England,
Mr. Lnbouchere has again brought forward a
(Jovermnent proposition for the modification of
the navigation laws. Mr. Bancroft, our minister,
.states that to whatever extent the liberality of the
British Parliament may bo disposed to legislate
in this matter, that he is ready to sign a Conven
tion to-morrow, based upon complete reciprocity,
upon the opening of the entire coasting trade of
the two countries in the vessels of both. By the
proposed law it will be competent for an Ameri
can vessel to come to Liverpool ftom tho United
States, laden with tobacco and cotton—she will be

The town of Woolrat* hne been captured alter
having been battered and bombarded for an entire
week, during which time tho citadel held out.
Tho defence seems to havo beon one of tho most
obdurate on record. On the 27th, the columns
moved to tho attack, and established themselves
within five hundred yards of the walls. Batteries
were created, and on the the 28th a terrible bom
bardment commenced. On the 30th, the fort
containing eight hundted thousand pounds of
powder, was blown up by n well directed shell.—
The devastation and loss of life were horrible.

The Cholera.
The Cholera reports havo swelled to 12,395, of

The state.of trade in the manufacturing dis
tricts on tiro whole is satisfactory. Employment
is plentiful and activity prevails.
Stock Masket.—There continues a good de
mand fur American securities in Loudon.
- Tito reported payment of Pennsylvania Interest
in one half relief notes was received with con
siderable disfavor.
United States six per cents, continued in good
demand on'tho continent, and orders for the
stock have-been executed at 106 1-2.
Money continues to get more abundant, and
the rule, of interest rules low.
The English funds have receded. Consols at

Tho India mail has arrived with dates from
.Bombay to the29th, and Cslrutta to the 8th of
January, and Hong Kong to. the 30th of Do-

The Bank of England accounts only exhibit
increasing resources, whilst the lower rate of
discount among the private banks preclude# the
bank from adding to their mercantile business.

Tho French Assembly has finally .voted its own
dissolution, and the new Assembly will meet a-
bout tiie middle of May.
Louis Napoleon seems to be daily acquiring po-
litic.il strength and popularity, and politicians,
who have hitherto, from apprehensions of insta
bility, or other motive, withheld their support,
now come forward to declare themselves Bona-
. partists, and accordingly very great progress

dence.
The banned rouge, the symbol of liberty,
well as of crime, has been put down in almost all
pnrts of France.
Montagnard and socialist Inscriptions have
shared tho same fate.
M. Lidru Kollin having interrogated the Minis

information that the Trench Government did not
mean to acknowledge the Roman Government
without previously osccrtaininjr that it approves of

Thk Plank Road.—'The gentleman who made
tho lowest idd for building this Road has declined
to make a contract, and the bid of Mr. Chaiuks
Van IIoaN,of73 3-4 c la. per running foot, has been
accepted and the contract closed yesterday. The
contractor will commence immediately, and tho
Road is to be finiahed before the first of August
next.

The Assembly, in spite of an ineffectual effott
of the Red Republicans to fetter the Government
by a declaration of principle, passed unanimous

The saloons of Paris, after being long dosed

Joseph Bonaparte will proceed to Spain ss Am
bassador. He insists on remuining in Paris, how- maintained,
ever, until after the elections, for which he is pre
paring *o u to consolidate the power of hU rela
tive at the head of the Republic.
The continuance of tranquility may incretao

Tuscany.
The Grand Duke of Tuscany has

A provisional government has been declared by
the excited people in part of Italy and in the Ro
man States.
The republican feeling lias reached the highest
G lut of excitement, and the executive committee
s usurped the Papal authority, which is alto
gether set aside; -The pope is deposed, and a Re
public established.
Rom*.
We have from Romo important intelligence of
the deposition of the Pope, and the establishment
of a Republic.
This event took place on the 9th of Februanr.
It was vbtad that he shall enjoy *11 the guaranties
necessary for the independence of his spiritual
power.
Sardinia.
This country remains quiet. The King seems
confident that he has not the confidence of the
Italians. Accordingly his object seems to be com
fined to tho maintenance of nis own power with
in Piedmont.
Naples.
This couniry had not advnnced n step towards
the settlement of her disputes with Sicily, and it
is supposed that matters will remain in statu quo
until some progress can be made in the negotia
tions of tiro.- several powers now assembling at
Brussels* for the adjustment of Italian affairs.
M. Sotneredo has arrived in London from Vien
na, with a view of settling with Lord Palmerston
tho preliminaries of the Brussels convention.-
Holland.
The King of Holland opened the Chambers on
the 14th, with continued manifestations of attach
ment from tho people.
In Prussia the elections have caused universal
interest. The popularity of the ministry hns
somewhat improved.

