For > year past, we hare I wen constantly
Informed by our Conservative coteiupo
rariea, that “ straws show which way tho
wind blows," just as though we did not
know it, and then have had our attention
called to several of these straws. Most of
them were obscure country towns, usually
Republican on a local vote for supervisor,
or town officer, where, occasionally, tor
some family reason, a Democrat happened
to l>e elected, and in the choice no political
question was either considered or thought
of. We acknowledge to several larger
straws, alluded to by the gentleman who
held forth the other night at Masonic
Hall—such as New York, New Jersey and
Pennsylvania. These changes, unfor
tunately for the theories of our Demo
cratic friends, took place in purely local
elections, when no national question
entered into the canvass. Emboldened,
however, by two or three negative vic
tories ot this kind, our opponents are
beginning to count largely on the impend
ing Presidential election. Among others
of the States, Ohio is claimed to be doubt
ful, and with some assurance the local
defections in that State which produced
a change in the political complexion of its
legislature are offered in evidence. But
when we come to a square fight on the
great national issues of the day, and the
question is presented of the endorsement
of Congress and its policy of reconstruc
tion, the straws suddenly point the other
way.
Tuesday week, an election for mem
ber ot Congress was held to fill the va
cancy in the Eighth Ohio District, and
although the District was a close one,
giving more than a year ago only 247 Re
publican majority—since which time that
party is said to have been rapidly disinte
grating—John Beatty, the advocate of
equal political rights, and a staunch Repub
lican, comes out of the race with a majority
of a round thousand votes; and this, too,
after an unusually vigorous and thorough
campaign on the part of the Democracy
headed by their strongest man, Mr. Thur
man, U. S. Senator elect. The party re
garded the canvass as a most important
one. They had asserted that the vote of
Ohio last fall indicated a reaction against
the reconstruction and financial policies of
Congress ; that the people thereby rebuked
their representatives and demanded a
change. Here was a case that would de
cide the matter. A Congressman was to
be elected. The people would express
themselves directly on the question of re
buking Congress, as they did last fall. The
result is as shown above.
It may be unfortunate, perhaps, that
there will be no opportunity to test the di
rection of similar straws until the main
grand contest itself takes place; but when
it does, we have an abiding faith that we
shall find the entire straws of the country
showing the wind to be in the same direc
tion as this Ohio straw.

NARROW ESCAPE.
A letter from Maryland Heights to the
New York Herald , dated 29th June, 1863
(and which was republished in the Au
gusta Constitutionalist), contains the fol
lowing :
“About noon to-day, as Lieutenant Mar
tindale and eight men were returning from
their adventure, when only a short dis
tance from Kecdysville, they met General
Wright and Staff, of the Rebel army, all
of whom, except the General, they eap
tured and brought away. * * Gen.
Wright was the only one of the party that
escaped, and he has to thank the nimble
limbs of his racing mare for his present
safety.”
Why General Grant Should be
President. —The committee appointed by
the Central Grant Club of Missouri have
jnst published an address to the Republi
cans of that State, in which they give,
among other reasons, why General Grant
should be nominated by the Republican
National Convention for the Presidency,
that he is honest, and has proved himself
to be a patriot. He is a man of the people,
sprung from their ranks. lie is devoted to
their interests; is possessed -of those rare
qualities necessary in a Chief Magistrate
amidst the present political complications.
Because of his practical common sense,
unflinching determination of purpose. He
will practically enforce rigid economy in
every department of the government; be
cause his views on the question of recon
struction are in harmony with those of
Congress. He will mete" out equal and
exact justice, without reference to condi
tions of color or nationality. Because he
is magnanimous, and will administer the
government on the liberal progressive prin
ciples of the Republican party. Because
be can place our financial system on a solid
basis, and vitalize our commerce at home
and abroad. Because he will give weight
to our nationality among the nations. He
will settle the Alabama claims by moving
immediately upon the works of the enemy.
Because he will see our flag respected by
all nations, however powerful, and wherever
their rights may bo assailed or liberty
abridged, Because Gen. Grant is the first
choice of an overwhelming majority of the
American people for the next Chief Magis
trate of the nation.
—A new route is projected from the At
lantic to the Pacific, through British
America, of which 2,400 miles will he by
water, 1,265 miles by railroad already con
structed, leaving 646 miles of railway yet
to be built.

