The Raleigh Standard, ol the 28th inst., stlftes that the Republicans cannot have less than 32 of the 5(1 Senators, and 08 of the 122 Representatives in tho North Carolina Leg islature, giving them IT majority in each House, or 28 on joint ballot. The £fleci. Immediately after the Radical victory in Arkansas, say3 the Missouri Democrat, th* bonds of that State rose very rapidly in the market. Precisely the same thing occurred ia Tennessee, and in this .Statu everybody remembers that our bonds were selling below seventy five before the election of 18C6, and instantly after that election jumped up ten per cent., and have since risen to 109, with fifteen per cent, back interest paid. Again, in Arkansas the papers ut once begin to talk of the prospect of having the long needed railroads com pletcd, and capital hitherto unwilling to invest in a State so unsettled, begins to look into its enterprises. Precisely the same result has followed Radical victories in Tennessee aud Missouri. In a word, Radical victory means restoration of credit, revival of business, re establishment of industry, development ot resources, build ing of railroads, order, prosperity arid peace Hebrew' fair in Kavniinnh. The design and execution of these works of arf reflect the greatest credit upon the artists. The vote stood 20 to 28. The South Carolina Committee, with their protest against tbe Constitution, will appear bclure the Reconstruction Committee. These remonstrances, and their personal represent ation regarding the situation, attract the attention of the Conservative Republicans. The ceroplete city registration is a follows: Whites. 10,254; Blacks, 6.737. A Massachusetts member of Congress, to-day, remarked, in alluding to the im peaehers, that their friends were much disturbed. The House is in session, but is doing nothing. Gen. Uillem has made a report to Gen. Grant stating that the incomplete tables show a majority of over 1,200 for ratifica tion of tho Constitution in Arkansas. If his order had been complied with tho result would have been indisputable, but there are in tho counties of I’ulaski and Jefferson 1,900 votes which can’t be ascer tained for or against the Constitution. Where these irregularities occur each party charges the other with frauds. There is a deficiency of $87,000 for the administration of the Reconstruction acts in the Third Military District. It is reported that a joint resolution ordering President to send war vessels to Gult of St Lawrence to protect our fishing i nterost and demand reparation for certain injuries, is before Congress; in the debate l’ike said “who is afraid of war.” Resolu tion asks for nothing only that the luws shall be enforced. Amendment proposed to send vessels to coast of Ireland to take care of American interests there—rejected. Daring the debate Pike thought some one called him a coward, and he made some inaudible remark, for which be was called to order. Tariff question introduced. Pike wanted free trade for ship building materials. Eldridge asked if free trade was good for New England ship builders, why ’twas not good for Western laborers 7 After long discussion, somewhat jocular in character,but showing considerable sectional acrimony, it pussed by 92 to 39. Robinson offered a resolution expunging the impeachment resolution from the jour nal. The Speaker declared it not a privi‘ leged question. Robinson said ho would bring it up again ; it was a mere question of time ; it would ultimately be expunged. Stevens introduced a bill for the admis sion of Arkansas, which was ordered to be printed. Stevens’ bill provides as follows : Whereas, the people of Arkansas, in pursuance of an Aot entitled, “An Act to provide for the more efficient government of tbe rebel States,” passed March 2, 18G7, and the Acts supplementary thereto, have framed and adopted a Constitution of State government, which is Republican in form, and the Legislature of said State has duly ratified the amendment to the Constitution of the United States, proposed by the 39th Congress, aud known as Article Fourteen. Therefore, lie it enacted, That the State of Arkansas be entitled aud admitted to representation in Congress ns one of the States of the Union, upon the following fundamental con ditions. viz: that the Constitution of Arkan sas shall never be so amended or changed as to deprive any citizen or class of citizens of the United States of the right to vote who are entitled to vote by the Constitution herein recognized, except as a punishment for such crimes as are now felonies at com "ton law, whereof the party shall have been duly convicted. A delegation with the North Carolina Constitution, and several members of the Congressional delegation, have arrived. There was a heavy storm this afternoon, no western markets. IMPEICUMENT. The Court was prolonged in secret sessiou, it resulted in tbe adpotion of the following : That the Court will adjourn until Monday at eleven o’clock, when it will consider the rules and votes on the several articles which shall be taken at noon Tuesday without debate. Speeches shall be limited to fifteen minutes ou the entire subject, and not on each article. Members may file written opinions within two days after the vote on articles, to be published with the proceed ings. Motions regarding the form in which the Chief Justice shall put the question to Senators. Tabled. The stated adjournment to Monday was at the instance of Chase, who requires time to reflect on the proper manner of putting the question and other details. Foreign. London, May 7.—John Bright and other Liberals petition for a commutation of the punishment of the Fenian, Barrett, convicted of murder for connection with the Clcrkenwell explosion. Postponed. Cuaui.eston, May 7 Gen. Canby has issued an order postponing the meeting of the Legislature, which had been fixed for the 12th inst-, until Congress shall have ap proved the new Constitution.
