Alexander H. Stephens said that tho South
always required a majority of the Judges of
the Supreme Court, although three-fourths
of all the business done in it came Irorn the
free States. He said they required this in
order (Aai the decisions upon Constitutional
questions might be in our favor. And they
always were in favor of the slave interest (
during the generation preceding the war.
They culminated in the Dred Scott decision.
That was in the old time. The Constitu
tion provides that Congress shall make
regulations lor the Supreme Court. The
movement to do so greatly disturbs the very
men who have always made the Supreme
Court a political machine.

State Constitutional Convention

The Convention to-day was wholly occu
pied in the consideration of the relief
question.
It had been moved yesterday to substitute
the report of the Minority Committee on
Relief, which merely proposed to petition
Congress for an equalization of the United
States Bankrupt Law, and a cheapening of
the proceedings in Bankruptcy, for the
Majority Report, which in effect repudiated
all debts made previous to June Ist, 1865.
This proposition brought up tho discussion
of the whole question.
Mr. Akermax concluded his remarks—
having the floor at the adjournment yester
day—and was followed by Mr. McCat, of
Sumter, in an excellent speech in favor of
relief. He did not advocate ihe wholesale
repudiation proposed by the Majority Re
port, but professed himself favorable to
such an extension of time to debtors as
would enable them to compromise with
creditors, or by industry and economy free
themselves from their burdens.
After the conclusion of his remarks, tho
majority report was laid on the table, and
Mr. Conley moved that the majority report
be recommitted,and that Mr. McCay and Mr.
Stanford be added (o the Committee, After
some disoussion, Mr. Conley's motion was
carried. The Committoe will probably be
ready to report to-morrow morning, when
the subject will be resumed.
The manner in which Mr. McCay's re
marks weie received, indicates that the
Convention are determined to adopt
some measure of relief, and the readiness
with which the majority report was sent
back to bo reconsidered by the Committee
proves that the measure reported was con
sidered too sweeping, and that the Conven
tion were in'favor of some more moderate
measure.
There is a great anxiety to get rid of
this perplexing question, and to resume
work upon the Constitution. It is not
improbable that the discussion may take
up a day or two more, but after it is closed
it is to be hoped the Convention may make
more speed in its appropriate work.
NEWS PAR AG RAMS.
—Mexico pays her President thirty thou
sand dollars, which is fire thousand dollars
more than the American President re
ceives.
—Minnesota has built one hundred and
sixteen miles of railroad daring the past
year, thus adding fifty per cent, to that
previously constructed.
—Louisiana planters are improving upon
the contract system by giving their labor
ers tickets each day, good for the day of
so many Hours as each may have worked,
lazy or industrious.
—A new system of telegraphing, claim
ing to obviate many of the defects of the
Morse system, was tried on the Western
Union Company's wires at Portland the
Osher day, and was reported to be-quite
successful.
—At Vicksburg, Mississippi, fires are
becoming so frequent that the insurance
companies are cancelling their policies.
The City Council has passed an ordinance
enrolling all able-bodied citizens in a body
to be known as a special city police, to
look after incendiaries and otherwise pre
serve order.
—A correspondent travelling in Utah
says that the waters of Great Salt Lake
rose last year three feet above their former
level, and are still slowly but surely r sing.
The lake drains an immense district, and
has no visible outlet. Perhaps the modern
Sodom will be submerged as was the old
one.
—The President, it is stated, on Wash
ington dispatches, has had a notification
sent to Mr. Hale, the Minister to Spain, that
his resignation will be accepted. Some
correspondence has ensued, but Mr. Hale
has not yet availed himself of the opportu
nity to resign. The President’s reasons for
wishing him to retire is not yet known.
—Railroad travelling, it is stated, is de
creasing more than usual at this season of
the year. Baggage cars, which are gener
ally packed with the trunks of passengers,
come through nearly empty, and the conduc
tors are having an easy time. It needs but
a few arguments like those of Angola to
convince people of the prudence of staying
at home.
—The World’s Mexican correspondence
gays that the “Legion of Honor,” consisting
of forty-five American soldiers, who accom
panied Juarez from the North to the Capitol,
bag been ordered to disband immediately
and go home. Nothing is said of paying
them their dues, and there will be difficulty
with them. They have been gharaefully
treated by the government to which they
have rendered such materiel services.
—Peter Force, ex mayor of Washington,
and known throughout the country as the
owner of the valuable library recently
purchased by Congress, died on Thursday
last, aged 78. The deceased was a native
of New Jersey, but had resided in Wash
ington since 1815. Ho occupied official
stations, and was the editor of the official
organ in John Quincy Adams adminis
tration.
—A bill has been introduced in the New
York Legislature providing it shall be
unlawful for one first cousin to engage or
agree to marry another first cousin of the
same consanguinity. Any person violating
the proposed law may be punished by fine
of not more than SI,OOO, or imprisonment
for not longer than one year, or both fine
and imprisonment
The semi-official French journal, La
PatrUy asserts editorially that Russia is the
only power not now in harmony with the
rest o» Europe, and adds that tho assur
ances or prolonged peace are singularly at
variance with the fact that every power in
Europe is arming as if for anticipated war.
It is said anew government loan for seven
hundred and fifty millions of francs is soon
to be put on the Frenoh market.
—Mr. John Charles Kean, the renowned
tragedian, died on Thursday, in London,
(n the fifty-seventh year of his age. De
ceased was the son of the great but erratio
genius, Edmund Keau, and was horn at
Waterford, England, on the 18th of Janu
ary, 1811. His first appearance on the
stage took place at Drury Lane Theatre,
October 1, 1821, as Norval, in Holmes’
tragedy of “Douglas." when he was but
seventeen years old. He made no decided
success until the year 1829, when he made
a most permanent hit as Sir Edward Mor
timer. In after years he paid several visits
to this country. Ho was generally recog
nized os the Forrest of the European
stage.
A Good Oi.d Man Gone to Rest. —Mr.
Thomas B. Pinson died at the residence of
his son in-law, in this city, on the 3d inst.,
aged seventy years and eight months. He
moved to Floyd from Oglethorpe county,
Ga., in 1846, and has since been respected
and beloved by all who knew him. He was
really one of the “salt of the earth”—in
all the relations of life being one of our
best citizens. —Rome Courier.
A Distressing Death. —Mr. J. I.
Teat, fer several yeari Tax Receiver of
Floyd county, and highly respected for his
many virtues, died in his cell at the Luna
tic Asylum, in Milledgeville, on the 2d
instant, of strangulation. He had shown
evidence ol insanity for several months,
but, if we are correctly informed, had been
in the Asylum but a few days. His be
reaved friends will receive the sympathy of
the citizens generally.

