Tho Committee on Finance, with Dr. Philips, a
Democrat and a gentleman of ability, at it* head,
thought differently, and *o stated in tho House of
Representatives. His Excellency even went so
fur, it is stated, a* to pres* upou his friends tho
ueccssity of raising the taxes, and said he had
been induced to suggest and urge an increase of
taxation by iho Chairman of tho Fiuance Com
mittee. But Dr. Philips flutly denied this from
Iris sent in tho House.
Tho Tax Bill was finally pnsacd and sent to tho
Governor for hi* signature, notwithstanding iris
entreaties and threats to cloeo the Treasury door,
On the last night of the session ho returned the
l|ill with his veto, stating that he could not sanc
tion it, ns it would not raise money enough to

The Hunker Convention, which met at Syra
cuse, N. Y., to nominate a Slato ticket, adjourn
ed the 6th Inst., aAor adopting the following tes-
olutious:
Resoloed, That a conciliatory course should bo
pursued by tho Convention, and one, which, if
properly met by the Convention to assemble at
Utica on tho 12th inst., would be Instrumental in
uniting tho masses in this State, putting an end
to Whig mis-rule, and of electing an entire Dem
ocratic ticket this rail. And with a view to ao-
cotnplish this result, bo it further
Resolved, That the Democratic Stnto Conven
tion bo directed to withdraw any of tho nominees
K -scntcd by this Convention, cxccpUng thoso for
mptroller, Atty. Genoral, Canal Commissioner,
and State's Prison Inspector, providing that the
Utica Convention ratify those names, and com
plete the ticket by nominaUng well known and
acknowledged Democrats at candidates for Judge
of tho Court of Appoalt, Secretary of State, Treas-
urer and State Engineer, and shall impose no test
upon tho said candidates inconsistent with the
resolutions adopted by tho Democratic Conven
tion lately held in the Presbyterian Church at
Rome. On motion, Ihe Convention adjourned
sine die.
Insurrection in Cuba.—It was currently ru
mored in Havana on the 27th August, thstSt. Ja-
go de Cuba, Trinidad, Cicnfuegos, and Puerto
Principe, and tho Cantabrian regiment, nn tho
South sido of uie island, are in a stnto of insur
rection against Uie authorities of Cuba. How
much truth there may be in tho rumor remains
to be seen. Certain it is that the Cuban govern
ment believed in them, and was preparing to meet
them. Three regiments, at tho dnto of our infor-
motion, were about to march to the quartor of the
reported insurrection.
Canadian Annexation.—It is said that a largo
patty in England favor the plan of dissolving the
connexion with the British North American Pro
vinces. The Ixmdon Eraminer, an influential pa
per, says: “We hcsltato not to say, that if w-o

Certainly this is taking (lit matter with a cool

ever, we suppose there is another party to be con

Canada shall be annexed to tho United States.