General Order No, 22.
Numerous applications having been made
to the Major General Commanding, relative
to the provisions and the execution of Gene
ral Ordci No. 49, series of 1867, from these
Headquarters, and being satisfied from re
ports and representations that, in some
instances, the operations of the Order have
proved embarrassing, and of an effect not
designed when it was issued—the intention
having been to prevent, by prompt and ener
getic action, the use of official patronage to
obstruct, hinder, and delay reconstruction
uuder the acts ot Congress—he, therefore,
directs that the aforesaid order Le modified
to read as follows :
I. The giving of all advertisements aud
other official publications heretofore, or
hereafter to be provided for by State, or
municipal laws, or ordinances, by the civil
officers, whose duty it is to cause such
publications to be made, is prohibited to
such uewspapers, aud such only, as at
tempt to obstruct in any manner the civil
officers, appointed by the military officers
in this District, in the discharge of their
duties, by threats of violence, of persecution
or other penalty as soon as the military
protection is withdrawn, for acts performed
in their official capacity.
11. If in any of the counties iu either of
the States in this District there be but one
newspaper published, civil officers, whose
duty it is to advertise in accordance with
law, are authorized to advertise in said
paper, regardless of the provisions of para
graph one of this Order.
111. All officers in this Military District,
whether military or civil, and all Boards of
Registration, and other persons in the
employment of the United States under
military jurisdiction, are directed to give
prompt attention to the enforcement of
this order. Opposition to reconstruction,
when conducted in a legitimate manner,
is not to bo considered an offence; but
will bo so considered when accompanied
by violent and incendiary articles, threat
‘eiiitig the preservation of the peace, or by
attempts to obstruct civil officers, as indi
cated it; paragraph lof this order. Should
any civil officer violate the provisions of
this order, the case will he promptly re
ported to these Headquarters.
IV. This order is not to he construed as
affecting advertisements being published
at the date of the order, or prior to its
receipt by the civil officer who is affected
thereby.

