In tho last Milledgevillo Union, n proclamation,
from Gov. Cobb, which declares among othor
things, that tho Hon. David J. Bailey has been
eloctad to Congress from the third cotiRrcssionnl
district. Wo oxtract from an editorial in tho sumo
number of tho Union, tho following paragraph:
“Wo have at last got tho official returns from
each precinct in Harris county, which Gives Bai
ley, in Harris county, 385, and Trippo 680.—
Trippo’s majority in this county is only 235; which
elects Bailey in tho district by 5 majority. Tho
returns Irom Harris county woro not mado accord
ing to law, but tho Governor did not toiect them.
But whethor they woro oii*rcjectcd or ail received
docs not vary tho result, Bailey would bo olectod
in oitiior case."
Now, we deny that " Bailey would be elected in
cither case,” but let that go for tho present. Wo
desire tho Federal Union to answer us n few plain
questions. Did not tho original returns front Har
ris county elect Trippo by 31 majority- at least by
some majority l Did Gov. Cobb send theso returns
back to Harris county to bo corrected, it having
been alleged that tho voto at ono or moro precincts
was not included in tho consolidated returns! II sent
back, wore they corrected, and in what way. and by
whom 1 Did not Mr. Bailoy and bis friend Mr. Mc-
Cunoof Grittin, goto Harris to procuro allidavits
in regard to tbo vole of tho county, and did not Gov.
Cobb dispatch a letter to tho county on tho same
subject l Further—was Gov. Cobb’s proclamation
of Bailey’s election based upon tbo returns of tho
managers of tbo election, or upon tbo aj/idavils
procured by Messrs. Bailey and AlcCono I
Wo call tho attention of tho Federal Union to
these queries, and hopo it will answer them fully
and enndidlv. Wo hopo also, that our friends of
tho Southern Recorder will look into this matter,
and publish, if possible, tho official returns assent
lip by tho mnnngors themselves. Our object is to
ascertain whether Mr. Bailey was elected to Con
gress by tho peoplo of tho third district, or by Gov
Ex-Governor Brown, of Floridn, arrived in
this city last evening by tho Charleston boat, and
has taken rooms at tho Pulaski Houbo.

Episcopal Aitoint.ve.vts.—Tho Rev. Thomas
F. Scott, of Columbus, Ga., has been appointed
Episcopal Bishop of Oregon, and tho Rev. Dr.
Kip, of Albany, N. Y , Bishop of California. Dr.
Kip is tho author of sovoral works on religious
topics, and Mr. Scott is known in this State as one
of tho ablest divines and warmest friends of edu
cation that we have. _
Judges ov the Superior Court.—In accordanco
with tho provisions of tho act of tho lust Legisla
ture, Governor Cobb has issued his proclamation,
dated tho 22d inst., declaring W. 13. Fleming, W.
W. Holt, Garnett Andrews, James Jackson, Peter
E. Love, Robert V. Hardeman, James H. Starke,
E. II. Worrill and Turner II. Trippo, duly elected
Judges of tho Superior Court of their several Dis
tricts or Circuits for four years, or until tlioir suc
cessors arc elected and qualified. The proclama
tion also charges and requires the said Judges,
each and ail of them, within thirty days from tho
data of this Proclamation, to appear before two or
moro Justices of tho Inferior Court of tho county
in which they reside, and lake the usual oath in wri
ting, and further requires that tho .suvernl Clerks of
tbo Inferior Court of tho counties in which said
onth may lio tnken, to enter tho same on tho
minutes of Court and transmit a certified copy
tberoof under his hand and seal of office, if ihero
bo one, if not, uudur his own seal, as soon as may
be, to tho Governor.

Is not and cannot ho prosperous under her system
of slavery, and on the wine page argues that F.ng-
Innd and the North are built dependent upon the
prosperity Wijich he admits does exist at tho South,

and unproductive of tlip rernotost good to our slave*.
Neither England nor the North onn shako off their
dependence upon us and our institutions without
self-sacrifice, and we would console the Blackwood

pondent of the Charleston Courier says :
The Mississippi election is at baud, nnd it is said
that the administration lakes a deep iotere.-t in it;
and that Col. Jefl’erson Davis, tho Secretary of
War, is the Democratic candidate for the Dmted
States Senate, in opmsition to Gen. Foote. It
seems that there is a Union ticket, at the head of
Which Gen Foote’s name appears, and which is
decidedly opposed by tho administration.
Tho administration havo no intention of relin
quishing their policy ofharnmnizing the party by
menus of a coalition upon tho common ground of
the Baltimore platform. Those who do not choose
to como into that policy will bo ejected from olfico,
and from the parly. Orders havo already gone

York rebels—Collector Bronson nnd Mr. O'Con-

Hotel.—Tho Augusta Constitutionalist of yester
day says:
