act all persons shall bo qualified to voto at elections
for Mayor and Aldermen of tho city of Savannah and
(bo hamlets thereof who are citizens of the United
Slates, have resided In tho Stato of Georgia for 0110
year Immediately preceding tho election and within
tho corporate limits of Savannah for ono month Immedi
ately prccediug their registration and coutinuo so to do
up to the limo of election, who have nltalued the ago of
twenty-one years, hnve paid nil city taxes or havo in
their own right sufficient real estate to satisfy any tax ex
ecutions which may be against them, who have made nil
returns required by tho ordinances of the city, nnd
have been registered according to tho provisions of
•his act.

•aid, That tlio Clerk of the Common Council of Iho
City of Savannah, nnd In case of bis sickness or nb-
k;nee, any officer duly cluctod and appointed by the
Mayor and Aldermen or a majority of them, for that pur
pose shall open a list for tho registration of voters on
tho lint Monday In January In each nud event year, which
Hit shall be kept open until two o’clock P. Al. on tho llrst
Monday In September ensuing when It almll bo Anally
and absolutely closed.

That It shall be tho duty of such Clerk or officer, upon tho
application tn person, and not by proxy, of any person en
dued to vote os aforesaid, within tho time proscribed for

son amt deliver to him a certificate of aucli registry, ex
pressing his name, number, nnd the dnto of registry.
