A Resolution to authorize the erection of a
military storehouse at Fort Monroe, Vir
ginia.
Resolved by the Senate and House of
Representatives of tho United States of
America in Congress assembled. That tho
Secretary of War be, and he is hereby,
authorized to grant permission to William
H. Kimberly, army and navy contractor at
Fort Monroe. Virginia, to rebuild the mili
tary storehouse recently destroyed by fire
at that p Ist, upon snch conditions and under
such restrictions as the Secretary of War
shall deem compatible with the interests of
the government.

An Act in relation to the promulgation of
the laws of the United States,
Be it enacted by the Senate and House
, of Representatives of the United States of
America in Congress assembled, That from
and after the passage of this act it shall be
the duty of the Secretary of State to furnish
the Congressional Printer with a correct
copy of every act and joint resolution as
soon as possible after its approval by the
President of the United States, or alter it
shall have become a law in accordance with
tho Constitution without snch approval.
And so much of section seven of the act
entitled “An act to expedite and regulate
the printing ol the public documents, and
for other purposes,’’ approved Jane twenty
five, eighteen hundred and sixty four, as
requires the Secretary of the Senate to fur
nish such copy is hereby repealed.
Seo2. And be it fuither enacted, That
the Congressional Printer, on receipt of
the copy provided for in the foregoing sec
tion. shall in every case immediately cause
an accurate and printed copy of the act or
resolution, as it shall have been furnished
cate to the Secretary of State for revision,
and on return of one of the revised dupli
cates the Congressional Printer shall at
once have the marked corrections made,
should there be any, and cause to bo print
ed and sent to the Department of State
fifty copies, and also cause to be printed
separately the usual number for the use of
the two houses of Congress; Provided,
That on request of the Secretary of State
the Congressional Printer shall furnish to
to the Department of State any additional
number of copies of any act or resolution,
not exceeding five hundred copies.
Sec. 3. And be it further enacted, That
it shall be the duty of tho Secretary of
State to transmit to ibe Congressional
Printer, at the beginning of each session
of Congress, and thereafter when necessary
a list of all newspapers authorized by law
to publish the laws of the United States,
with their respective post offices, so far as
the same shall have been communicated to
him by the Clerk of the House of Repre
sentatives; and ii shall be the duty of the
Congressional Printer, on the printing of
each act or resolution, excepting those
which are of a private character, and
which shall be ho designated by the Secre
tary of State, to transmit a copy thereof to
each of tho editors of such newspapers for
prompt publication ; uud tho number of
copies of tho public acts and resolutions
requisite for this purpose arc hereby au
thorized and required to be printed ; aud
all letters and documents to aud from the
Congressional Printer, relating to tho
duties and business of his office shall bo
transmitted by mail, free of postage, under
such regulations as may bo established by
tho Postmaster General.
Sec, 4. And he it further enacted. That
all the provisions of this act which apply
to public aots and resolutions shall in like
manner apply to treaties between the gov
ernment of the United States and foreign
governments, after they shall have beeu
duly ratified aud proclaimed by the Presi
dent of tho United States; and shall also
apply to postal conventions made between
the Postmaster General, by and with [tho]
advice and consent of the President, on tho
part of the United States, aud equivalent
officers of foreign governments on the part
of their respective countries, under tho au
thorities of the second section of the act
entitled “An act to rcduoc and modify the
rates of postage in the United States, and
or other puiposes,” approved March
three, eighteen hundred and fifty one:
Provided, That it shall he tho dutyo f the
Postmaster General to tranimil, a copy of
each of said conventions to the Secretary
of Stato for this purpose, and that the
printed copy of said conventions shall be
revised by the Postoflice Department.
Sec. 5. And be it further enacted, That
all laws and parts of laws requiring the
Secretary of State to send the laws first
directly to newspapers for publication, as
well as all laws and parts of laws in con
flict with the provisions of this act, are
hereby repealed.

1 hereby certify that I have been partially para
lyzed for four years. Four mouths of that time I
was not able to make a step, or even so much as
move one of my toes on either foot, and was en
tirely destitute ot feeling in my legs.
I was examined by forty eight Confederate
Army Surgeons, all pronouncing me incurable—
haring Curvature of the Spine, which produced
paralysis. I commenced taking treatment of Pro
fessor Roberts, March 4th, 1868, and now, after
taking nine treatments, by Animal Magnetism. I
feel like a "new creature!” I can now stand up,
and walk any desired distance, without crutches
or canes, which was utterly impossible /or more
than four years before seeing Dr. Roberts.

Prof. Roberts for a dropsical tumor iu the left side,
with which I have been afflicted for the last seven
years, and am confident that I am entirely cured,
not having experienced any of the unpleasant
symptoms which I did before tlie treatment, aud
tnis by animal magnetism.

was treated twice only bv Dr. Roberts, at the
Augusta Hotel, February 18th and 20th, 1868, and
now have not one symptom of Rheumatism or
pain iu my body. All the medicine I had taken
seemed to make me worse, and I never had
any relief uutil I was treated maguetically. People
may laugh; but I have no more rheumatic
paius—that’s so.

1 have beeu a hopeless invalid for the weary
space of ten or twelve year*, laboring under a
combination of dreadful diseases which have long
since beeu pronounced incurab,9. I had of late
grown rapidly worse, until three days since 1 was
brought to this city on a bed, being entirely unable
to sit up, for the purpose of consulting the far
famed Prof. Roberts. After the first treatment,
which was only a few minutes, I was freo of all
pain and able to walk anywhere, ami to-day I feel
so well and strong' I can scarcely realize that I
am the same being who was so feeble and suffer
ing so much tlirce days since. I cau never express
my heartfelt gratitude to the man whose wonder
ful skill bus thus relieved me of so much inexpres
sible suffering. May God bless the Doctor
wherevci lie goes, is my humble prayer.

To whom it may concern : This will certify that,
for eight months past 1 have been afflicted
with Neuralgia iu the right side of tlie face, aud
most of the time suffered most excruciating pain,
during which time I have sought relief in wain
from the regular medical profession ; and I further
certify that I was relieved tho first time I was
treated by Prof. Roberts, aud apparently pernia
ucntly cured after being treated the third time. I
most confidently recommend him to all similarly

tweuty-tive years. During tills age of torture it
has been removed twice by painful surgical opera
tions, which only seemed to aggravate its growth.
When Dr. Roberts catue to Atlanta X took treat
meat by Animal Magnetism, and have beeu
greatly beuolitted by him—in point of truth, more
than by the eutire twenty-seven "regular’’ doctors
who have attended me.
Under the treatment, the tumor softened and re
duced in size, tlie hearing iu my left ear has been
restored, and lay left arm, which was almost use
less, lias been restored to its original strength. I
can now sleep on my left side—a thing I could not
do for many years before. I firmly believe if I
could contiuuc the treatment the tumor would
