Mark Twain, writing to the AUa from
Odessa, Russia, Aug. 2*2d, says : If there is
one thing that i> really cheerful in the world,
it.is cheerfulness. I have noticed that whea
a »an is right down cheerful, be is seldom
unhappy for thp tiai* being. Such is the
nature of man.J [Ntiw I have often thought
t&t our stylo of bathing was rather reserved
than otherwise, and lacked many elements
of cheerfulness. But jrou cannot say that ot
the Russian style. I watched a party of
them at it this afternoon in the harbor, and
it is really nice. The men and women, and
the bovs and girls all go in together, along
about noon, and the men don’t wear anv
thing at all, the boys don’t, the little girls
don’t, and the young women and the old
women usually wear a single white thin
garment with ruffles around the top of it
and short sleeves fwhich I have forgotten
the name of), but this would be n very good
apology for a bathing dress, if it would only
stay down. But it won’t do it.
It will float up around their necks in the
most scandulous way, and the water is clear,
and yet they don’t seem to know enough to
kick up the mud on the bottom. I never
was so outraged in my life. At least a hun
dred times in the seven hours I stayed there,
l would just hava got up and gone away
from there disgusted, if I had had any place
to go to. Several times I had a mind to go
anyhow.
Why, those young ladies thought no more
of turning somersaults, when I was not look
ing, than nothing in the world. Incensed
as I was, I was compelled to look, most of
the time, during this exhibition, because it
forced them to make a show of modesty, at
least. Yet it wouldn’t. even have accom
plished that, if they hadn’t been so fond of
show naturally.
Well, you can’t conceive of it. It was
awful. But sometimes ray outraged feeliugs
were crowded down by my fears for the
safety ot the girls. They were so reckless.
One splendid looking young woman went
in with nothing on but a shawl, and she kept
it wrapped around her so that I was afraid
all the time that she would entangle her
feet in its long fringes and drown herself.
My solicitude became go unbearable at last
that I went and signiftal to her that if she
wanted to take off her shawl I would hold it
for her. But she only kicked up her heels
and dived out of sight. I just took her to
be one of your high-flyer, mock modest kind,
and left her to her fate. But she was the
handsomest girl in the party, and it was a
pity .|o see her endangering her -life in that
1 said to Brown: “It makes my heart
bleed to look upon this unhallowed scene.”
“We had better go, then,” he said. “If
you stay here seven hours longer you might
bleed to death.” (
So we went away. But it was a marvel
lously cheerful bathing.
A model Correspondent.
A publisher of a paper made arrange
ments with a man to furnish him "with news
items from that locality. The result of the
arrangement was as follows, and was rather
startling to the editor:
There is not much noos around here yit,
but there is a littul. A man had his hed cut
in a file last nite, the doctor says if ho don’t
git well afore mornin, that he will hev to die,
sartin, he leave one small wife and a family.
Another man is sick, and I-guess he has got
the morbns, but sum people feay his wife has
pizoned him, the Doctor leant tell yit, but
when he dies they are going to hold a post
mortar over him. Another man’s hoss dide
last nite. tie could eat more than any 6
kattul round, and since he dide oats hev gone
down 2 cents on a bushel. This is all the
noos here now. Don’t forgit to send a papur.

Gold buying $1.40, selling $1.42. Silver buying
$1.30 selling $1.33.
COTTON.—The markot is firm, with bat
light offering stocks—holders demanding 24}c
for prime New York Middlings, whilst buyers
refuse to give moro than 24c. We leave the
market at its close at this juncture, buyers de
clining to accede to holders’ views.
CORN.—The stock is limited, while demand
is fair and improving. Wo quote Prime Tennes
see White, $1.23a1.25c from depot.
WHEAT—Is very scarce, and is in great de
mand. Reds aro moro sought after and com
mand $2.85a2.90 ; Whites bring $3.10a3.15.
BACON.—The demand for this article sooms
to have died off as fast as it increased before,
and transactions in bulk meats aro very limited.

THE CONVENTIONS.
VIRGINIA.
Richmond, March 18. —The Conveotiou
adopted an ordinance levying a tax of three
cents in ono hundred dollais on real estate
ajrd personal property, and to be collected
by Sheriffs, to pay the expenies]o( the Con
vention.
A proposition to petition Congress for the
money was voted down.
General Schofield issued an order ex
plaining that his order suspending sales
under deeds of trust does not apply to debts
contracted after April, 1865, nor since date
of the order.
Congressional.
Washington, March 18.—A bill declaring
provisions of the Btate Constitutions, making
political distinctions on account of color
void, was discussed at great length. Stevens
proposed to substitute a bill giving suffrage
to every male born or naturalized in the
United States, and forbidding distinctions
of any kind.on any account, eicept crime
at common law. It was supported by a
long speech. The bills and substitutes were
referred to tfie Judiciary Committee.
Farnsworth, from the Reconstruction
Committee, reported a bill admitting Ala
bama to representation.
The bill was somewhat similar to tho
one recommitted yesterday^)
Farnsworth notified the House that he
would ask for tho vote to morrow. Ad
journed.
Senate. —The tax bill was discussed. No
other important action.
Washington Items.
Washington, March 18.—It is stated
that the impeachment managers arc ex
amining the President’s witnesses with a
view of shortening the trial, by admitting
any points he may desire and bo able to
prove.
The McArdle's opinion, it is said, ii
prepared—Miller and Swayne dissenting.
The opinion, it is said, will be strongly
adverse to the Constitutionality of tho Re
construction Acts, but it is doubtful whether
it will be promulgated before the bill
forbidding it becomes a law. Judgment
can not be rendered after tho act removing
jurisdiction becomes a law. See Chism vs.
the State of Georgia.
The Consul at Belize, Honduras, reports
to the State Department that the cholera has
ceased.
The President was engaged to day with
his counsel; few visitors admitted.
Brownlow telegraphs that he don’t want
Federal assistance.
Revenue to day, $247,000.
Considerable opposition to paying for
Alaska was developed to day in the House
Committee on Foreign Affairs.
McCulloch denies locking up greenbacks
or purchasing seven-thirties.
The Attorney General protests against the
reduction of appropriations for that depart
ment.
l’ho Alabama Legislature is to meet thirty
days after tho passage ot the new act. The
second section of the old bill is omitted in
the new one.
Nomina‘ion for Governor.
Ralkigii, March 18.—Hon. Thos. Ash of
Anson county accepts the nomination for
Governor by the Conservatives of this State.
Our telegram yesterday stated that Geu.
Littlefield was connected with the Wall
street brokers of New York. This was
common rumor. It is understood that he
denies it. He seems to be connected with
the campaign in this State on the Radical
side—being advertised to speak at several
places.
Members of the Convention have all left.

