Obligation.
The thanks of the friends of Colonel R, B.
Bcli.ock,the gallant standard-bearer of Resto
ration, are due to the distinguished editor
“east of the Ocouee,” who nominated Mr.
Reese at the Democratic anti-Union Con
vention, iu Macon, a day or two since. The
gentleman from Richmond has general-ly
been on the losing side, and this nomination
we have Reese-n to believe settles the

Pleasant Visit.
We passed three or four days, of the
past week, quite pleasantly in Atlanta—
the future capital of the Empire State of
the South—and were more than ever im
pressed with the conviction that the day is
not remotely distant when the “Gate City”
shall have become the'leading metropolis
of our favored sunny clime.
In common with the spirit of architec
tural improvement exhibited by the citr
zens of Atlanta, the United States Gov.
eminent is erecting, upon the locality
known as the Race Grounds, buildings for
the U. S. Barracks. The track, comprising
fifty acres, is enclosed with a high plank
fence, painted white, a mile in length, with
an ornamental gateway for vehicles or
pedestrians. The buildings will accommo
date a regiment—one thousand men; the
ten main barrack buildings, we allude to,
each adapted to the accommodation of one
hundred men. To every other one of these
buildings there is a mess room, containing
a kitchen for two companies, constructed
with the same view to comfort and dura
bility as are the main buildings—each
barrack having its laundry of four rooms,
twenty feet square, each room to accommo
date one laundress, generally the wife of
the Sergeant.
The officers' quarters are two story build
ings, eight rooms, eighteen by twenty feet.
Each field and staff officer has a separate
house, containing six rooms, with commodi
ous kitchen in the rear. There are five of
these buildings—one each for the Colonel
Lieutenant Colonel, Major, Surgeon, and
Chaplain.
In the Northern part of the grounds is an
immense hospital—the central portion of
which, containing rooms for the convenience
of the Surgeons, is two stories high. The
wards are in the two wings, each one hun
dred feet long; piazzas running entirely
around both wings, affording an admirable
promenade.
It it supposed that the completion of the
Barracks and grounds will cost nearly one
hundred and fifty thousand dollars. About
three hundred workmen are at present em.
ployed. The work is being performed under
the direction of Gen. Saxton and Lieutenant
Wray, who have displayed excellent judg"
ment in the selection of the locality, and in
the arrangemeut of the quarters.

Loan Atsoeiatiom* and the Home*
Head Bill.
The following is the Homestead Bill, as
finally passed by the Convention of this
State:
Section 1. Each head of a family, or
guardian, or trustee of a family or minor
children, shall be entitled toa homestead
of realty to the value of two thousand dol
lars in specie, and personal property to the
value of one thousand dollars in specie,
both to be valued at the time they are set
apart. And no court, or ministerial officer
in this .State, shall ever have jurisdiction
or authority to enforce any judgment, de
cree, or execution against said property so
set apart (including such improvements as
may be made thereon, from time to time)
excf.pt Jor taxes, money borrowed and ex
pended in the improvement of the homestead,
or for the purchase money of the same, and
for labor done thereon, or material furnished
therefor, or removal of encumbrances
thereon. And it shall be the duty of the
General Assembly, as early as practicable,
to provide, by law for tho setting apart and
valuation of said property, and to enact
laws for the full and complete protection
and security of the same to the sole use
and benefit of said families as aforesaid.

Washington Items.
Washington, March 14.—General Grant
decide* that the reconstruction laws do not
authorise Military Commanders to change
election days fixed by Conventions.
Florida Republicans here say that the
opposition to the Constitution in that State
is mainly confined to negroes.
General Grant roceived a dispatch from
General Thomas saying, in effect, that the
enemies of the present government of
Tennessee were organising for resistance to
the laws, and to get control of the State.
Grant replied, ordering Thomas to use all
the forces at his command to preserve peace,
and protect the Stato authorities in the
execution of laws, and to report if more
troops were needed.
Persons conversant with the Senatorial
feeling say that the real danger to the Presi
dent has narrowed down to the fact of ap
pointing Thomas Secretary of War ad
interim .
Butlor’s charges stand no chance, and the
illegality of Stanton’s removal is doubted by
many Senators.
Joseph H. Bradley has filed a petition
for a mandamus, to compel the District
Supremo Court to restore him to the Bar.
Secretary Browning divides his attention
between the Interior Department and the
Attorney General’s office.

Revenue to day, $314,000 ; for the week.
$2,500,000 ; for the year $137,500,000.
No session of the Senate to day. The
House devoted its time to speeches.
The Erie Bonds.
New York, March 14. —Gen. Devin was
arrested, but released on a nominal bail.
Drew, Eldridge, and Otis, officers of the
Erie Road, are said to be in Jersey City, with
the books and funds of the Company, safe
from injunctions and legal proceedings in

nominated Colonel Thomas S. Ashe, of

TO THE TAX PAYERS OF RICHMOND
County. In compliance with instructions
received from the Comptroller General of the
State of Georgia, I shall commonce on the 9th
day of March instant to collect a Tax of one
tenth of ono per cent, on the digest of this
County for tho year 1867. The levy of this Tax
is provided for by an ordinance of the State
Convention ; and said ordinance further provides
that twonty days after the date of this notice it
shall bo tho duty of tho Collector to issue
execution, with the addition of fifty per centum
and all costs of lovy and sale.
My instructions are imperative, and I must
enforce tho same rule against Tax-payers.

