“Musical Festivals” several times postponed,
ompelling purchasers of tickets to wait months
c or the distribution, has impaired public confidence
fn such affairs. The only fair system of distribu
tion is the old aud popular one of Sealed Tickets,
stating the prize, which will be delivered immedi
ately, on payment of the one dollar. That is the
plan of 11. BARTON & CO., at 599 Broadway,
the most attractive place of the kind now in oper
ation. They are doing the largest business, aud
deserve their success. Yon cap not draw a

for a good prize, as we know many that have boon

NOTES.
Proposals must be to carry the mail with “ce
lerity, certainty, and security, using the terms of
the law, and they must be guaranteed by two re
sponsible persons, certified to as such by a Post
master, or a Judge of a Court of Record.
No pay will be made for trips not performed,
and for each of such omissions not satisfactorily
explained, three times tho pay of the trip may be
deducted. For arrivals so far behind time as to
break connection with depending mails, and not
sufficiently excused, one-fourth of the compensa
tion for the trip is subject to forfeiture. Fines
will be imposed, unless the delinquency be satis
factorily explained, for neglecting to take the mail
from or into a post office ; for suffering it to be in
jured, destroyed, robbed, or lost; and for reiusiug,
after demand, to convey tile mail as frequently as
the contractor runs, or is concerned in running
vehicles on the route. The Postmaster General
may annnl the contract foi disobeying the Post
Office laws, or the instructions of the Department.
He may alter the schedule of departures and
arrivals, and ulbo order an increase of service by
allowing therefor a pro rata increase on the con
tract pay. He may also cnrtail or discontinue the
service m whole or iu part, at a pro rata decrease
of pay, allowing one month's extra compensation
on the amount of service dispensed with. Bids

of Georgia,’’ and sent by mail.