Spain.
in Spain, at the session of Congress held at Ma

the correspondence spbl to nave pots ad relative to
tho annexation of the Island of Cub*. Tt...
was (lint no proposition had been made, and that
no ministry composed of Spaniards, vould ever
listen to such a proposal; and that they should
never cede the Island of Cuba to the United States.
In tho Senate, also, Gen. Narvaez confirmed
the above, and added that the rumors of a cession
were'entirely unfounded—that the Island of Cuba
would always remain, as now; a part of the mon
archy of Spain.

thorised the exportation of a considerable portion
of bullion from the stock in the vaults of the Bank
of Russia, with a view to facilitate the payment of
thisloan*
The declared hostility of Austria to the scheme
of German unity, and tho apparently sincere op-
• position of Russia, together .with the irreconci
lable euinity of Bavaria and Hanover, leave only
very little hope of a speedy realization of the pro
jects of rive Frankfort Assembly.

Sorno of the Paris papers assert that the British
Ambassador at Constantinople lias protested a-
gainst the occupation of Moldavia end Wallachm
by Russia, In which courso ho is sustained by the
Ambassador of Franco.

cury of the news up to the moment of tho sailing
of the steamer state that the Sicilian question was
reported to have been settled by the mediating
powers,'and their ultimatum is that Sicily is to
acknowledge the supremacy of the King of Na
ples, but is to be governed by a separate Parlia
ment.

lished at Florence: Montanelli, Guenuczi, and
Mnzzoni, being the chicfa. A letter from Genoa,
of the 13th inst., says that the Republic had been
proclaimed in Tuscany, but that a great ferment
prevailed throughout tho Duchy, and that the
peasantry wero preparing to march against Flor
ence.

favours upon Nabvasz. She lately presented
him with £80,000,
(0* Tho Duke of Argyle and sons, and Lady
BLANTvae, have been excommunicated by Bishop

The Foreign Legations waited on the President
Monday.
(0- Mr. Calhoun waited on Gen. Taylor, the
7th inst., says the correspondent of the Charleston*
Courier, and received from the General the most
complimentary and friendly notice. His remar A
to Mr- Calhoun wero fraught with feeling, and
made in good taste, and with excellent tact.
Out at Last.—The Georgian of Monday con
tains an addran signed by Howbl Cobb, Linn
Boyd, Beverly L ; Clabkb, and John H. LumK
kin, setting forth al considerable length their
reasons for not signing Mr. Calhoun’s Address.
It will bo remembered that we exproused tho opin
ion some time since, on tho authority of certain
writet s from Washington, that these gentlemen
•withheld their signatures from the Address be*
cause it was not partiean enough in its character.
It seems now that we were cort-ect; for these pa
triot! ! though thoy do not in so many words avow
it, virtually admit that thoy would have given in
their adhesion to Mr. Calhoun’s Manifesto, if
such had been its character They opposed the
Address (not the original movement,) bccauso it
animadverted upon the Oregon Bill which they
had voted for, but principally bccauso it did not
abuse tho Northern Whigs and praise tiie North
ern Democrats. They wero in favor of giv
ing it this caste and making it entirely par
tisan in all its features, notwithstanding it was
evident, as appears from their own demagogue-
ical plea, that tho Southern Whigs would not
unite in such an arrangeuieut. They knew that
such a course would preveut union aud hatmony
at tho South; and yet they preferred it! The
question then occurs—if they did not calculate
upon the co-operation of tho Southern Whigs,
what did thoy expect to gain by opposing their
party, (which is in the minority in tho slave-
holding States) against Southern Whigs, Nor them
Whigs aud Northern Democrats? Is it uot plain
that they wished to rnako a party matter of it and
to avail themselves of the sensitiveness cf the
Southern people on the subject,for corrupt partisan
purposes? Both parties atthc North are opposed to
ns in sentiment, and still they advocated a policy
which they knew would drive even the Southern
Whigs into an opposition to tbeml Agitation!
agitation! and nothing but agitation ! seems to
be the element in which a certain class of popin
jay political dwarfs, whoso want of patriotism is
only equalled by their wnntof bruins, live, move,
ami have their being. .
Of course tiie Georgian will agreo with Mr,
Cobb ami his frieuds in tue particular to which
we have referred; but we aro curious to know
whether the editor prefers their address or Mr.
Calhoun’s—and hi* reasons for it. We ask it as
a piece of information. We would be glad to
know also, what the Constitutionalist and the Tele
graph think of the two.
Gen. Taylou and the Bible.—We have al
ready mentioned that tho ladies of Frankfort,
(Ky.,) had presented tho Piesident elect with a
copy of the Bible and the Constitution of the
United States, bound together in one volume.
Tho design on tho part of the ladies was a signifi
cant one, but how delicately and beautifully con
veyed l In response to Uie Rev. Mr. Robinson—
who made the presentation addrrss on behalf of the
fair donors—the old hero replied as follows:
" I accept with gratitude and pleasuro yoi
e of Uiis inestimable volume. It was for their
; of the truths of this.great and good book
thnt our fathers abandoned their native shores for
the wilderness. Animated by lofty principles
they toiled and suffered till the desert blossomed
ns the rose. These same truths sustained them.in
their resolution to become a free nation. Anc
guided by the wisdom of this book they founded
a government under which we have grown from
three tnilHoua to mote than twenty millions of
people, and from being a mere speck on the bor
ders of this continent, we have spread from the
Atlantic to the Pacific. 1 trust thnt their princi
ples of liberty may extend, if without bloodshed,
from Uie Northern to the Southern extremities of
this continent.

