Ortaieiim Reviving.
Prince of Orange Lodgo, No. 339 of the
Qrand Protestant Association of Loyal
Qrangemen of America, held their regular
•emi-monthly meeting lash week, at their
todge Hoorn, in New York. This body,
tlie first JtTthe United Btides, has been
organised bet Httle over fbor months, and
already numbers upward of 140 members,
and is rapidly increasing. Applications
have already been received for the organi
sation of four or five now lodges in different
parts Os the country, and preparations are
now making for the organisation of
“Curran True Grays Lodge," in Twenty
ninth street, near Eighth avenue. The
obligation of the Order compels first,
supreme love and duty to Qod; second,
the maintenance and defense of the
Protestant religion, under any and all
circumstances; third,l» faithful and un
swerving loyalty to the Constitution of the
United States. The present Lodge holds
its authority from the Grand Lodge of Great
Britain ; but a messenger has already been
dispatched to obtain the necessary authority
and documents to organize the Grand
Lodge of America, under whoso sanction
all future Lodges in the United States will
be organized.

Gold buying $1.40, selling $1.12. Silver
$1.30 selling $1.33.
COTTON.—The market during the ferenoon
was dull and inactive, but few sales transpiring;
but an receipt of noon dikpatohes the market
enlivened, and prices stiffened. We quote Now
Ybrk Middlings firm at 24ja25e.
CORN.- —The stock is limited, while demand
is fair and improving. We quote Primo Tennes
see White, $1.23a1.20c at depot.
WHEAT—Is very scarce, and is in great de
mand. Rods meet quick sales at $2.85a2.90 ;
Whites bring $3.10a3.15.
BACON.—Tho market has boon flat, as usual,
the demand is trifling and prices weak and so
irregular that we forbear giving quotations.

AN ORDINANCE.
An Ordinance, to authorize the establishment of
Green Groceries in this City.
Beit Ordained by the City Council of Augusta,
and it is hereby Ordained by the authority of the
same, That from and after the passage of this
Ordinance, any person offering to establish a
Green Grocery in this City, shall apply in writ
ing to the City Council for a License, stating the
place were ho or sho intend carrying on said
Green Grocery, and accompanying the applica
tion with a certificate ot two or more citizens of
the neighborhood in which said Green Grocery
is to be carried on, recominonding the applicant
as a fit person to be entrusted with such license,
Provided, however, that no one shall sign more
than one certificate, and that no such certificate
shall be signod by any person possessed of, or
applying for, a license.
Before opening such Green Grocery the appli
cant shall take out a License, for which bo or she
shall pay into the City Troasury the sum of three
hundred dollars, which Liconso shall be good for
#ne year only, but may be renewed from year to
year, at the same price, in the discretion of the
City Council. Allliccnses shall ho, and continue
in force, until the first day of October next after
the same are granted. The Mayor may grant
Licences at pro rata price for the nnexpired por
tion of tho year, counting in all cases that part
of tho quarter in which said License is granted
as a whole quarter, and no such License shall be
granted for a less time than the unexpired por
tion of the year.
On obtaining such License the Gieen Grocer
shall be authorized to sell iu tho placo for which
he is licensed, fresh meat and vegetables and
such other articles and things as aro usually
sold in the markets of this city.
It shall be tho duty of all Green Grocers to
exhibit the cars of such animals as they .offer for
sale, to the Clerk of the Market, and to give a
description of the marks, brands, and color of
the animal So killed, and of whom obtainod, and
when there is no ear mark, the hide shall be
brought with tho ears on it, and on failure there
of they shall pay a fino not exceeding fifty dol
lars ; aud all such returns shall he entered by
tho Clerk of the Market on record, freo of ex
pense, in a book to be kept by him for that pur
pose, which shall, at all times, he subject to the
examination of any person desiring tho same,
said Clerk being paid twelve and a half cents for
each examination, and fifty cents for each certi
ficate.
And be it further Ordained, That any person
offemling against this Ordinance, shall ho fined
in a sum not exceeding five dollars per day for
every day such offence is committed.
And be it further Ordained, That All Or
dinances and parts of Ordinances militating
against this Ordinance be, and tho same are
hereby, repealed.