lyzed for four years. Four months of that time I
was not able to make a step, or even so much as
move one of my toes on either foot, and was en
tirely destitute of feeling in my legs.
I was examined by forty eight Confederate
Army Snrgeons, all pronouncing me incurable—
having Curvature of the Spine, which produced
paralysis. I commenced taking treatment of Pro
fessor Roberts, Marcli 4th, 1868, and now, after
taking nine treatments, by Animal Magnetism, I
feel like a “new creature \" I can now stand up,
and walk any desired distance, without crutches
or canes, which was utterly impossible for more

I have been a hopeless invalid for the weary
space of ten or twelve years, laboring under a
combination of dreadful diseases which have long
since been pronounced incurable. I had of lute
grown rapidly worse, until three days since I was
Drought to this city on a bed, being entirely unable
to sit up, for the purpose of consulting the fitr
famed Prof. Roberts. After the first treatment,
whicii was only a few minutes, I was free of fttt
pain and able to walk anywhere, and to-day I feel
so well aud strong I can scarcely realize that I
am the same being who was so feeble and sutler,
lng so much three days since. I can never express
my heartfelt gratitude to the man whose wonder
ful skill lias thus relieved me of so much inexpres
sible suffering. -May God bless the Doctor
wherever he goes, is my humble prayer.

twenty-five years. During this age of torture it
has been removed twice by painful surgical opera
tions, which only seemed to aggravate its growth.
When Dr. Roberts came to Atlanta I took treat
ment by Animal Magnetism, aud have been
greatly benefitted hv him—in point of truth, more
than by the entire twenty-seven “regular" doctors
who have attended me.
Under Jie treatment, tlie tumor softened aud re
duced in size, the hearing in my left ear has been
restored, and my left arm, which was almost use
less, has been restored to its original strength. I
can now sleep on my left side—a thing I could not
do for many years before. I firmly believe if I
conld continue the treatment the tumor would

AN ORDINANCE.
An Ordinance to amend the Thirty Second Sec
tion of tho General Ordinanco,
He it ordained by the City Council of Augusta,
and it is hereby ordained by authority of the
same, That the Thirty Second Section of the
General Ordinance is hereby amended to read as
follows ; No person shall fly a kito or play town
or foot ball in any settled part of the City, nor
within fifty yards of any road leading to the
City, withiu its corporate limits, except within
she Parade Ground. It shall bo tho duty of the
Chief of Police, and all officers undor his control,
to destroy all kites, halls, and paddles in tho City
used contrary to this section. No person shall
shoot with bow and arrows, or arrows from a bow
or bows, or throw or shoot missilissol any de
scription from slings, spring guns, or instru
ments of any kind in any street, lane, or alley
within the corporate limits of tho City of
Augusta. Every person violating this section
shall be fined in a sum not exceeding ten dollars
for each and every offence.
And be it further ordained , That all Ordinances
and parts of Ordinances millitating against this
Ordinance be, and tho same aro hereby repealed.
Done in Council this, tho 13th day of March,

An Ordinance, Confirming the contract of a lease
for thirty years, mado between the Augusta k
Summerville, and the South Carolina Railroad
Companies.
Be ii Ordained by the City Council of Augusta,
and it is hereby Ordained by the authority of the
same, That the Augnsta A Summcrvillo Railroad
Company be, and they aro hereby authorized to
contract with the South Carolina Railroad Com
pany for tho use, by the Summerville k Augusta
Railroad Company, in accordance with the terms
of their charter, aud of tho Ordinanco of tne
City Council of Augusta, now of force, amenda
tory of said charter, of the track belonging to
the South Carolina Railroad Company, extend
ing from Roynolds street to tho depot of the
Georgia Railroad Company, upon such terms
and stipulations as tho said Summcrvillo A
Augusta, and South Carolina Railroad Compa
nies may agree upon, with power and authority
to the said Companies, from time to tirno, to
alter or modify tho terms of their contract.
And be it further Ordained, That the authority
herein granted shall not be coustruod to impair
any right, privilege, or power now vested in
either of said Companies.
And be it further Ordained, That all Ordi
nanoesand parts of Ordinances militating against
this Ordinance be, and the samo are hereby, re
pealed.
