BULLOCK'S RELIEF MEASURE.
Paragraph 1. No court in this Statu shall
haro jurisdiction to try or determine any
suit against any resident of the State upon
any contract or agreement made or implied,
or upon any contract made in renewal of
any debt existing prior to the first day of
Jude, 1865. Nor shall any court or minis
terial officer of this State have authority to
enforce auy Judgment, execution, or degree,
rendered or issued upon any contract or
agreement made or implied, or upon any
contract in renewal of a debt existing prior
to the first day of June, 1865, except in tho
following cases:
1. In suits against trustees whero tho
trust property is in the hands of tho trusteo,
or has been invested by him in other speci
sic effects now in his hands, and in suits by
the vendor of the real estate against the
vendee, when not more than one-third of
the purchase money has been paid, and the
venuee is in possession of the land or speci
fic effects for which he has sold it, and he
refuses to deliver the land or said effects to
the vendor. In such cases the courts and
officers may entertain jurisdiction and en
force judgments against said trust property
or land or effects.
2. In suits for the benefit of minors by
trustees appointed before the Ist of June,
1865.
3. In suits against corporations in their
corporate capacity, but not so as to enforce
the debt against the stockholders or officers
thereof in their individual capacity.
4. In suits by charitable or literary insti
tutions for money loaned, property other
than slaves sold fc or services rendered by
them.
6. In suits or debts due for mechanical or
manual labor, when the suit is by the me
chanic or laborer.
6. In cases where the debt is set up by
way of defence, and the debt set up exceeds
any debt due by defendant to plaintiff, of
which the courts are denied jurisdiction.
7- In all other caseß in which tho General
Assembly shall, by law, give said courts and
officers jurisdiction, provided that no officer
shall have, nor shall the General Assembly
give jurisdiction or authority to try or give
judgment on, or enforce any debt, the con
sideration of which was a slave or slaves, or
for the hire thereof.
Paragraph 2. All contracts made and
not executed during the late rebellion with
tie intention and for tho purpose of aiding
and enooufaging said rebellion, or where it
was the purpose or intention of one of the
parties to such contract to aid or encourage
such rebellion, and that fact was known to
the other party, whether said contract was
made by any person or corporation, with
the State or Confederate States, or by a
corporation, with a natural person, or, be
tween two or more natural persons, are
hereby declared to have been and to be
illegal, and all bonds, deeds, promissory
notes, bills, or other evidences of debt
made or executed by the parties to such
contraet, or either of them in connection
with such illegal contract, or as the con
sideration for, or in furtherance thereof, are
hereby declared null and void, and shall
be so held in all Courts in this State when
an attempt shall be made to enforce any
such contract, or give validity to any such
obligation or evidence of debt.
And in all cases where the defendant, or
any one interested in the event of the suit,
will make a plea, supported by bis affidavit,
that he has reason to believe that the objec
tion or evidence of indebtedness upon which
the suit is predicated, or some part thereof,
has been given or issued for the illegal
purpose aforesaid, the burden of proof shall
be upon the plaintiff to satisfy the court or
jury that the bond, deed, note, bill, or other
evidences of ‘,upon which said
suit is brought, is or are not, nor is any part
thereof founded upon, or in any way con
nected with any such illegal contract, and
has not been used in aid of the rebellion,
and the date of such bond, deed, note, bill,
or other evidence of indebtedness, shall not
be evidence that it has or has not, since its
date, been opened, transferred, or used, in
aid of the rebellion.
Paragraph 3. It shall be in the power of
a majority of the General Assembly to assess
and collect upon all debts, judgments, or
causes of action when due, founded on any
contract made or implied before the Ist of
June, 1865, in the hands of any one in his
own r.ght, or trustee, agent or attorney of
another, on or after the Ist of January, 1868,
a tax of not exceeding 25 per cent., to be
paid by the creditor on pain of forfeiture of
the debt, but chargeable by him as to one
half thereof against the debtor, and collect
able with the debt: Provided that this tax
shall not be collected if the debt or cause of
action be abandoned or settled without legal
firocess, or if in judgment be settled without
evy and sale: And provided, further, this
tax shalt not be levied so long as the courts
of this Stale shall not have jurisdiction of
such debts or causes of action.

I hereby certify that I have been partially para
lysed for lour years. Four months of that time I
wae uot ablo to make a step, or even so much as
move one of my toes on either foot, and was en
tirely destitute of feeling in my legs.
I was examined by forty eight Confederate
Army Surgeons, all pronouncing me incurable—
having Curvature of the Spine, which produced
paralysis. I commenced taking treatment of Pro
fessor Roberts, March 4th, 1868, aud now, after
taking nine treatments, by Animal Magnetism, I
feel like a “new creature f’ I can now stand up,
and walk any desired distance, without crutches
or canes, which tens utterly impossible for more
than four years before seeing Dr. Roberts.

now bave not one symptom of Rheumatism or
pain in my body. All tho medicine I had taken
seemed to make me worse, aud I uever had
any relief until I was treated magnetically. People
may laugh ; hut I have no more rheumatic
pains—that’s so.

I bave been a hopeless invalid for the weary
space of ten or twelve years, laboring under a
combination of dreadful diseases which nave long
since been pronounced incurab,e. I had of late
grown rapidly worse, until three days since I was
brought to ibis city on a bed, being entirely unable
to sit up, for the purpose of consulting the far
famed Prof. Roberts. After the first treatment,
which was only a few minntes, I was free of all
pain and able to walk anywhere, and to day I feel
so well and strong I can scarcely realize that I
urn the same being who was so feeble and suffer
ing so much three days since. I can never express
my heartfelt gratitude to the mail whose wonder
ful skill has thus relieved me of so much inexpres
sible suffering. May God bless the Doctor
wherevei he goes, is my humble prayer.
