Onr Cotutuou Schools.
We learn that a Teacher iu this city hus
received a letter from Governor JuNguia, in
which the Governor states his intention not
to take steps toward the inangnratiou of the
new Common-Schools system—provided for
bv the’ Legislature of 1866, announced to
take effect January 1, 1868—for the reason
that the Legislature evidently anticipated
tho session of another Legislature for the
perfection of the bill. No appropriation was
made ior the purpose, and the subject is
waived until the meeting of the next General
Assembly. Meanwhile, common schools
will remain under the auspices of the In
ferior Court.
Beginning of the Year.
The beginning of the year has been, and
still is quite varied among the nations of
the earth. The Jews began their ecclesi
astical year in March, but their civil year
began in what corresponds to a part of our
months of September and October, and the
Egyptians and Chaldeans also dated their
new year from the last mentioned period.
The Mahommetans begin their year when
the sun entors Eries, tho day on which
Dremscild, tho Persian monarch, made his
public entry into Persopolis, in honor of
which event the monarch changed the
beginning of their year from autumn to
March. The Turks and Arabs commence
their year in July, and the Abyssinians
theirs in March.
Tho commencement of the year among
modern Christian nations was at one time
assigned to the2sth of December, or Christ
mas ; at another to the 25th of March, or
Easter, in commemoration of the Resurroc
tion ; and finally to the first day of January.

Catarrh.
A clergyman, aged forty-two, hud long
suffered with Catarrh, which had not billy
been a source ot annoyance, but began to
excite uneasiness in regard to its effect
upon his general health. There was a
frequent and sometimes a profuse discharge
from the head, frequent sneezing, and an
almost entire loss oi smell. He procured a
box of Humphrey's Specific Catarrh Pills,
No. 19, and was entirely cured, even to a
return of his sense of smell, in the course of
a few weeks. f

Congressional.
Washington, January 6.—ln tire House,
Mr. Upson, of Michigan, introduced a reso
iution directing the Committee on Recon
struction to inquire into the expediency of
authorizing the several Constitutional Con
ventions, elected under the reconstruction
acts, in States lately iu rebellion, to appoint
all civil offices, whether State or County, in
said States, to act temporarily and until the
the State constitutions shall be adopted
therein and officers shall be diiosen and
qualified to fill said offices; and that, ior
this purpose, the said Conventions may re
move all civil officers now acting in said
States, etc.
Mr. Boutwell, of Massachusetts, moved
to amend the resolution, by adding to in
struct the Committee to inquire into the
expediency ol authorizing the General of
the Army to detail officers for service in
said States ; also, to inquire into the expe
diency of constituting said States eacli a
separate military district under command of
the General of the Army ; also, as to the
expediency of providing additional legisla
tion to secure the elective franchise to all;
and also to declare, by act of Congress, that
the provisional governments set up in those
States by order of the acting President aro
not republican forms of government.
Mr. Upson accepted the amendment.
Mr. Chandler, of New York, moved to
lay the whole subject on tbe table. Not
agreed to ; yeas 28, nays 06.
The resolutions were' then adopted.
Mr. Bldvidge offered a resolution of thanks
to Gen. Hancock, in accordance with recom
mendation in President’s message. Tabled
-85 to 28.
Mr. Washburne, of Wisconsin, offered a
resolution declaring that the House utterly
condemns the conduct of. Andrew Johnson,
acting President of the United States, for
his action in removing the gallant sol
dier, Gen. Sheridan, from command of tho
fifth military district; and that the thanks
of the House arc duo to Gen. Grant for his
letter, in August last, condemnatory of said
acting President for his removal of Secre
tary Stanton, as well as for the endorse
ment of Gen. Sheridan in relation to affairs
in the State of Texas—yeas 82, nays 23.
The bill making eight hours a day’s work>
passed.
In the Senate, Mr. Sumner introduced a
memorial from freedmen of Elizabeth City,
North Carolina, stating that land owners
were driving them from lands which their
industry had purchased, and asking redress.
The cotton-tax question came up, and
was postponed till to-morrow.
The anti contraction bill came up, but was
postponed, with the understanding that it
will be considered immediately after the
disposition of the cotton taxi.

Momtoomkht, January 6.—Gen. Swayno
has suspended 0. R. Hubbard, Clerk tis the
Circuit Court of this county. The following
reason is given for this suspension :
On Saturday a complaint was filed in the
office of the Clerk of the Circuit Court, by
John T. Morgan, attorney at law, for a
person named Frank Williams, who claimed
the sum of SIOO,OOO as damages for the
alleged false imprisonment of himself by
Major Swayne, at Selma, Dallas
The imprisonment took place daring last
year. On the filing of the complaint tlys
Clerk of said Court, Charles R. Hubbard,
£aq., issued a summons commanding the
Sheriff to summons Major Swayne to appear
at the next term of said Court, to answer
the complaint of said Williams. As it was
thought that General Swayne would leave
on Sunday morning, Mr. Hubbard directed
the Sheriff if General Swayne could not be
found at headquarters to go to his private
room and serve the process on him. The
Sheriff executed summons, and on
Monday morning Mr. Hubbard the
order suspending him from the further dis
charge of his duties.
Hancock’s Status.
New Orleans, January 5.*-Tbc following
“ General Orders No. 1,” has just been
issued from the *• Headquarters Fifth Mili
tary District
Applications have been made at those
headquarters, implying the existence of an
arbitrary authority in the commanding
General touching purely civil controversies.
One petitioner solicits this action—another
that, and each refers to some special con
sideration of grace or favor which he sup
poses to exist, and which should influence
this Department. The number of such
applications, and the waste of time they
involve, make it necessary to declare : that
the administration of civil justice appertains
to the regular couijs ; the rights of litigants
tlo not depend on views of the General-r
--they are to be adjudged and settled accord
ing to the laws. Arbitrary power, such as
he has been urged to assume, has no exist
ence here, it is not found in the laws of
Louisiana or Texas, it can not be derived
from any act or acts of Congress, it is re
strained by a constitution and prohibited
from action in many particulars.
The Major-General commanding takes
occasion to repeat, that while disclaiming
•judicial functions iii civil cases, he can
suffer no forcible resistance to tho execu
tion of processes of the Courts.

Private letters show that Katazzi was cog
nizant of and favored the Garibaldi Roman
movement.
Havana.
Havana, January s.—An attempt, wag
made to burn the storehouse of the San
Ciprean Company. The fire was discovered
in a room where the books and papers were
kept. The principal of the Company ran
away recently, supposed to be a defaulter.
Lersundi has called a Court-martial for
the trial of murderers, robbers and incen
diaries.

San Francisco. Jan. 6. —The Supreme
Court decides the law exempting certain
properties from taxation to be unconstitu
tional—thus adding two mil Hons annually
to the State Revenue,
Charles Waloott Brooks has been ap
pointed Japanese Consul here—the first
appointment of the kind.
The Bradley Affair.
Savannah, Jan. 6th.—A. A. Bradley, was
fried in the Mayor’s Court, this morning, and
convicted of riotous and disorderly conduct,
and disturbing the peace. Sentenced to pay
SIOO or ninety days imprisonment, and ten
days for gross contempt of court. Croat ex
citement among negroes.
Fired Into.
Charleston, January 5.—A passenger
train was fired into, last night, by negroes,
between Branchville and Columbia. No
body was hurt. To allay public apprehen
sion, Gen. Canby is called upon by the press
to rigidly prohibit the carrying of deadly
weapons by both blacks and whites.

been received that all tho business portion
of Indianola was destroyed by fire on tho