Appointment or a Pavmastes to the Army.
The President has appointed Nathan Bbown,
Paymaster of tho United States Army, to fill
the vacancy caused by the dcceasa of Col. Kibbv.
The St. Lawrence Riveb.—Lieut. Bayfield,
English officer, has been for 30 years engaged
surveying the St. Lawrence river, from the
gulf to the head of Lake Superior, and is still at the
same work. Ho says there are 22,000 islands in
this river and the eastern waters of Lnke Huron.
Vermont Election.—The Legislature of Ver
mont, as for os known, stands thus:—Senators
chosen—whigs 20, democrats 6,doubtful8. House
of Representatives—whigs 76, democrats 33. In
the House so for, there is s whig gaiu of IS.' The
Whig State Ticket is believed to be re-elected by
tho people. Last year it was barely elected by
the Legislature.
Fataeb Matmew,—It is said that Father Ma
thew has administered the pledge to over 30,000
in Boston, and a proportionate number in other
localities.
Expensive.—Tho sanitary expenses of New
York this season, amount to $75,000.
O* Mr. Clay landed at Kindcrliook on tho 4th
inst., to visit Mr. Van Buben, by whom h# was
most cordially received.
ID* Joel T. Hart, Esq., of Kentucky, a young
sculptor of growing renown, left New York on
the 6tb inst. for Europo in the Canada, on his way
to Florence, where he proposes to finish in mar
ble his statuette of Henry Clay, already modeled
in plaster. He is engaged in this work under the
patronage of the ladies of Virginia, and has been
employed upon it for a portion of the last four
years. lie has other orders, however, ond will
probably remain some years in Europe. He goes
out bearer of despatches to several European
courts, and with letters of unlimited commcuda-
lion from several of our most eminent citizens.
$>• On Sunday week the cholera broke out with
great violence in Bangor, ltyainc—there being
sixteen deaths by (hat disease. A telegraph des
patch from the city government of Bangor, was
received by the Mayor of Boston, Tuesday last,
requesting that nurses and some persons experi
enced iu cholera matters might be sent to their
assistance. A promise responsive to this call was
made. Much alarm existed among the citizens
of Bangor, and large numbers were leaving the
place.
Foreign Items.
It is ststod that somo of tho EnglUh Railway
Companies now isauo Insurance tickets to their
passengers. A first clast passenger may, on
buying his ticket, by paying throe ponce extra,
have bis lifo insured for tho journey to the extent
of £1,000, payable, if he Is killed, to his legal re
presentatives—aud compensation for personal In
jury, If Ufa U not lost. A second class passenger
may Insure to £600 for two penco, and a third
class, £200 for one penny.
Tho Times states that there baa been a very
large attendance ft-otn England at tho Peace Con
gress which convened at Paris on the22d ult.
The French Government have expressed their
approval of the proposed demonstration in favor
of international peace.
M. Dufaubb, the Minister of tho Interior, ad
dressed a letter to the Committee of Organisation
in ParU, authorising tho assembling of the Con
gress in Paris, and referring in complimentary
terms to its object.
A terrific thunder and lightening storm occur
red in the city of Batigor ou the 9th of August.—
The frout of one house was completely gutted by
the clcctrio fluid, every square of glass broken,
and one life lost, that of a lady on a wedding trip.
Another lady died from fright.
A curious phenomenon is stated to have occurred
in Rosshira, Scotland, during a thunder storm.—
Immediately after one of tho loudest pooU of
thunder ever heard there, a largo and irregular
shaped mass of ire, reckoned to bo nearly twenty
feet in circumference, and a proportionate thick
ness, fell near a form-house. It had a beautiful
crystaline appearance, being nearly all quite
transparent, excepting a small portion of it,
which consisted of hailstones of uncommon also,
fixed togetlffr. It was principally composed of
small squares, dtamond-ahapod, of from one to
threo inches in site, all firmly congealed togeth
er. The weight of this large picco of ice could
not be ascot tained. No appearance whatever of
hail or snow was discernible In the surrounding
district at the time.
The Princess’ Theatre, has been placed under
the management of Sheridan Knowles.
Lola Montes, or Mrs. Hbald, failed to appear
at the proper tlino to answer to the chargo of big
amy, and the forfeiture of her recognizance was,
after argument, postponed for a month. It is not
very probnblo that sho will appear under any cir
cumstances.
Threo large steamers are nearly ready at Liver
pool, to ply between Galway, in Ireland, and
Halifax. They are expected to make the tt ip in
six days.
The priests of the Greek church, in order to en
courage Uio recruits raised for the Russian army,
iurc them that if they aro killed in Hungary,
they will rise the third day at Moscow!
A man in China has been imprisoned for laugh
ing at tbo Secretary of the Board, whose diminu
tive stature caused tho merrimont.

The Secret Expedition.-Tbo Philadelphia
Ledger has the following statement in reference
to tho much-talked of Secret Expedition t
“One of the ‘returned volunteers,’ taken from
this city, has given us the following history of the
events connected with the expedition as far as he
knows, the persons engaged in it keeping a re
markably close guard over their tongues. The
person we allude to is a young man, residing in
tills city, who, with six others, was recruited last
week, lor the expedition, being promised $1,000
at tho end of the affair, ana plenty of plunder
wliilo engaged iu it. He was told, notwithstand
ing the inference from the last mentioned fact,
that it was a perfectly honorable project, and that
its purpose should be disclosed before he left the
country. He went to Ncw-York on Friday lost
with the other recruits and was fui nUhed quarters
at the American hotel, where there were about
one hundred Spaniards. On Monday night they

says: “The Hungarians in this city, it is proper
we should state, reject in tolo thp reports wc have
published, ns bold inventions of the Austrian
Court. Mr* Hsxisach, who is a gentiemnp of
intelligence, though, of course, strongly predis
posed to discredit' accounts so fatal to the cause
he has most at heart, declares the news is encour
aging, as the necessity for its fabrication, (which
he assumes with tiie utmost confidence,) shows
the desperate condition of the Austrinn and Rus
sian alliance. He says that, from*his own per
sonal knowledge, as well as by tho confession of
tho London Tory journals, tho Austrian and
Russian Courts have repeatedly fabricated intelli
gence of a tenor precisely opposite to tho truth;
and he docs not entertain a doubt that this is an
other instance of tho same policy. He scouts the
thought of Geoboev’s defection, and predicts that
tho next steamer will show that (lie affairs of
Hungary are for from desperate.
“ We fear these hopes, natural as they are, nrc
doomed to disappointment We apprehend that,
whatever lack of precision there inay he in tho
details of the news, the main fact is beyond dis-
£ utc—that the cause of Hungarian independence
i irrecoverably lost,—that Nicholas has that
gallant people beucath his feet, and that they
will bo made to feel the full weight of his dis
pleasure and his ambition. It is useless, how
ever, to speculate upon remoto results, until we
have more complete information concerning the
immediate facts from which they must spring.”
Hotel fob San Fbancisco.—The frame work
of a hotel, intended to bo conveyed to San Fran
cisco, is being constructed ot New Orleans, of
which the Picayune has the following descrip
tion :—
It is to have 100 feet front by 75 feet depth, and
the fittings up are to he of tho most superb style.
There is one feature of peculiar significance in the
enterprise. The hotel will have a room specially
furnished for purposes of amusement in the first
stylo of decorative art. The walls are to be cov
ered with gold tinsel paper; and every means will
be adoptea for the comfort and recreation of the
inmates.
The bedstead* for the sleeping chambers are to
be all of iron, and the other articles of furniture
for the different apartments are to correspond with
(he greatest modern refinement.
The wines and liquors will he the best the mar
ket of New Orleans can supply, and are to re
tailed at twenty-five cents a glass, or a Spanish
quarter the drink.
It is estimated that Uie edifice, when completed
and ready for occupation, will cost $100,000. It
will be lighted witfi twenty costly chandeliers.
Fatal Result or jumpino from the Cars.
On Monday morning, on the Concord Railroad,
on unknown Iruhmun ws* instantly killed by
jumping from the cars while going at the rate of
thirty miles an hour. It appears that he wished to
go tu Concord, and got into the downward train by
mistake. About three miles this side of Manches
ter, upon being informed that ho was in tho wren; 1
train, berusljed to the door, and, before h.c coulc
be stopped, jumped off. He was thrown against
a stone with such violence that when tho train
had been stopped and backed up to the body it
wns found that he was dead, though no bones ap

ties the Cotton crop hoahad to encounter, it must be an
unusually short one.
Two English and oae American steamer have nrrived
from Europe since our last issue, and by both English
vessels an advance in Cotton waa reported at Liverpool
When tiie Niagara safed, (Aug. BBtii,) Fair Upland and
Mobile Cotton were looted at Sffd. and Fair N. Orleana
5#d. The sales at Liverpool for two weeks amounted
150,000 bales. About 41,000 or which were taken by Spec
ulators.
There have been so^sw buyers In our market, and prices
being believed to be too high; Uiere has not been an advance
here, to correspond with the improvement in Liverpool.
The asking rates are higher, but prices nro irregular,
and Uie sales made are but lUtie, if any, above our quo
tations of 1st inst, which we repeat ss a nominal guide,
but in the present unsettled state of the market we are

ly acknowledged that the potato disease this year is

Indihn Corn ta, however, steady at 25s. 6d. to 26s. 6d. V
quarter, except for unmixed pure white, which Is scarce
aud sellings at 28s. to 28s. 6d. V quarter. The Imports
into Liverpool from Uie 17th to Uie 23rd inst. Inelussve,
are 11,181 qrs. of Wheat, 638 qrs. of Rye, 493 qrs. of Peas,
154 qrs. of Beans, 15,900 barrels of Flour, and 10,668 qrs,
of Indian Corn.
The arrivals of Cured Provisions this week nre but
small. A fair amount of business ta going forward In
Beef, and prices are steady. Both Bacon and Pork have
been sold at lower prices; Shoulders are dull; 100 to 160
hhda. were returned to New York within tho Inst few
days. Holders of Lnrd do not offer tills article freely.—
Cheese ta scarce; ordinary nnd inferior continues difficult
to move, unless at very low prices.
Tho Metal trade ta very steady In all Its branches, and
prices have nn upward tendency.
The accounts from all parts of the manufacturing dis
tricts continuo in be of a cheurlng and satisfactory chnr
actor. At Manchester there ta nn excellent demand far
nil sorts nr cotton goods. The lost ovcrlnnd ntull has
brought n large number of orders, which will give a further
impetus to the unde.
Tho Public Securities keep firm, nnd a IWr amount of

Amsterdam.—Cotton Is in demand at higher prices.
Rico ta In good demand. 3500 hags Java were disposed
oral (19 to II, the stock Is small, nnd high rales are now

Rice: There exists no inquiry for Carollnn. A sale of
about 12,000 bags Aracan was mado at a prico which has