NEW ADVERTISEMENTS.
AN ORDINANCE.
An Ordinanoo, to authorise the establishment of
Green Groceries in this City.
Be it Ordained by the City Council of Augusta,
and it is hereby Ordained by the authority of the
same, That from and after tho passage of this
Ordinanoo, any person offering to establish a
Green Grocery in this City, shall apply in writ
ing to the City Council for a License, stating the
place were he or she intend oarrying on said
Urecn Grocery, and accompanying the applica
tion with a certificated two or more citizens of
the neighborhood in Which said Green Grocery
is to be carried on, recommending the applicant
as a fit person to he entrustod with such license,
Provided, however, that no one shall sign more
than one certificate, and that no such certificate
shall bo signed by any person possessed of, or
applying for, a license.
Before opening such Green Grocery the appli
cant shall take out a License, for which he or she
shall pay into the City Treasury the sum of three
hundred dollars, which License shall be good for
one year only, but may be renewed from year to
year, at the same price, in tho discretion of the
City Council. All licenses shall be, and continue
in force, until the first day of October next after
tho sumo are granted. Tho Mayor may grant
Licences at pro rata price for the unexpired por
tion of the year, counting in all eases that part
of the quarter in which said License is granted
as a whole quarter, and no such License shall be
granted for a less time than the unexpired por
tion of the year.
On obtaining such License the Gieen Grocer
shall be aulhorizod. to sell in the placo for which
he is licensed, fresh meat and vegetables and
such other articles and things as are usually
sold in tho markets of this city.
It shall be the duty of all Green Grocers to
exhibit tho ears of such animals as they offer for
sale, to tho Clerk of the Market, and to givo a
description of the marks, brands, and color of
the animal so killed, and of whom obtained, and
when thcro is no ear mark, tho hide shall be
brought with the oars on it, and on failure there
of they shall pay a fine not exceeding fifty dol
lars ; aud all such returns shall be entered by
the Clerk of the Market on reoord, free of ex
pense, in a book to be kept by him for that pur
pose, which shall, at all times, be subject to the
examination of any person desiring tho same,
said Clerk being paid twelve and a half cents for
each examination, and fifty cents fer each certi
ficate.
And be it further Ordained, That any person
offending against this Ordinance, shall he fined
in a sum not exceeding five dollars per day for
every day such offence is committed.
And be it further Ordained, That All Or
dinances and parts of Ordinances militating
against this Ordinanoo be, and the same are
hereby, repealed.

An Ordinance, confirming the contract of a lease
for thirty years, made between the Augusta A
Summcrvillo, and the South Carolina Railroad
Companies.
lie it Ordained by the City Council of Augusta,
and it is hereby Ordained by the authority of the
same, That tho Augusta A Summerville Railroad
Company bo, and they are hereby authorized to
contract with the South Carolina Railroad Com
pany for the use, by the Summerville A Augusta
Railroad Company, in acconianco with the terms
of thoir charter, and of tho Ordinance of tnc
City Council of Augusta, now of force, amonda
tory of said charter, of the track belonging to
tho South Carolina Railroad Company, extend
ing from Reynolds street to the depot of the
Georgia Railroad Company, upon such forms
and stipulations as the said Summerville A
Augusta, and South Carolina Railroad Compa
nies may agreo upon, with powor and authority
to the said Companies, from time to time, to
alter or modify tho terms of their contract.
And be it further Ordained, That the authority
herein granted shall not bo construed to impair
any right, privilege, or power now vested iff
either of said Companies.
And be it further Ordained, That all Ordi
nances and parts of Ordinances militating against
this Ordinance bo, and tho same are hereby, re
pealed.

AN ORDINANCE.
An Ordinance to amend the Thirty Second Sec
tion of the General Ordinance,
Be it ordained by the City Council of Augusta ,
and it is hereby ordained by authority of the
same, That the Thirty Second Section of the
General Ordinance is hereby amended to read as
follows ;No per,fon shall fly a kite or play town
or foot ball in any settled part of the City, nor
within fifty yards of any road leading to the
City, within its corporate limits, except within
she Parade Ground. It Bhall be the duty of the
Chief of Police, and all officers under his control,
to destroy all kites, balls, and paddles in the City
used contrary to this section. No person shall
shoot with bow and arrows, or arrows from a bow
or bows, or throw or shoot missiles of any de
scription from slings, spring guns, or instru
ments of any kind in any street, lane, or alley,
within the corporate limits of the City of
Augusta. Every person violating this section
shall bo fined in a sum not exceeding ten dollars
for each and every offence.
And be it further ordained, That all Ordinances
and parts of Ordinances millitat ing against this
Ordinance be, and tho samo are horeby repealed.
Done in Council this, tho 13th day of March,
1868.
