the law, and they must be guaranteed by two re
sponsible persons, certified to as such by a Post
master, or a Judge of a Court of Record.
No pay will be made for trips not performed,
and for each of such omissions not satisfactorilv
explained, three times the pay of the trip may
deducted. For arrivals so tar behiud lime its to

sufficiently excused, one fourth of the couipetisa

will bei imposed, unless tlie delinquency be satis

He may alter the schedule of departures and
arrivals, and also order an increase of service by
allowing therefor a pro rata increase ou the con
tract pay. He may also cnrtail or discontinue Hie
service in whole or in part, at u pro rata decrease
of pay, allowing oue month's extra compensation
on the aiuonnt of service dispensed with. Bids
