An Act (or the temporary relief of destitute
people in the District of Columbia.
Be it enacted by the Senate and House
of Representatives of the United Slates of
America in Congress assembled, That the
sum of fifteen thousand dollars be, and the
same is hereby, appropriated, out of any
money in the treasury not otherwise appro
priated, for the temporary relief of the desti
tute population in the District of Columbia,
to be expended uuder the supervision and
direction of the Commissioner of Refugee*,
Freedmen and Abandoned Lands : Provid
ed, That as far as practioablh said sum shall
be expended in the employment of persons
upon the public grounds and walks in the
District of Columbia for which appropria
tions have been hesetofore made by Con
gress, such laborers to be under the direc
tion os the officer acting as Commis ioner of
Public Buildings and Grounds.

An Act to amend the act passed March
twenty-third, eighteen hundred and
sixty-seven, entitled “An act supple
mentary to *Au act to provide for the
more efficient government of tho rebel
States,’ passed March second, eighteen
hundred and sixty-seven, and to facili
tate their restoration.”
Be it enacted hy the Senate and House
of Representatives of the United States of
America, in Congress assembled, That
hereafter any election authorized by tho
act passed Starch twenty-three, eighteen
hundred and sixty seven, entitled “An
act supplementary to ‘An act to provide
for the more efficient government of the
rebel States,’ passed March two [second],
eighteen nundred and sixty-seven, and to
facilitate their restoration,” shall bo de
cided by a majority the votes actually
cast; and at the election in which the
question of the adoption or rejection of
any constitution is submitted, any person
duly registered in the State may vote in
the election district where he offers to vote
when he has resided therein for ten days
next preceding such election, upon pre
sentation of his certificate of registration,
his affidavit, or other satisfactory evidence,
under such regulations as the district com
manders may 7 prescribe.
Sec. 2. And be it farther enacted, That
the constitutional convention of any of the
States mentioned in the acts to which this
is amendatory may provide that at the
time of voting upon tho ratification of the
constitution the registered voters may vote
also for members of tho House of Repre
sentatives of the United States, and for all
elective officers provided for by the said
constitution; and the same election offi
cers who shall make the return of the
votes cast on the ratification or rejection
of the constitution, shall enumerate and
certify the votes cast for members of Con

An Act to revive an act to constitute
Hannibal, Missouri, and Peoria, Illinois,
ports of delivery.
Be it enacted by the Senate and House
of Representatives of the United States of
America in Congress assembled, That the
second section of the act of the fifth day of
April, one thousand eight hundred and
fifty-six, entitled “An act to constitute the
cities ot Hannibal, Missouri, and Peoria,
Illinois, ports of delivery, '* is hereby
revived and declared to be in full force and
effect for the term ol two years from the
passage of this act.

Circuit Court of the United States for the

the city of Erie, in said western district, at
the same times now fixed by law for holding
terms of the district cmrt for said western
district of Pennsylvania, at the city of Erie.

Be it enacted by the Senate and House of
Representatives of the United States of
America in Congress assembled, That the
proper accounting officers of the Treaiury be,
and they are hereby, authorized, in the set
tlement of accounts of paymasters of the
army, to allow such credits for the over pav
ments made in good faith on public account
since the commencement of the rebellion
and prior to the passage of this act, as shall
appear to them to be just, by such vouchers
and testimony as they shall require.

I hereby certify that I have been partially para
lyzed for tour years. Four months of that time I
was not able to make a step, or even so much as
move one of my toes on either foot, and was en
tirely destitute ot feeling in my legs.
I was examined by forty eight Confederate
Army Surgeons, all pronouncing me incurable—
having Curvature of the Spine, which produced
paralysis. I commenced taking treatment of Pro
fessor Roberts, March 4th, 1868, and now, after
taking nine treatments, by Animal Magnetism, I
feel like a “new creature!” I can now stand up,
and walk any desired distance, without crutches
or canes, which <rat utterly impossible for more
than four years before seeing Dr. Roberts.

This certifies that 1 have been a great sufferer
with Rheumatism for five years, my left ankle
being much swollen, very stiff and painful. I
was treated twice only by Dr. Roberts, at the
Augusta Hotel, February 18th and 20th, 1868, and
now have iiot one symptom of Rheumatism or
pain in my body. All the medicine I had taken
seemed to make me worse, and I never had
any relief until I was treated magnetically. People
may laugh; but I have no more rheumatic
pams—that’s so.

space of ten or twelve years, laboring under a
combination of dreadful diseases which have long
since been pronounced ineurab,». I had of late
grown rapidly worse, until three days since I was
brought to this city on a bed, being entirely unable
to sit up, for the purpose of consulting the far
famed Prof. Roberts. After the first treatment,
which was only a few minutes. I was free of all
pain and able to walk anywhere, and to-day I feel
so well and strong I can scarcely realize that I
am the same being who was so feeble and sulfer
iug so much three days since. I can never express
my heartfelt gratitude to the man whose wonder
ful skill has thus relieved me of so much inexpres
sible suffering. May God bless the Doctor
wberevei he goes, is my humble prayer.

with a large tumor on the left side of my face for
twenty-five years. During this age of torture it
has been removed twice by painful surgical opera
tions, which only seemed to aggravate itß growth.
When Dr. Roberts came to Atlanta I took treat
ment by Animal Magnetism, and have beeu
greatly henefitted by him—in point of truth, more
tliuu by the entire twenty seven “regular" doctors
who have attended me.
Under the treatment, the tumor softened and re
duced in size, the hearing iu my left ear has been
restored, and my left arm, which was almost use
less, has been restored to its original strength. I
can now sleep on my left side—a thing I conld not
do for many years before. I (irmly believe if I
could continue the treatment the tumor would
