TUESDAY MORNING February 11. 1808 opFICIAL Laws of Congress Pasted at the Second Session of the Fortieth Congress. | Pubiic — No. 4. | An Act to pruvido for the exemption of cot ton fiom internal tax- Be it Resoked by the Senate and House of Representatives of tho United States of America in Congress assembled. That all cotton grown in the United States after the year eighteen hundred and sixty seven shall be exempt from internal tax; and cotton imported from foreign countries on and after November first, eighteen hundred and sixty eight, shall be exempt from duty. Approved, February 3, 1868. [Public Resolution—No. B.| Joint Resolution to provide for a commis sion to examine and report on meters for distilled spirits. Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That a commission, to consist of five persons, to be appointed by the Secretary of the Treas ury, is hereby created, whose duty it shall be, in connection with the existing commis sion of the Academy of Science, to care fully examine all meters and mechanical contrivances or inventions that may be pre sented to them, intended to measure, test, and ascertain the productiveness of grain, or other articles prepared for distillation, or the actual quantity and strength of distilled spirits, subject to tax, produced therefrom, giving due notices of the times and places where such examination will be conducted; and that the commission shall meet and proceed to the performance of their duties, under the instructions of the Secretary of the Treasury, at the earliest practicable day, and shall report in detail to the said Secretary, and be communicated to Con gress, the result of their examination, with such recommendation as they may deem expedient and most to tho interest of the Government, on or before the first of March next. Sec. 2. And be it further resolved, That pending the action of said commission, and until their report be made and a meter shall be by law adopted, all work on the construction of meters, under the direction of the Treasury Department, be, and is hereby, suspended. And in the meantime no further contracts for meters shall bo made by the Secretary of the Treasury under the fifteenth section of the act en titled “An act to amend existing laws re lating to internal revenue, and for other purposes,” approved March second, eigh teen hundred and sixty seven. Sec. 3. And be it further resolved, That the Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not oi her wise ap propwated, the expenses incident to the carrying out of this joint resolution, and also a reasonable compensation for the services of such of the said commissioners as are now officers of the United States or members of the said academy. Approved, February 3, 1868. [Public Resolution —Ao. 9. j Joint Resolution providing for the sale of iron clads. Be it resolved by the Senate and House of Representatives of the United Stales of America in Congress assembled, That the Secretary of the Navy be, and he is hereby authorized to dispose of such iron clad ves sels, except those of the Dictator, Kalama zoo, Monaduock, and Passaic classes, as in his judgment pre not required by the inte rests of the service, at a price to be deter mined by appraisal, to be maee by a board of not less than five naval officers, two of whom shall be engineers ; and report shall be made to Congress, as fist as said vessels are sold, of the amounts realized trom such sales, and the parties to whom sold: Pro vided, That after such appraisal, public notice shall be given that proprsals will be received for thirty days for the purchase of said vesrels ; and that the highest price so proposed, being not less than the appraisal, shall be accepted, And provided further, That the proceeds of all such sales shall be paid into the treasury of the United States. Approved, February 3, 1808. [Public— No. 5.] An Act tc suspend further reduction of the currency. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That from and after the passage of this act the authority of the Secretary of the hreasury to make any reduction of the currency, by retiring or cancelling United States notes, shall be and is hereby, suspended; but nothing herein contained shall prevent the cancellation and destruction of mutilated United States notes and the replacing of the same %ith the same character and amount Schuyler Colfv.x, Speaker of the House of Representatives. Endorsed by the President : *• Received January 23, 1868.” [Note by the Department of State.— The foregoing act having been presented to the President of the United States for his approval, and not having been returned by him to the House of Congress in which it originated within the time prescribed by the Constitution of the United States, has become a law without his approval. | REPUBLICAN NATIONAL NOMI NATING CONVENTION. The undersigned, constituting the National Committee designated by the Convention held at Baltimore on the 7th of June, 1804, do appoint that a National Convention of the Union Republican party be held at tho cily of Chicago, 111-, on Wednesday, the 20th day of May next, at 12 o’clock m., for the purpose of nominating candidates for the offices of President and Vice President of the United States. Each State in the United States is authorized to be represented in said Convention by the number of delegates equal to twice the number of Senators anti Repre sentatives to which each State is entitled in the National Congress. We invite the cooperation of all citizens who rejoice that oar great civil war has happily terminated in the discomfiture of the rebellion ; who would hold fast the unity and integrity of the Republic, and maintain its paramount right to defend to the utmost its own existence, whether im periled by secret conspiracy or armed force •, of all friends of an economical ad ministration of tbo public expenditure, of the complete extirpation of the principles and policy of s'ovcry, and of tho speedy reorganization ol those States whoso Gov ernments were destroyed by tbe Rebellion, and their permanent restoration to their proper practical relations with tbe United States in accordance with the true princi ples of republican government. WINN, of the city of Atlanta, in the county of Fulton, showing that on the 18lh day of July, 1867, bo was adjudged a Bankrupt, by the order of said court, and more than six months hsve expired since tbo same, and praying that he be decreed by the court to have a full discharge from all his debts.