them,’ aud that precept were obeyed, our Gov
ernment might extend over the whole continent,

for their beautiful gift—I pray that health, peace
and prosperity may be long continued to them."
Hon. Mr. Collamer.—Tho New York Tribune,
speaking of the new Postmaster Genera), in con
nection with the claim of Vrsmont to a scat in
the Cabinet, says:
"For tbo first time within our memory, her
Legislature at the Inst scssiou put in a quiet
claim, unanimously dcignating Hon. Jacob Col-
lamer, a retiring member of the late nnd two
E ceding Congresses, as her choice. This claim
been recognized by Gen. Taylor, and her fa
vorite is tbo new Postmaster General.
"Judge Collamer hns devoted most of his years
to the Law, achieving a high reputation ns a
counsellor and jurist. Since no took his seat in
Congress he has spoken rarely, but always with
a vigor nnd terseness which coromnnded atten
tion. His undoubted integrity, ability and indus
try, afford ample guarantees that in the station to
wlurbhe has just been called, he will extend his
well-earned fame and reflect honor on the noble
State whirb has given him to tho Nation.’
Launch or Two Splendid Ships in One Day.
The magnificent steam ship Empire City was
bunched at New York, ou Saturday morning.
She b of 1,800 tons carpenter’s measurement,
and has four decks. Tiie ship Constellation was
bunched the same day. She b the largest, mer
chant vessel built in the United States, being
1,602 tons register, or 2,000 carpenter’s measure
ment. She b 215 feet on deck,43 feet beam, and
23 feet 9 inches depth of bold. Tho Constellation
b intended for a Liverpool packet, and the Em
pire City to run in connexion with the Crescent
City to New Orleans.
Late from Mexico.
Tho Now-Orlcnns Orescent says: "We havo
received our files of Mexican papors to the 10th
ult. We find by these papers that there b a vory
general impression pervading tho publio mind,
that Santa Anna entertains a design of return
ing lo the Republic. A prommefamento in his
favor had been mado by one of the ofllcers of
Bustaments’e army, which threatens to assume
formidable character. El Monitor of February
, thus speaks of the Santnnlsta movement, in
i article headed "Alert:’’ "The tyrant, tho
vanquished in all his encounters with the Ameri
cans, Gen. Santa Anna, has determined to re
turn to the Republic. Be on the alert, then, Mex
icans—die before permitting this fatal man, tho
cause of all our mbfortunes and humiliations
bofore tho enemy, to govern-us. To his vanity,
and inability alone, Scott owes all his triumphs."
On the 20th of January, a revolution, headed by
Diae Nobieoa, broke out in the Stato of Jalisco;
but it was discovered in time, and by the vigi
lance of the Governor and Commandant General,
was soon suppressed. The rebellion of Te-
mnscaitcpcc has also lost IU alarming character,
and Us leader* Esteban Leon, returned to his
allegiance.
Tolerance.—Petitions against the toleration of
religious sects continue to come in. One was
received from a number of the ladles of Oajaca,
Indians.—Official news from tho army opera
ting against the Indians of the 6icrra had boon
received, bringing intelligence that ou the 29th
of January Gen. Ubaoa had an cncoupter with
the insurgeub, in which he completely routed
them, killing und wounding a number, and cap
turing a quantity of provisions. Tho Indians of
Durango continue their depredations, which, ai
usual, go unpunlshod.
Tobacco DutIrs.—The tobacco monopoly ap
pears to be very Unpopular. The Government
rcceivea many petitions praying for its abolition.
The Gold Fbveb.—The Monitor says thnt late
pews from Mnzatfan describes the gold fever
raging to so great an extent at that place, and
tho emigration produced by it so great,‘that the
population of the town has been very much di
minished. On the 16th of January Mr. Parrot,
American Commissioner,arrived at Mozntlan.on
hb way to Californb, where he U to estnblbh a
mint for coining the vast amount of gold which
b daily extracted from the earth.
Loan.—In the Chamber of Deputies on the 27th
of Jnnunry s resolution wls adopted, requiring
the Treasury Department to by before. Congress
copies of the instructions given to the Mexican
Minister at Washington relative to negotiating
tho $600,000 loan.
Guatemala.—Tho resignation of the President
Joxn Bihnardo Escobar, has not been accept
ed. News to tho 29th December declares ths
capital, the oily of Guatemala, in a state of siege.
It was surrotpded by 4000 of tho insurgents of tho
mountains, with whom the Government proposed
to treat on the most humiliating terms, but the
conditions wcie rejected. Gen. Paredes had
been forced to axindun the city of Qucsaltenango,
and the insurgcits had offered hb troops tho privi
lege of sucking tke capital. It was supposed that
tho city would sow surrender.
Santa Anna.—We hate referred above to the
Santanista movenents which are going on
throughout the cotntry. El Monitor, of February
6th, contains the following letter from the dis
tinguished General, directed to Col. Saubesy
Navarro:
Kingston, Dec. 21, 1348.
My Esteemed Friend: When will my enemies
cense to calumniate and insult-me? Are they
not satisfied with the injuries they have inflicted
upon me since 1844, and with seeing mo on a
foreign soil, at such a distance ? How do I of
fend them ? What do they wbbto impose upon
no? Ah! bow much misery and dishonor b the
ot of our country! 1 have seen that, for want of
pretexts to assail me, thoy invent new calumnies,
and assert 4hat I invented the expedient of pro
curing the accusation of Gamboa, when it b evi
dent bow thnt occurred.
Tbo despatch of which thcro has been so muct
said, come by tho diligence route, and conlainet i
only the accusation of that good lawyer; and I
interfered in the affair only.on account of the
respect 1 owe to the representatives of tho nntion.