AN ORDINANCE.
An Ordinance to amend tho Thirty Second Sec
tion of the General Ordinance,
Be it ordained by the City Council of Augusta,
and it is hereby ordained by authority of the
same, That Hie Thirty Second Section of the
a nova] Ordinance is hereby amundid to rend as
loss; Ho person shall fly a kite or May town
or foot ball in any settled part of tb« City, nor
within fifty yards of any road leading to the
City, within its corporate limits, except Within
sho Parade Ground. It shall be the duty of the
Chief of Police, and all officers under his control,
to destroy all kites, balls, und paddles in the City
used contrary to this section. No person shall
shoot with bow and arrows, or arrows from a bow
or bows, or throw or shoot missiles of any de
scription froip slings, spring guns; or instru
ments of any’kind in any street, lauc, or alley
within tho corporate limits of tho City of
Augusta. Every person violating this section
•hall be fined in a sunt not exceeding ten dollars
for each and every offence.
And be it further ordained, That all Ordinances
anil parts of Ordinances millitating against this
‘Ordinance bo, and the same are hereby repealed,

CONVENTIONS
NORTH CAROLINA.
Raleigh, March 17.—The Conatitutiqual
Convention adjourned to day.
The closing scenes last night and to day
were very discreditable. After the ceremouy
of signing the Constitution was gone through
with—the Conservatives having relnsed to
sign _il, retired from the hall—the Capitol
bell was ordered to be rung in honor of the
event ; the floor was cleared, aud the black
and white Radicals joined hands, forming
a circle, and commenced a sort of corn
field dance, singing such songs as “Old John
Brown’s soul is marching on,” and “Hang
Jeff. Davis on a sour apple tree.” While
this latter song was being suii2, a young
rebel looking on shouted, “Thrco cheers for
Jeff. Davis,” which were given with a will
by a few in thtf lobby and gallery. This
occasioned a momentary jar, but the Con
vention hilarity went on till it was exhausted.
To day, after passing several unimport
ant ordinances, and as the hour of adjourti
rnent had not arrived, ootsiders were called
on for a speech. Among them was one
General Littlefield, connected with the Wall
street brokers of New York, and who, it i3
understood, had quite a hand in manipulat
ing the financial schemes of the Convention.
He, among others, made quite a glorifica
tion speech at the Convention, and dosed
by calling upon tho body to aid him in
singing “Old John Brown’s Soul is March
ing Home,'' which was done. Ollier
speeches and songs were given of the same
character, and the exhibition closed at
tyrelve'o’clock m., subject to the call of the
President.
SOUTH CAROLINA.
Charleston, March 17.—The Conven
tion adjourned sine die, noon to day. The
Constitution contains fifteen articles, two
hundred and thirteen sections. No proceed
ings except complimentary resolutions,
and speeches of enthusiasm among the dele
gates.
MISSISSIPPI.
Jackson, March 16.—The Convention
adopted the report on Education ou a final
reading.
Washington Items.
Washixoion, March 17.—The President
endorsed the Grant and Thomas Tennessee
correspondence—that the State authorities
having made no Constitutional application)
the Federal interference is unauthorized.
Klnxlux Klan, which produced such a
scare, is a Son of Malta under anew name.
The second Mayoralty contest in Port
land, Maine, resulted in no choice: Repub
lican, 2,694: independent, 267 ; Democrat,
2,573.
Alexander H. Stephens departed for
Crawfordsfordville, Ga., to day.
John Hancock has been nominated for
Collector of Internal Revenue at Now
Orleans.
General Hancock’s visit has no general
political significance. The President merely
desires to consult him personally regarding
the possibility of relieving him from his
present post.
Commander Biddle's sword, valued at
SIO,OOO, has been stolen from the Patent
Office.
Revenue to day, $362,000.
It has transpired that Stevens ail along
has opposed Alabama's admission under the
recent election, and that he is struggling for
suffrage only restricted by conviction of
crime.
The Supreme Court has granted leave to
file anew Georgia bill, notwithstanding Car
penter’s objection that Jenkins was not
Governor.
Congressional-
Washington, March 17 .—House. —
Jenckes, chairman of the Reconstruction
Committee, denounces Van Wyck’s recent
whiskey fraud report as unauthorized and
the work of an individual member of the
committee, made without the consent,
knowledge or approval of the other mem
bers.
The Secretary of thq Treasury asked
how frauds are prevented and detected
in printing bonds.
Wilson desired to make an explanation
regarding clandestine judiciary amend
ments. Wood objected, unless Democrats
were allowed to reply.
A bill removing the political disabilities
was resumed. Bingham amended to relieve
from disabilities imposed by both the Con
stitution and laws. Amendments inserting
Gilmer’s name was withdrawn, amendments
adding other names to an original list was
rejected. Miller said Longstreet’s name
should be omitted. Bingham said “oh no.”
A dozen suggestions were offered. Bing
ham begged them not to load the bill ; W-
W. Holden would be the next Governor of
North Carolina, and couldn’t act unless the
bill passed.
Logan questioned Gov. Orr’s evidence of
loyalty.
Bingham said Prr had made an encour
aging speech to the South Carolina Con
vention.
Logan wanted to know about Orr’s Phila
delphia speech.
Bingham declined going into particulars,
but thought a man who had influence
enough to beat Wade Hampton ought to be
encouraged to rise—that influence being in
favor of the reconstruction laws.
Schenck proposed a month’s postpone
ment to obtain facts.
Boutwell favored taking the resfionsi--
bility.
Farnsworth repeated .what ’Sickles said
of Orr, adding that Orr’s course at Phila
delphia was no worse than Raymond’s, and
Raymond’s was afterward admitted to be a
Radical caucus.
Logan denounced ’Governor Brown, of
Goorgia, as a mero politician.
Kelley said Governor Brown worked
zealously and ought to be forgiven.
Mullins wanted to know how long Adam
had to lie out before God gavo him a
chance, by the birth of u Saviour, to repent,
(Laughter).
Farnsworth intimated that some plan
must b« (Revised to relieve the white men,
otherwise there would be two parties South
based on oolor, when the black mao’s party
would go tp dust The bill was recom
mitted.
The Bureau continuation bill was again
postponed.
Alabama’s admission was resumed.
Stevens said: “After a lull examination
of the returns, lam satisfied to force a vole
on this bill and admit the State against Our
own law, While there is a difference of twenty
odd thousand against it, would not be doing
such justice in legislation as would be ex
pected by the people. That being the case,
I move that the bill be recommitted.”
Carried.
The South Carolina Constitutional Con
vention protests against the repeal of the
tariff on rice. Adjourned.
Senate. —Numerous important petitions
and memorials. Edmunds characterized
Van Wick’s whiskey repeal as unauthorized.
A bill changing the time of holding Dis
trict and Circuit Courts in Tennessee.
Passed.
The tax hill resumed. The amendment
adopted leaves the tax on wholesale dealers
of one half of one per cent, on amounts
over ten thousand. Other amendments
proposed. Adjourned.
Cable Telegrams.
London, March 17. —Recent develop
ments lead to the belief that the Fenians in
Ireland, England and Scotland are tamper
ing with the regular soldiers. There is
evidence of alarming disaffection in some
Irish regiments.
In the House of Commons Maguiro’s
resolution relative to Irish reforms was
resumed. Disraeli opposed the resolution
and Maguire withdrew them.

