking of Pensacola, and was selected by his im
mediate commanding officer, Gen. Covington,
to command a battery at the capture of the Bar
rancas. At the reduction of the Army after the
peace of 1816, Major Stephens retired to civil
life. In the winter of 1836*36, ho again had an
opportunity of doing good servico to hi* country,
by commanding a company raised in this city,
for the purpose of proceeding to protect Uie Ar
my Stores in depot at Picolata, Fia. This object
was happily accomplished in season to prevent
their Uireatcncd capture by the Indians. U was
seventeen years ago, Uie first of this month, that
he was chosen Captain of the Chatham Artillery
Company, which commaud he has retained ever
sinco with sigual credit to himself, and with great
advantage to the Company, Uie members of which
wiU mourn in his loss, ode who occupied towards
them the relation, not only of an accomplished
commander, but of an affectionate and sincere
friend. He has been so long associated with the
fortunes of that ancient Company that his absence
will be a real privation. At the time of his death.
Major 8. was an appraiser of Customs for this
port.
He has passed away from a scene of being
wherein lie has done Ids good part in dispensing
the ameniUcs of social intercourse, leaving behind
him an unblemished reputation, and friends who
know well how to appreciate his honesty of pur
pose, his unafTccted benevolence, and all those
generous and magnanimous impulses which
formed so large a proportion of his well balanced
c!uiractcr. His remains will be interred, with
military honors, at 4 o'clock this afternoon.
From the Havana.
The Brig Confidence, Capt. A(bs*bb, arrived at
this port at an early hour yesterday morning,
from Havana. She left lliat place on the 14th
Inst and therefore brings no local news of moment
not anticipated by the fhlcon. Tho Confidence
has a cargo of molaascs, fruit, foe.—consigned
to Messrs. Cohen, Nosais Jt Co. Shipping in
telligence brought by her will be found under
the appropriate head.
Savannah Exi-oits.—The following statement
of exports for the last quarter of the year 1848,
exhibits very gratifying results,' the low pries of
produce bcitig considered. These, added to the
large coastwise trade, which are not embraced
in the statement, show exports, the value of which
has, perhaps, never been surpassed here fin- the
same period:

noticed a statement in several of our exchanges,
that Mr. Webstis has been for some Umo past
engaged in writing the history of tho Admlnktra-
Uon of Gen. Washington. Wo would bo glad
to know tliat this is true. For however widely
we may differ from Mr. Wbsstm on certain sub
jects, it cannot be disguised that he is intellectu
ally one of Uie greatest men of ancient or modern
times. Ho is a mental colossus—compact, pow
erful and towering. The elements of his charac-
arc rough hewn blocks of granite taken from
tho quarry of Nature, and so immovably and sol
idly knit together by tho masonry of thought and
geulus, Uiat we look up to him as a living,
moving, moral monument, as harmonious in its
proportions and as sublime in its dimensions as
the one that has been reared by biunan hands on
Bunker's Hill. There to no subject whether in
philosophy, science or government, with which
he is not familiar. He seems to have read every
thing, and what to far more important, to hnvo
itmlicd every thing. His mind to a gigantic cru
cible through which every thing passes, hut from
which nothing issues but pure gold stamped with
the impreos of a mighty genius. There to no man
of the present day who to more able to give

' I have read a great many paper* rclathig to the

few hundred dollars would copy all you need

topics. Tho regulator* are, on many accounts,
important. Their complaint* were well founded,
and wpro so acknowledged, thought their op
pressors were only nominally punished. They
form the connecting link between resistance to
the stlni'i act and the movement of 1776; and they
also played a glorious port in taking possession of
the .NIis-iMippi valley, towards which Uicy were
carried IrresisUbly by their lovo of independence.

The letter of Sir Jan.es Wright, referred to by
Mr. Bancroft closes as follows: “By the enclosed

patch, that the steamer Cherokee arrived at New
York on Sunday morning, having encountered
stroug Northern gales a great part of die way.
We regret to learn from tho Macon Ttie-
grjpk of yesterday, that Maj. Jambs M. Kelly,
Reporter for the Suprtjne Court of Georgia, died
at his residence in Houstou county on the 16th
inst. In hto death the Stato lias suffered a great
loss, and particularly die Supreme Court with
which he was connected.

heard in kv.-ge assemblies most distinctly and at

mance of Macbeth on Monday evening, because
we considered it unneossary. So firmly estab
lished to the reputation of Mr. Macbeadt as one
of the first, if not the very first, tragic actor of the
age, nothing we could say would be likely to in

readers. He has had good houses thus for, and
we Venture to say he will continue to liave them.

well. We shall not however, enter into a criti
cism upon thsir several performances, or upon Jiis;
but will content ourselves with saying, so perfect
and true to hto representation of Macbeth and Rich
elieu, which last was performed last night, that we
forget the man in the characters which he plays.
We see not Macbeady, but the Prince and the
Cardinal living and moving before us.

