Whereas it has been reported to the Command
ing General, from several parts of the State of
Georgia, that very many names have been Btrick

ing General that all candidates in the approaching
election shall have every opportunity to show from
official data, whether said registration and election
has been honestly and fairly conducted, uud m ac
cordance with law ; it is hereby ordered.
That all managers of elections shall receive the
votes of all sock persons as shall have been strick
en from the registered list during the last five days
revision; not counting said votes, hut keeping
them separate, with the names of the persons pre
senting them written on the hack, and said votes
shall L*eeeut in a separate envelope with the re
t urns made of the election, to be compared with
die reasons required by law to be sent to these
Headquarters, whenever any Hoard of Kegistra

That fairness and impartiality may be secured
in the coming elections in Gcorgi 1 aud Florida, it
is ordered:
I. That tlie ballot boxes shall not be opened, or
the votes counted, nor shall any iiifornmtiop ho

are filially dosed.
11. The polls being finally closed, the board of
managers shall select two 111011 of character and
standing from the opposite party, who shall he
permitted to be present at the opening of tlie
ballot boxes and tin-counting of the ballots, sons
to witness and verify such counting.

The Commanding officer sub District of Georgia,
will proceed to Distribute the troops under his
command, in such milliner ns will, in iris judgment,
best subserve tlie purpose of preserving order
during the coming election.
The Department will furnish
the necessary transportation, and the troops sent
to stations not, now occupied, will bo lurttislied
with campennipago, in all cases where satisfactory
information lias not been obtained before their de
parture that suitable quarters can be procured.

General Orders, No. 52.
I. Whereas, The Constitutional Convention
ol the State ol Georgia, recently in session in
Ibis city, did, on the 10th day of March, 1808,
adopt au Ordinance entitled : “,1/t Ordinance
to provide J'or l/ie election of civil ojjlcersf ’
which Ordinance, among other thiugs, provides:
“That an election beheld, beginning on the
twentieth day of April, 1808, (at such places
as may be designated by the Commanding Gen
eral of the District) for voting on llte ratitica
tiou of the Constitution, for tlie election ol'
Governor, members of the General Assem
bly, Representatives to the Congress of the
United States, and all other officers to be
elected as provided in this Constitution, and
said election to be kept open from day to day at
the discretion of tlie General commanding.
“At said election on the ratification of the
Constitution, and for Governor, Members of
Cengrcss, Members of the General Assembly,
and for all other civil officers, the qualifications
for voters shall he the same as prescribed by
the Act ot Congress, known as the Sherman
bill, for voters at the election on the ratifica

Major General Meade is respectfully requested
to give the necessary orders to carry into
effect the foregoing provisions, and cause due
returns to be made and certificates of election
to issue by the proper officers. But this
Ordinance shall not apply to the Justices
of the Peace, who shall be elected at such time
as shall be provided for by the first General
Assembly until otherwise provided by law.”
11. As by the provisions of said Ordinance
the Commanding General is requested to cause
certificates of election to be issued to those per
sons who may be elected to said offices, and
that he may not be called upon to cause certifi
cates of election to be issued to persons iueligi
ble to hold office, he calls the attention of all
concerned to the provisions of Sec. 3 of the
amendment to tlie Constitution of the United
States, proposed by Congress and designated
as the 14th Article, which section he deems, un
der the reconstruction acts, applicable to the
election of officers provided lor by said Ord
inance, and is as follows:
“Sec. 3. No person shall lie Senator or Repre
sentative in Congress, or elector of President and
Vice President, or hold any office, civil or mili
tary under the United States, or under any
State, who having previously taken an oath, as
a member of Congress, or as an officer of the
United States, or as a member of any State
Legislature, or as any executive or judicial
officer of any State, to support the Constitution
of the United States, shall have engaged in in
surrection or rebellion against the same, or
given aid or eomfort to the enemies thereof.
But Congress may, by a vote of two-thirds oi
each House, remove such disability.”
Attention is also called to the 6th section of
the Supplementary Reconstruction Aet of Con
gress, which passed July l’Jth, 1867, in which
it is declared that “the words ‘executive or
judicial office in any State’ shall he construed
to include all civil offices created by law for the
administration of any general law of a State, or
for t he administration of justice.”
111. The following are the officers to lie
elected at the approaching election in the State
of Georgia, under the provisions of the forego
ing Ordinance aud the Aet of Congress author
izing the election, to-wit:
A Governor of the State, Senator., and Repre
sentatives in .the General Assembly, and for
each county in the State a Clerk of the Superior
Court, Ordinary, Sheriff, Tax Collector, Tax
Receiver, Treasurer, Coroner, and Surveyor.
Also, seven members of tho House of Rep
resentatives of the United States Congress,
being one member to be elected from each ol
the Congressional Districts in the State, as
established by an ordinance of said Constitu
tional Convention, entitled “Au Ordinance to
establish Congressional Districts,” adopted
March 6th, 1868.