Montgomery, March 16.—Major General
Meade and staff are in this city, and will
remain two or three days. It is understood
that he is here ou business iu connection
with the political condition of Alabama.
Disasters.
Cincinnati, March 17.—A train from
Indianapolis, ou the Cincinnati Road, was
blown off the track and wrecked, all aboard
injured—none seriously.
Chicago, March 17.—During the storm
a frame dwelling was demolished, and oue
woman killed.

An Ordinance, confirming the contract of a lease
for thirty years, made between the Augusta A
Summerville, and the South Carolina Railroad
Companies.
Be it Ordained by the City Council of Augusta,
and it is hereby Ordained by the authority of the
same, That the Augusta A Summerville Railroad
Company ho, and they aro hereby authorized to
contract with tho South Carolina Railroad Com
pany for tho use, by tho Summerville A Augusta
Railroad Company, in accordance with the terms
of their charter, and of the Ordinanoe of tne
City Counoil of Augusta, now of force, amenda
tory of said charter, of the track belonging to
tho South Carolina Railroad Company, extend
ing from Reynolds street to tho depot of the
Georgia Railroad Company, upon such terms
and stipulations as tho said Summerville A
Augusta, and South Carolina Railroad Compa
nies may agree upon, with powor and authority
to the said Companies, from time to time, to
altor or modify the termi of their contract.
Ami be it further Ordained, That the authority
herein granted shall not be construed to impair
any right, privilege, or power now vested iu
eitbor of said Companies.
And be it further Ordained, That all Ordi-.
nances and parts of Ordinances militating against