CAtriiOK.—The Charleston Mercury of Tuesday
say*: " Wo learn that several counterfeit ten
dolbr notes on the Merchant’s Bank at Cbcr&w,
were passed off on tradesmen in King-street, on
Saturday night last. One of them, which
shown to us, purported to be signed by W. Gob-
don, President, and—. Wright, Cashier, whereas
Mr. Wrioht b President of the Bank, and Mr.
Gordon, Cashier, and the genuine notes are sign
ed accordingly. Tho engraving wo# coarse, and
the signatures and filling up all evidently by the
same hand. Tiie person who passed off the notes
b represented os being of medium size, flushed
face, with indications of dissipated habits, and
wearing a brown frock or ovcr-coat with velvet
collai
Gold in Pennsylvania.—A gentleman in Su
gar Valley, Clinton county, while digging a well
came upon a vein of yellow mineral, which b
heavier than lead, and has every appearance of
being pure gold. A sample has been sent to Phil-
odclphia for tliep'urposo of testing it.

a little book just re-printed by tho Applbtons,
which will probably be of service to very many
persons just at tho present time. It is by D. T.
Ansteao, Professor of Geology in King’s College,
London, and a consulting mining engineer of
some distinction.

At Udina,-in Friulc, a poor man lying under
frightful torture of hydrophobia was cured with
some draughts of pure vinegar, given him by
mistake instead of another potion. A physician
at Padua got intelligence of thb event at Udlna,
and tried the same remedy upon a patient at
hospital, administering to him a pound of vinegar
in the morning,, another at noon, and tiie third at
sunset, and'the man was speedily and pcifcctly

the early part of the last fortnight Die demand for Colton
.was most active and anlmatad. On the 14th tremendous
excitement prevailed, arid rales to uie nnu’uut or
fully 30,000 bales wa* efitectad, of which tlienmount of
business done in speculation reached about 15,000 bales,
and with such an extensive enquiry prices advanced ac
cordingly.
From the 10th to the 17th the rise in American descrip
tion# was 1 farthing per pound. Brazil, of which 15,600
bales were sold, also advanced to the same extent; whllit
Surat and Egyptian were at onrt-eightb higher than during
the preceding; week.
The sales ftom the 9th to tiie 10th, were 8DJ290 bales, of
