custom-house, post office, and other offices of the
United States, and furnishing the aamo, twolvo
thousand dollars: Provided, That said lot und
building shall be oxempted from city and all other
taxes whatever by tho act*of tho Legislature of
Maintf: And provided further, That, before the
Secretary of tho Treasury shall erect the said build
ing-it shall first be his duty to procure a proper site,
or lot of ground, and to make a contract or contracts
for the orection of said building and furnishing the
same, at a sum or sums which shall not in the

For outfit of Ministers of tho United States to
Groat Britain and Moxioo, eighteen thousand dol

For salary of the Minister resident to Turkey,
six thousand dollars.
For salary of tho dragoman of ihe legation to
Turkey, twenty-five hundred dollars.
For salaries of charges d'affaires to Portugal,
Austria, Denmark, Sweden, Holland, Bolgiu
Naples, Sardinia, the Papal States, Poru, TJ-™
Grenada, Venezuela, Buenos Ayres, Bolivia, Gau-
tcmala, Ecuador, and Nicaragua, seventy-six thou
sand five hundred dollars.
For contingent expenses oi all tho missions
abroad, forty thousand dollars.
For contingent expenses of foreign intercourse,
forty thousand dollnrs.
For expenses of intercourse with the Barbary
Powers, nine thousand dollars.
For salary of the Consul at London, two thou

For salary of tho Commissioner to tho Sand

For interpreters, guards and other expenses
tho Consulates at Constantinople, Smyrna, and

For office rent of the consul at Basic, in Switzer

For salary and outfit of a commissioner to reside
in China, including the additional compensation
under the act to carry into offect certain provisions
in the treaties between tbe United States and Ch

For salary of tho interpreter and Secretary
said mission, two thousand five hundrod dollars.
For compensation to tho consuls at the fivo ports
in China, viz: Kwang Chow, Amoy, Fucho
Ning-po. and Shanghai, five thousand dollars.
For salary of tbe consul-general at Alexandria,
three thousand dollars.
For the relief and protection of American sea
men in foreign countries, ono hundred and twenty-

For clerk hire, office rent, and other oxpenses

For compensation to tho acting charge d'affitires

curred while in the diplomatic servico of tho coun

mako compensation to tho Spanish consul and oth
er subjects of Spain residing at New Orleans, and
subjects of Spain at Key West, for losses occasion

fifty-one, arising from intolligonco then recently
received at those places, of the execution of cer
tain persons at Havana, who had recently invad
ed the Island of Cuba, twenty-hve thousand dollars:
Provided, That before paymonts bo mado under
fids appropriation, the President of tho United
States shall cause an investigation to bo made of
such alleged losses, and that the samo, together with
, the reasonable ousts of the investigation, shall bo
paid on the certificate of the Socretary of State that
the same are proven to tho satisfaction of tho Pres
ident.
For compensation to Peter Parkor, as acting
Charge d'Afluirs at Canton, China, for two years
from tho twenty-fourth May, eighteen hundred and

linu, San Clemente, or San Salvador, Ban Nicolus,
and Stints Barbura, on tho coast of California, by
tho coast survey, according to such plan as may bo
dovised by tho Gonoral Land Offico, so that said
islands may bo readily disposed of under tho laws
oi the United States, and in establishing tho neces
sary corners along tho meanders with which to con
nect tho lines of the subdivisions under ibis appro

the Superintendent of the Const Survey shall re
turn to tho General Land Offico two complete cop

ted States shall absent himself from the Territory

than sixty days, bo shall not receive compensation

Sec. 8. And be it further eancted, That It shall
not be lawful for tho officer or person in charge ot
any bureau or offico in any of tho departments of
tho Government to print, or cause to bo printed, at
the public expense, any report ho may make to the
President ol tho Uniied States, or to tho head of

Sec.B. And be it further enacted, That the third
section of the act entitled “ An act making appro
priations for tho civil and diplomatic expenses of
Government for the year ending tho thirtieth ot

any monoyi shall havo remained unexpended upon
any appropriations by law, other than for the pay
ment of interest on tho funded debt, or tbe payment
of interest and reimbursement according to cun-
tract of any loan or loans mado on account of tho
Unitod States, as likewise monoys appropriated for
a purposo in respect to which a longer duration is
specially assigned by law, ior more than two yoars,
alter tho oxpiration of tho fiscal year in which the
act shall have been passed, all and any such appro

determined; and the moneys so unoxpended shall
