Diplomatic Correspondence between the U. States
and H&yti.
• We find in the N. Y. Poet copies of the correspondence
between the U. B. Government and hls Blackness the
Emperor Soulouque, in regard to the civil war be
tween Haytl and 8L Domingo. Tho correspondence was
called for by the Senate at the
now been published.
f It appears that Mr. R. M. Walsu was sent to Haytl by

structions to cooperate with the consuls at that place of
Franco and Great Britain In an effort to restore peace
between the empire of Haytl and tbo republic of 8L
Domingo, or at least, to prevail upon tbe Emperor Sou
louque to consent to a truce of ten years. The British
and French consuls were authorized by tbelr respective
Governments, afler consultation with our own, to threat
en Soulouque with a blockade of bis ports and with
forcible interyenUqu, in the event be refused to accom
modate the existing difficulties, while tbe American agent
was instructed, not to commit his Government to an in
terposition by force, but to menace tbe Emperor with
tbe Idea that we would acquiesce in the interference of
England and France.
• Mr. Whiter further authorized Sir. Walm lo In
form the black Emperor, that, should peace be reestab
lished between tho Haylians and Dominicans, tbe Gov
ernment of the United States would consent to receive
and recognise such commercial agents as might be sent
lo this country from Haytl, “ if not of Jtfricau extrac

up aB the black blood of the Island to the boiling point.
Tbe result oftbe negotiation was tbe the agreement on
