Pasted al the Second Session of the Fortieth Congress. [Public-No. 3.] An Aot to prevent frauds in the collection of the tax on distilled spirits. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That from and after the passage of this act no distilled spirits shall be withdrawn or re moved from any warehouse for the purpose of transportation, redistillation, rectifica tion, change of package, exportation, or for any other purpose whatever, until the full tax for such spirits shall have been duly paid to the proper collector of tho dis trict. And all acts and parts of nets incon sistent with the provisions of this act be, and they are hereby, repealed. Approved, Jauuary 11, 1868. [Public Resolution — No. 3.] . A Resolution in relation to the erection of a jail in the District of Colnmbir. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior be, and here by is, directed and required to suspend for the period of forty days from the passage of this resolution all work upon tho jail to be erected in the District of Columbia, under tho act of Congress approved July twenty five, eighteen hundred and sixty six, and the amendment thereto, approved March second, eighteen hundred and sixty seven; and that the Treasurer of tho United States be directed to withhold for the period aforesaid the payment of any money appropriated for the erection of said jail. Approved, January 11,1868. [Public Resolution — No. 4 ] Joint Resolution in relation to tho sale of stock in the Dismal Swamp Canal Com pany. Resolved by the Senate and House of Representatives of the United States of America in Congress assembled That the Secretary of the Treasury be directed to adjourn the sale of eight hundred shares of the stock owned by the Uuited States in the Dismal Swamp Canal Company from the second day 'of January, eighteen hun dred and sixty eight, (to which day said sale now stands adjourned,) until Satur day, the eighth day of February, eighteen hundred and sixty eight, at eleven o'clock a. m. Approved, January 11,1868. S Public Resolution — No. 5.J ution for the appointment of Re gents of the Smithsonian Institution. Resolved by tho Senate and House of Representatives of the United States of America in Congress assembled, That the vacancies in the Board of Regents of the Smithsonian Institution of tho class “other than members of Congress ” be filled by the appointment of Theodore D, Woolsey of Connecticut, William B. Astor of New York, John Maclean of New Jersey, and Peter Parker, of the city of Washington. Approved, January 11, 1868. Notice. MAYOR’S OFFICE. J Acoosta, Ga-, January 9th, 1868. 5 Whereas, Certain partios have obstructed and interfered with the Street Railroad, by re moving from its tracks the India Rubber Springs connected therewith and placing obstructions therein, the following extract from tho Ordi nance authorizing the construction of tbo said Railroad ia published for general information, and will be strictly enforced : Sec. 2. Bs it further Ordained , That the cars and carriages of said Company, running cn said railways, turnouts and switches, and sidings, shall be entitled to the right of way over their said tracks, etc., and all teams and vehicles, and other obstructions, of whatever nature and kind, shall give tbe way to said railroad cars and coaches (except the fire apparatus of tho corporation in cases of fire) immediately upon notice from the car bell, or signal being given ; and any and all persons who shall obstruct said railroad cars and coaches, by driving in their way, at a slow pace, any teams or vehicles, or shall otherwise obstruct or interfere with said railroad and cars, shall, upon conviction, be subject to a fine, as damages accruing to said Company, of not less than three, nor moro than fifty dollars for every such offense; such fine to bo recovered beloro any Court of competent jurisdiction, any Justice of the Peace in the City of Augusta, or the Re corder of said City, but without any expense to the City. Proposals must be to carry tlio mail with “ce lerity, certainty, and security, using the terms of the law, and they must be guaranteed by two re sponsible persons, certified to as such by a 'Post master, or a Judge of a Court of Record. No pay \yill be made for trips not performed, and for each of such omissions not satisfactorily explained, three times tbo pay of the trip may bo deducted. For arrivals so far behind time as to break connection with depending mails, and not sufficiently excused, one-fourth of the compensa tion for tho trip is subject to forfeiture. Fines will be imposed, unless the delinquency be satis factorily explained, for neglecting to take the mail from or into a post office; for suffering it to be in jured, destroyed, robbed, or lost; and for refusing, after demand, to convey the mail as frequently as the contractor runs, or is concerned in running vehicles on the route. The -Postmaster General may annul tiie contract for disobeying the Post Ollico laws, or the instructions of the Department.