Subject of Relief was taken up as the un
finished business—Mr. Trammell’s substi
tute being the first in order.
Mr. Stanford having the floor, addressed
the Convention in opposition to the relief
proposed by the Majority of the Couimittee
on Relief.
Mr. Bryant offered the following as a
substitute for Mr. Bullock’s substitute :
Whereas, By the late disastrous war the
people of Georgia have lost over four hun
dred millions of dollars of taxable property,
also a vast depreciation of real estate, aud
the total loss of four years’ labor, thereby
throwing into hopeless confusion the equ'ta
ble relation of debtor and creditor ; and,
Whereas, The indebtedness ot the State
to her citizens has been repudiated, and
her most solemn contracts violated, and
sanctioned and sustained by her ablest
jurists, thereby leaving the people to bear as
best they can the increased burdens thus
imposed; and,
Whereas, The low price of cotton, the
scarcity of money, the unsettled condition
of the political affairs of the State, and the
derangement and inefficiency of labor,
render it impossible for the debtor to make
even partial payment; and
Whereas, To undertake to foree the pay
ment of indebtedness would only result in
bankruptcy and utter ruin to the great
masses, aud concentrating into the hands
of a few the little remaining from the ruth
less war; an
Whereas, All, or nearly all, the indebt
edness was based either directly or indi
rectly upon the property thus destroyed or
depreciated, while the amount of indebted
ness is held undiminished:
1. Therefore, we, the people of Georgia,
in Convention assembled, do solemnly or
dain, That until the first day of January,
JB7l, no court or ministerial officer of this
State shall have jurisdiction or authority to
enforce any judgment, execution, or decree
for money rendered or issued upon any con
tract or agreement made or entered into, or
for any tort or injury committed prior to the
first day oi May, 1860, or upon any contract
or agreement made in renewal of a debt ex
isting prior to the first day of May, 1865.
And on and after the first day of Janu
ary, 1871, 110 Court or ministerial officer
of this State shall have jurisdiction or au
thority to enforce such judgment, execution
or decree, except as follows, to-wit: On
and after the first day of January, 1871,
for one-fifth of the amount due thereon,
on and after the first day of January, 1872,
for one other fifth ; on and after the first
day of January, 1873, for one other fifth ;
on end after the first day of January, 1874,
for one other fifth ; and on and after the
first day of January, 1875, for the remain
ing fifth.
SECTION' .
Until the first day of January, 1871, no
court or ministerial officer of this State shall
have jurisdiction or authority to enforce any
judgment, execution or decree for money,
rendered or issued upon any contract or
agreement, made or entered into, or for
any tort or injury committed prior to the
first day of May, 18G5 ; or upon any contract
or agreement made in renewal of a debt ex
isting prior to the first day of May, 1865.
And on and after the first day of Jan
uary, 1871, no court or ministerial officer of
this State shall have jurisdiction orauthority
to enforce such judgment, execution, or
decree, except as follows : On aul after the
first day of January, 1871, for one-fifth of
the amount due thereon ; on and after the
first day of January, 1872, for one other
fifth ; on and after the first day of January,
1873, lor one other fifth ; on and after the
first duy ot January, 1874, for oue other
filth; and on and after the first day of
January, 1875, for the remaining fifth.
I. Where the debt is for property sold and
not more than one-fourth of the purchase
money has been paid, and the property still
exists in the hands of the debtor, who
reluses lo deliver it back to the vendor, or it
has been fraudulently disposed of by the
debtor to avoid judgment.
11. Where the debt grows out of a trust,
and the trust property is in the hands of the
trustee, or it bus been invested by him in
other specific effects of value, now in his
hands, or lias been fraudulently disposed of
by the trustco, who has reliable specific
assets arising from the disposition of the
trust property, which ho converts to his own
use.
111. Whore the debt is for property
which has been disposed of by tho dobtor,
who has tho specific proceeds thorcof in
bis possession, or has fraudulently disposed
of «aid proceeds to. defeat the collection of
the debt.
IV. In all suits against corporations, in
their corporate capacity, on bills, bonds,
notes, mortgages, deposit* and accounts,
and in all contracts vrith mechanics and
day laborers.
V. In all coses where a _ defendant is
about to remove, or is removing, himeelf or
his property beyond the limits of this
State.
VI. In all debts due to charitable or
literary institutions.
VII. In all other cases where the Legis
lature shall hereafter by a vote of two
thirds of tho members thereof, confer
jurisdiction on any Court, created by this
Constitution or by legislative enactment.
SECTION,
It shall bo in the power of two-thirds of
the General Assembly to assess and collect
upon all debts, judgments, or causes of
action, when due, founded on any contract
or wrong mode, implied or done before
the first of May, 1865. in the hands of any
one in his own right,or as trustee, agent,or
attorney of another, on or before the first of
January. 1868, a tax of not exceeding
twenty-five per cent., to be paid bj? the
creditor on pain of the forfeiture ot the
debt, bnt chargeable by him, as to one
half thereof, against the debtor, and col
lectable with the debt: Provided, that this
tax shall not be collected, if the debt or
cause of action be abandoned or settled
withont legal process, or if in judgment be
settled without levy and sale, and provided
further, this tax shall not he levied so long
as the Courts of this State shall not have
jurisdiction of such debts or causes of ac
tion,
2. That this ordinance be, and hereby is
adopted as a part of the Constitution of this
State, and the Judiciary Committee are
instructed to alter the several sections of
their report giving jurisdiction to the Courts
so as to fail to give jurisdiction in the cases
herein denied, and the Committee on Con
stitution and Revision distribute this ordi
nance to its proper place in the Constitution.
At the hour of 1 o’clock p. m., on its
being announced to tho Convention that the
National Hotel was on fire, the Convention
adjourned, Mr. Bigbee having the floor.
A Talent for Conversation. — A talent
for conversation has an extraordinary value
tor common, every day uses of life. Let any
one who has the gift enter into a social circle
anywhere. How every one’s face brightens
at his entrance. How soon he sets all the
little wheels in motion, encouraging the
timid, calling out unostentatiously the re
sources of the reserved and shy. subsidizing
the facile, and making everybody glad and
happy. To converse well is not to engross
the conversation. It is not to do all the
talking. It is not necessary to talk with
great brilliancy. A man may talk with such
a surpass'ng power and splendor as to awe
the rest of the company into silence, or ex
cite their envy, and so produce warmth and
sunshine. He should seek the art of making
others feel quite at home with him, so that
no matter how great may be his attainments
or reputation, or how small may he theirs,
they find it insensibly just as natural and
pleasant talking to him, as hearing him talk.
The talent for conversation, indeed, more
almost than anything else in life, requires
tact and discretion. It requires 011 cto have
most varied knowledge, and to have it at
instant and absolute disposal, so that he can
use just as much, or just as little, as the oc
casion demands. It requires the ability to
pass instantly and easily from tho playful to
the serious, from books to men, from the
mere phrases of courtesy to the expressions
of sentiment and passion.

call for a State Convention of the Republican
party, on the 19th day of February, be suspen
ded. Among other reasons, wo would call your
attention to the fact that tho Constitutional
Convention will not bare closed its labors by
that time, and, therefore, if said Republican
Convention desired to nominate State Officers,
it would not know what offices would be created.
We soar that tho party will not be fully repre
sented at that time. We, therefore, very respect
fully request you to suspend the call for said
Republican Convention.

To tho Stockholder of the Millcdycville, or
Macon and Augusta Railroad Cos :
Calls for payment on Subscriptions to the
Capital Stock of this Company have been made
up to fifty-five per cont. Stock upon which this
amount has not been paid will bo forfeited to tbe
Company.
A further call is now made for twenty-five
per cent., payable on or before Fobruary 20th,
1868, at which date eighty per cent, will be due,
and Stock forfeited, if not paid.
All Stockholders in arrears will at once cor
respond with tho Treasurer.
Tho Road is now in operation to Miilodgc
ville, and is doing a largo business. It is
believed that arrangements will be made by
which further calls will be avoided, if prompt pay