Wc would be gratified to know therefore, that
Mr. Wxsstee hod undertaken the great work at

the times when party had not supplanted patriot
ism, would be produedve of much good just at
this dine. It would carry us back to the feelings
qnd habits of the better and purer days of the
Republic, when men of giant mould and full
grown patriotism directed the destinies of the na
tion; and refresh our hearts and minds with tho
early teachings and regimen by which wo at
tained to the grtotlo and brawn of our present vig
orous manhood. It wilLbe the purpose of tho Pres
ident elect to fashion his administration after tho
models of die past; and with the pen of the great
New Englander to aarist him, we hope that it to
not premature in us to congratulate the country
upon the dawn of a more wbotoome and auspi
cious state of diings.
Polities have become too much a national
mania in this country. Our public men rest their
claims to feme too much upon the part they may
play in the political drama of the day. They
speak too much and write too Utde. Mr. Web-
stbe will go down to posterity however, whether
he ever writes another line or speaks another
word, as one of tho profouudest statesmen and
greatest Constitutional lawyers that the world
has known. But hto reputation will be confined
mostly to polidcians and public men; whereas,
tiad he given up hto leisure to literature, or should
he do so now, as wc arc led to belicve_he will, he
might have ranked as a writer with Shebioan,
Johnson, or Burke, and left a fame behind as
universal as the atmosphere which encircles thn
globe.

WASHINGTON, JAN. 19,1619.
^JTo-day has been private bill day, and conse-
(j^Ently the Pacheco case again came up in the
(grouse lor discussion on the motion to reconsider
the vote by which thn bill was rejected. 1 have
previously related die points of the case and
therefore need not recapitulate diem now. Mr.
Toombs who had die floor, made an able speech
on the question, contending that the Government
having hired the slave was bound to restore him
when it had him widiin its control, and showing
by reference to the action of the Government,
that it had decided tliat the Indians most restore
the slaves whom they had taken from the whites,
so that tho argument that this slave was a captive
of die Chief Jumper, and therefore not reclaims-
ble, was untenable and fell to the ground.
Mr. Dube, of New York, succeeded Mr. TooMbs
and made some very brief remarks placing the
responsibility of the Government in tills case, in
die same category with its responsibility for the
services of an apprentice whom it might have ta
ken into Its service, and then he moved previous
question which at once stopped the debate, and
the vote being taken, the vote by which the bill
was rejected was reconsidered by 98 Ayes and 92
Noes, and the Previous Question having again
been moved the bill was passed by a vote of Ayes
101, Noes 93.
So the House at tost has allowed the claim of the
widow of Pacheco, and she has some prospect of
being able to recover the value of the. property
which was appropriated by the authority of the
ffikeri of the Gm-cmmet.
The House then in Committee of the Whole
took up the bill to organize a Board of Commis
sioners to examine Claims, and Mr. Rockwell
wlio reported it spoke in support of it, and in re
ply to the various and numerous objections which
had been urged against it, and it being when he
finished past 3 o’clock, the Committee rose and
reported progress.
Mr. Vintok then, from the Committee on Ways
and Means, reported the deficiency bill with a re
commendation that the amendments made in the
Senate be adopted, which was done end the House
adjourned.
The Senate passed the bill organising a terri
torial Government to be called Minnesota, con
sidered Mr. Niles' Postage bill a little while
without coming to any conclusion on it, went into
Executive Session for a short time and then ad
journed until Monday-

The Steamer Ewropa'e Mail lust week (says

pers. The postage on Uie letters, to be paid to the
Cunard line and the British government, amount
ed to $5,320. We hope yet to see au “Ocean
Penny Postage" system adopted betweeu Uie two
governments.

The project of Germau unity, according to
Uie London Chronicle, fe unpopular throughout

jealousy at Milan, with dislike at Stockholm, and
with bitter animosity at Prague.