NOTES.
Proposals must he to carry the mail with “ce
lerity, certainty, and security,’using the terms of
the law, and they must be guaranteed by two re
sponsible persons, certified to as such by a Post
master, or a J udge of a Court of Record
No pay will be made for trips not performed,
and for each of such omissions not satisfactorily
explained, three times the pay of the trip may be
deducted. For arrivals so far behind time as to
break connection with depending mails, and not
sufficiently excused, one-fourth of the compensa
tion for the trip is subject to forfeiture. Fines
will be imposed, unless the delinquency be satis
factorily explained, for neglecting to take the mail
from or into a post office; for suffering it to be in
jured, destroyed, robbed, or lost; and for refusing,
after demand, to convey the mail as frequently as
the contractor runs, or is concerned in running
vehicles on the route. The Postmaster General
may annnl the contract for disobeying the Post
Office laws, or the instructions of the Department.
He may alter tho schedule of departures and
arrivals, and also order an increase of service by
allowing therefor a pro rata increase on the con
tract pay. He may also curtail or discontinue the
service m whole or in part, at a pro rata decrease
of pay, allowing one month’s extra compensation
on the amount of service dispensed with. Bids
should he addressed to the “Second Assistant Post
master General,” superscribed “Proposals, Sid e
of Georgia,” and sent by mail.

Capital Stock of this Company have been made
up to fifty-five per cent. Stock upon which this
amount has not been paid will be forfeited to tho

A further call is now made for twenty-five
per cent., payable on or before February 20tb,
186S, at which date eighty per cent, will be due,
and Stock forfeited, if not paid.

The ltoad is now in operation to Miiledge
ville, and is doing a large business. It is