General Orders, No. 48.
The officers who shall conduct the elec
tions provided to he held under General
Orders 39, 40, 41 and 43, current series,
from these Headquarters, will observe the
following regulations as to challenges of
voters:
1. No person who is not a registered
voter will he permitted to challenge the
right of any person to vote.
2. The challenger must state the ground
of his challenge, which must be confined to
the question of identity, or residence, or
both.
3. One of the officers conducting the
election shall then adiyinister an oath ot
the challenger that lie verily believes, and
has good reason to believe, that the person
challenged has no right to vote at this
election, for the reasons by the challenger
stated, and that his challenge is not made
for the purpose of obstructing or delaying
said election.
4. If the person challenged still insists
upon his right to vote, ho shall then he
sworn, in like manner, that lie is a duly
registered voter of the county where ho
offers to vote, by the name under which he
claims to vote, and that ho has resided in
said county for the ten days next proceeding
this election. Or, if he claims to vote on a
certificate of registration in any other county

of the State, he shall swear that he is the
identical person named in said certificate,

party shall be permitted to vote without

will he held responsible that the right of
challenge is not abused, or used for (he
purpose o( hindering or delaying the elec
tion.

This is to corlily that 1 have been paralyzed in
both iny legs and left arm since .Inly, 1860. 1 have
been attended by different medical Doctors of this
city, without deriving any benefit from their treat
ment, but on the contrary, seemed to grow worse.
When Professor Roberts arrived Imre 1 was ad
vised to visit him, at the Augusta Hotel, which I
did. It required the assistance' of three men to
take me up the stairs of tlie ITotel to Dr. Roberts’
rooms. I have taken tlie twelfth treatment at the
hands ot tlie Professor, and have been so far re
Hcved as to be able to use my arm as well as I ever
did, and with as much power, and rati walk a con
siderable distance wit,lt case, and find my general
health very much improved. All this I ascribe to

I hereby certify that I have been partially para
lyzed for lour years. Four months of that rime I
was not able to make a step, or even so milch as
move one of my toes on either foot', and was eu
lively destitute of feeling in my legs.
I was examined by forty eight, Confederate
Army Surgeons, all pronouncing me incurable—
having Curvature of the Spine, which produced
paralysis. I commenced taking treatment of Pro
fessor Roberta, March 4th, 1868, and now, alter
taking nine treatments, by Animal Magnetism. 1
feel like a “new creature!’’ I can now stand, up,
and walk any desired distance, without crutches
or canes, which was utterly impossible for more
than four years before seeing Dr. Roberts.

been almost unfitted for business of any kind,
and had no hope of a cure. A nephew of mine
had suffered fifteen years with tho same complain I;
ho j wont to Philadelphia, was four months under
Dr. Pancbst; submitted to an operation with the
knife, and was finally cured, for which ho paid
one thousand dollars, besides his expenses to and
from Philadelphia. I called on Professor Roberts
and received three treatments, by Animal Mag
noticism, at his hands, and was entirely cured,
and am well; yet, for which I paid twenty dol
lars. 1 would not to-day be placed again in the
condition you found me ten months ago, and
with as little hope oi a cure as I had before your
